It was noted that while both matters belong to the larger family of mine action, mine clearance and victim assistance have different timelines, involve distinct national and international actors and relate to different national institutional and regulatory frameworks and budget lines.

Many delegations noted one of the themes of Rio+20, ―green economy in the context of sustainable development and poverty eradication‖, but emphasized that the green economy should be viewed in the broader context of sustainable development.

In the preparation of the following year’s report on legal empowerment of the poor and eradication of poverty, draft resolution A/C.2/64/L.47 should be taken into consideration because the concept must be understood in a broader context, in both developed and developing countries, and the root causes of poverty must be part of the examination.

Ms. Ghanea drew five preliminary conclusions: (a) the discussion on limitations to freedom of expression could not be dissociated from the overall obligations under the Covenant as a whole, such as full equality before the law, due process and rights of minorities; (b) random or orchestrated acts of violence that have no reasonable link to expression should not justify limitations to freedom of expression; (c) where hatred itself incited to violence, it showed a broader pattern of violations; triggering article 20 demonstrated a failure of the State to guarantee the right to non-discrimination under article 26; (d) article 20 also required a careful and calibrated range of sanctions; at a minimum, it should not infringe expression itself and at a maximum it could trigger sanction; care had to be taken for the limitations not to have a chilling effect on freedom of expression in general; and (e) other actions in the national sphere were needed.

The Committee noted that, in the context of trade- and investment-related work on energy and climate change, it was important to ensure that work on those issues was within the mandate of ESCAP.

In response to the sustainable development challenges in Africa identified in the 2005 World Summit Outcome, the Plan of Implementation of the World Summit on Sustainable Development (“Johannesburg Plan of Implementation”) and the NEPAD framework, the strategy of the subprogramme will continue to emphasize policies and strategies for structural agricultural transformation and food security within a perspective of regional cooperation and integration, with a particular focus on land, water, forests, urban-rural linkages and human settlements and climate change.

Most of these grounds are derived from or related to public order or public security, whether the connection is indicated clearly, as in the case of conviction for serious offences, or incidentally or even implicitly, as in the case of begging, vagrancy, debauchery and disorderliness.

The Vienna Group recalls with concern the finding by the Board of Governors of IAEA (resolution GOV/2011/36 of June 2011) that, based on the report of the Director General, the undeclared construction by the Syrian Arab Republic of a nuclear reactor at Dair Alzour and failure to provide design information for the facility in accordance with Code 3.1 of Syria’s Subsidiary Arrangements are a breach of articles 41 and 42 of the Syrian Arab Republic’s NPT Safeguards Agreement, and constitute non-compliance with its obligations under its Safeguards Agreement with the Agency in the context of article XII.

Compliance or the consequences of non-compliance with the customary norm are not, however, part of the legal regime created by the treaty but are covered by general international law and evolve along with it.

Following the application of the Convention to HKSAR, while C for R serves as the focal point within the HKSAR Government for matters relating to the implementation of the Convention, relevant Bureaux and Departments have the responsibilities to ensure that the policies and measures under their purview provide equal opportunities and rights for persons with disabilities in compliance with the spirit and provisions of the Convention.
