The expression “cultural life” is an explicit reference to culture as a living process, historical, dynamic and evolving, with a past, a present and a future.

The Vice-Minister of Foreign Affairs of Thailand, Mr. Suangsan Jamornchan, noted in his inaugural address that the Committee session was timely, as the Asia-Pacific region continued to suffer disproportionately from natural disasters.

It was also suggested that FAO should undertake technical work in the following five priority areas to assist States and RFMOs implement resolutions 61/105 and 64/72 and the FAO Guidelines: (i) improving and expanding application of the criteria for the identification of VMEs beyond corals, sponges, seamounts and hydrothermal vents; (ii) developing guidance on impact mitigation measures and best practices for developing and applying encounter protocols relevant to VMEs, particularly by RFMOs; (iii) developing guidance on what and how information should be collected to implement measures for managing fishery impacts on VMEs; (iv) defining certain terms that could clarify implementation of the FAO Guidelines; and (v) developing guidance on best practices for conducting assessments.

In order to avoid possible confusion over the use of the terms “above” (contained in the general indicator’s name) and “below” (contained in the metric’s definition), it is recommended that the COP consider further amending the general indicator for use in the reporting process to “Proportion of the population living below the poverty line”.

14.7 The State party also submits that the meaning of the expression “according to law”, as it appears in article 14, paragraph 6, of the Covenant, has no practical or specific implication in terms of this communication, since the question of whether the Guidelines are applied by means of administrative measures or by law does not alter the requirement of factual innocence that must be met in order for a person to be eligible for compensation.

With respect to Article 2(iii), Canada will interpret the phrase “respect for the life of human beings” in a manner consistent with existing Canadian and international human rights law.

(a) In education: Building of capacity in policy planning and partnership strategies pertaining to early childhood education; empowerment of children and raising of awareness regarding environment and health through support of summer camps in some 200 school locations, especially in most affected areas (with opportunities for activities to ensure basic skills, interactive counselling and other extra-curricular activities); preparation of the school opening through support for improved physical learning environment, an overall more enabling educational environment and a reinforcement of school and local community relationships; and activities promoting education as a focus for a people-to-people peace process, aimed at improved understanding and trust as well as the training of teachers and educators as a force for peace, within schools and communities ($300,000).

Furthermore, it was found that such a qualifier could be unnecessarily limiting, since there were treaties which, although not expressly providing therefor, continued in operation by implication through the application of articles 6 and 7.
