For example, staff members in the Appeals Division have now assumed responsibility for: maintaining a digest of the Tribunal’s substantive and procedural case law and ensuring its dissemination throughout the Office; assisting with the development of a new web page for the Office to facilitate the collection and development of legal resources of general interest throughout the Office; overseeing the selection, assignment, training and management of interns for the Office; and organizing periodic Legal Advisers’ meetings to promote information-sharing and the continuing legal development of staff within the Office.

It was noted that any future experimentation sessions would benefit from focusing on a small number of areas to promote more detailed exchange and to ensure a meaningful outcome from the discussions.

In its appeal against Judge Bates’ ruling, the United States administration notified the court that it was introducing a new review process at Bagram, “modifying the procedures for reviewing the status of aliens held by the Department of Defense at the Bagram Theater Internment Facility”.335 However, the experts are concerned that the new review system fails to address the fact that detainees in an active war zone should be held according to the Geneva Conventions, screened close to the time and place of capture if there is any doubt about their status, and not be subjected to reviews at some point after their capture to determine whether they should continue to be held.

The Government has initiated the development of poverty indicators, which are designed to reflect the fact that poverty is a multi-faceted and complex problem requiring individual solutions and make it possible to identify poor families and individuals, as well as implement specific initiatives to lift them out of poverty.

While welcoming the efforts made by the Secretary-General in that connection, his delegation drew attention to chapter IV B of the SecretaryGeneral’s report on human resources management reform (A/63/282), and in particular to a contradiction between paragraphs 54 and 57 of the report concerning geographical representation and gender balance; it was not fair for candidates to be selected from an overrepresented Member State while there were 16 unrepresented and 17 underrepresented Member States.

She is working diligently to establish a system to identify records at the institution; is developing, in conjunction with the Archives and Records Management Section and the Joint Tribunals Archival Strategy Working Group, a records retention policy for records throughout the Tribunal; has begun a comprehensive review of the several different retention schedule recommendations within the Tribunal; and is leading a review to ensure that the records retention schedule represents an internally consistent system.

In section V, paragraph 11, of the same resolution, the General Assembly requested the Secretary-General to seek a more effective strategy to fill current and future language post vacancies at all duty stations in a timely manner, took note of paragraph 92 of the report of the Secretary-General on the pattern of conferences (A/63/119 and Corr.1), and also requested the Secretary-General to hold the competitive examinations for the recruitment of language staff referred to in that paragraph, as well as other examinations beyond 2009, well in advance so as to fill current and future language post vacancies at all duty stations in a timely manner, and to inform the Assembly at its sixty-fourth session of efforts in that regard.
