The central issue for agencies is supporting these new livelihoods rather than trying to recreate previous livelihoods.

The Organization also enhances the quality of provision by linking literacy and numeracy to livelihoods, life skills and further learning (e.g. the “Literacy by mobile phone” project in partnership with the private sector in Pakistan), and by identifying and sharing effective practices (e.g. through the new “Knowledge and Innovations Network on Literacy” (KINL)).

Much less attention has been given to the type of infrastructure. Most irrigation systems were designed when the agricultural requirements were very different from now, and were aimed more at protective irrigation – to protect the livelihoods of farmers growing subsistence crops – than at maximising the productivity of water in the context of diverse livelihoods.
