Regarding funding support for the arts groups, members in generally considered that the Administration should (a) ensure a reasonable and fair distribution of funding resources amongst arts groups; (b) review the existing mode of subsidy for the major performing arts groups to avoid stifling the development of non-subvented commercial arts groups; (c) provide more funding for the support of small and medium sized arts groups and budding artists; (d) explore means to minimize staffing and administrative expenses in the operation of arts programmes so that the savings could be re-allocated to the use of arts development; (e) examine the effectiveness of the current funding policy in achieving the policy goals, such as encouraging diversified and balanced development of arts and culture; and (f) consider increasing its overall allocation of funding for culture and the arts, given the imminent need to achieve the vision of the West Kowloon Culture District project.

In addition, the post of the Chief Security Adviser in Pakistan is proposed to be reclassified to the D-1 level as, in terms of size, complexity and degree of responsibility, in combination with a complex humanitarian emergency, the security management system in Pakistan is considered comparable to a large peacekeeping operation.

To delete "prudently assess" after "the Government to" and substitute with "make optimal use of"; to delete "additional" before "resources"; to delete "required for implementing" after "resources" and substitute with "saved due to the drop in the primary and secondary school student population to provide training for teachers on"; to delete ", weigh the commitments of both the Government and parents and, by ensuring that complementing training for teachers is available" before ", progressively implement small class teaching" and substitute with "and, through a 'by district and by grade' mode of transition"; to delete "in" after "progressively implement small class teaching" and substitute with ", starting with"; and to add "and junior secondary forms," after "primary schools".

Those efforts included encouraging universities to offer modules on space law; providing fellowships for graduate and postgraduate education in space law; assisting in the development of national space legislation and policy frameworks; organizing workshops, seminars and other specialized activities to promote greater understanding of space law; providing financial and technical support for legal research; preparing dedicated studies, papers and publications on space law; supporting space law moot court competitions; supporting the participation of young professionals in regional and international meetings relating to space law; providing for training and other opportunities to build experience; and supporting entities dedicated to the study of and research relating to space law.

Several delegations pointed out that private standards had a negative impact on export and economies in their countries, especially on small scale producers; they were difficult to implement; they were not based on science; their development was not open and transparent; there was no dispute settlement procedure for these standards; and claims stating that these standards were safer than public standards might mislead consumers.

Additionally the representatives of small-scale food producers and other CSOs will be full participants and not just observers of the CFS processes.

The Delegation, pointing out that this point was also emphasized in the Guidelines for the Validation of Food Safety Control Measures adopted at the current session, which provided that control measures required validation on a case-by-case basis, proposed that the restriction be lifted, but that the use of the LPS be conditional on infrastructure and validation and be based on mutual agreements between countries depending on patterns of trade, and in line with this observation, further proposed to amend footnote 9 in Appendix A: Microbiostatic Control Measures - Code of Practice for Milk and Milk Products by the addition of the following: "Any trade in milk treated by the lactoperoxidase system should only be on the basis of mutual agreement between countries concerned, and without prejudice to trade with other countries.

In Agenda 21, all countries were called upon to (a) integrate land use and transportation planning in order to encourage development patterns that reduce transport demand; (b) adopt urban transport programmes favouring high occupancy, as appropriate; (c) encourage non-motorized modes of transport by furnishing safe cycleways and footways in urban and suburban centres in countries, as appropriate; (d) devote particular attention to effective traffic management, efficient operation of public transport and maintenance of public infrastructure; (e) promote the exchange of information among countries and representatives of local and metropolitan areas; and (f) re-evaluate current consumption and production patterns in order to reduce the use of energy and natural resources.

The lack of professional international staff in the UNESCO office, its spotty reputation for programme delivery in the past, the absorption of its small number of staff in numerous small UNESCO regular programme activities, did not make the country office a likely partner for larger-scale collaboration.

Conversely, the absence of a consistent pattern of flagrant violations of human rights does not mean that a person might not be subjected to torture in his or her specific circumstances.

The Board may from time to time appoint a general manager, manager or managers of the business of the Company and may fix his or their remuneration either by way of salary or commission or by conferring the right to participate in the profits of the Company or by a combination of two or more of these modes and pay the working expenses of any of the staff of the general manager, manager or managers who may be employed by him or them upon the business of the Company.

At the 10th meeting, on 16 October, the representative of India, on behalf of Afghanistan, Albania, Armenia, Bangladesh, Belgium, Bhutan, Bulgaria, Cambodia, Chile, Croatia, the Czech Republic, El Salvador, Estonia, Finland, France, Germany, Greece, Guatemala, Haiti, Honduras, Hungary, India, Ireland, Italy, Kuwait, Latvia, Lithuania, Luxembourg, Mauritius, Monaco, Myanmar, Nepal, the Netherlands, Norway, the Philippines, Poland, Portugal, Romania, the Russian Federation, Samoa, Serbia, Singapore, Slovakia, Spain, Sri Lanka, Thailand, the former Yugoslav Republic of Macedonia, Togo, Turkey and the United Kingdom of Great Britain and Northern Ireland, introduced a draft resolution entitled “Measures to prevent terrorists from acquiring weapons of mass destruction” (A/C.1/63/L.34).

In accordance with established practice, the Secretariat posted the Programme of Work, the Modalities for conducting the meeting, including with regard to the interventions by States and other stakeholders, as well as all contributions received, before, during or after the session of the working group, by United Nations Member States, non-member States and observers and non-governmental organizations on the Extranet page of the Council.

In response to a question on the flexible use of the model three-year phase-out plan, the representative of the Secretariat explained that the model was flexible because the amounts calculated did not have to be accepted if the maximum residual amounts of ODS calculated by the model were higher than the actual eligible ODS consumption.

Speaking on behalf of 10 delegations, one speaker noted that the format achieved several results: (a) a clear understanding of the resource plan, including the expected contributions and resources used; (b) a more transparent linkage between resources and management results from the strategic plans, as well as a streamlining of results frameworks; (c) more transparent information on the use of all sources of income, core and non-core, for each costs category and functional cluster; (d) improved information on actual expenditures against projections; and (f) greater harmonization of the budgets, while respecting the specific business models of the agencies.

Each State Party undertakes to make widely known and to disseminate the Covenant and the present Protocol and to facilitate access to information about the views and recommendations of the Committee, in particular, on matters involving that State Party, and to do so in accessible formats for persons with disabilities.

Paragraph 10 of the Committee’s decision is an excellent illustration of a comprehensive approach to reparation; it orders non-pecuniary measures of restitution and satisfaction and guarantees of non-repetition (a thorough and effective investigation of the facts, freeing of the victim if he is still alive, handing over his remains if he is dead and the prosecution, trial and punishment of those responsible for the violations committed); the Committee’s decision also orders pecuniary measures of reparation (adequate compensation for the author for the violations suffered and for Kamel Djebrouni if he is alive).

The President also recalled that the States Parties have expressed satisfaction with the performance, efficiency, professional competence, responsiveness and dedication of the ISU and that there was general agreement among the Task Force members on the need to review the financing model of the ISU, in order to make it sustainable and predictable, and to achieve more equitable burden sharing.

The Programme Implementation Coordination Team is responsible for ensuring the timely and comprehensive implementation of the global field support strategy for the United Nations, which is designed to expedite and improve support for peacekeeping; expedite and improve support for peacebuilding, electoral assistance, mediation support and conflict prevention; improve the safety and living conditions of staff; strengthen resource stewardship and accountability while achieving greater efficiencies and economies of scale; contribute to local and regional investment and capacity; and reduce the in-country environmental impact of field operations.

Several delegations appealed to the international community to provide concrete and additional support to Pacific island developing countries in order to address the effects of climate change, and to do so as part of an integrated and sustainable development approach.

In pursuit of 32 C/Resolution 47 of the General Conference on “New Perspectives in UNESCO’s activities pertaining to the dialogue among civilizations, including in particular followup to the New Delhi Ministerial Conference”, UNESCO will respond to new challenges to the dialogue among cultures and civilizations, especially in the context of globalization, through concrete action in each of UNESCO’s domains and introducing innovative modalities and approaches.

The document prescribes measures and activities which shall help mainstream the social model and approach based on human rights into the policies affecting the status of persons with disabilities: mainstreaming issues relating to the status of persons with disabilities into general development plans; developing efficient legal protection; availability of social, health and other services based on the rights and needs of beneficiaries; developing policies and implementing programmes providing equal opportunities for persons with disabilities and encouraging independence, personal development and active living in all areas; providing access for persons with disabilities to the constructed environment, accessible transportation, information, communications and public services, and providing adequate living and social safety standards.

However, if sizable redemption requests are received, the Manager may need to liquidate investment at a substantial discount in order to satisfy such requests and the Sub-Fund may suffer losses as a result.

Some of our smaller customers who struggled to find funding were especially cautious when signing or renewing contracts, and certain deals were more difficult to conclude due to aggressive competition.

Through the investigation and experimentation standards, students learn how to use appropriate tools and technology and a variety of print and electronic resources, communicate ideas logically, construct scale models and diagrams to communicate knowledge, and communicate the steps and results of investigations.

Valuation techniques include reference to most recent market prices used by knowledgeable and willingness parties, reference to current fair value of other financial instrument with similar nature, discounted cash flow method and option valuation models.

The data contained in the wallcharts include, for the rural areas, size and rate of growth of the rural population, size of the agricultural population, agricultural area and cropland, forest area, irrigated areas, access to improved water and sanitation, economically active population in agriculture and fertilizer use; and for the urban areas, size and rate of growth of the urban population, land area occupied by human settlements, urban population living in slums, access to improved water and sanitation, carbon dioxide emissions, concentrations of particulate matter in the air, employment in industry and services, gross domestic product, motor vehicles in use and consumption of energy.
