Pursuant to paragraphs 4 (a) to (d) of resolution 60/180, 24 States had already been elected and/or selected as members of the Organizational Committee of the Peacebuilding Commission: China, France, Gabon, Mexico, Russian Federation, United Kingdom of Great Britain and Northern Ireland and United States of America selected by the Security Council; Australia, Brazil, Egypt, Guinea-Bissau, Morocco, Poland and Republic of Korea elected by the Economic and Social Council; Canada, Germany, Japan, Netherlands and Sweden selected by and from among the top 10 providers of assessed contributions to United Nations budgets and of voluntary contributions to United Nations funds, programmes and agencies, including a standing peacebuilding fund; and Bangladesh, India, Nepal, Nigeria and Pakistan selected by and from among the top 10 providers of military personnel and civilian police to United Nations missions.

In this connection, the Office helped the Committee identify UNESCO recommendations.

(d) Governments should, in a flexible and timely manner, provide the broadest possible international cooperation to combat money-laundering and support the recovery of assets that were the proceeds of crime through information exchange, the sharing of information on money-laundering typologies and the identification and location of assets and property.

Three offers would be provided under that framework: flight experiment opportunities on board Chinese space laboratories and the future space station for scientists from around the world; an international astronaut programme, including astronaut selection, training and flight opportunities; and the launch of supporting projects to provide China’s human space technologies, facilities and human resources to developing countries, with the aim of promoting capacity-building activities in human space technology and its applications.

The pillars of the UNOPS accountability framework and oversight policies that are internal to the organization include: the Strategy and Audit Advisory Committee, the Internal Audit and Investigations Group, the Ethics Officer, the Office of the General Counsel, the Appointment and Selections Panel, the Appointment and Selections Board, the Headquarters Contracts and Property Committee, the “balanced scorecard”, and the implementation of UNOPS organizational directives and administrative instructions.

In its appeal against Judge Bates’ ruling, the United States administration notified the court that it was introducing a new review process at Bagram, “modifying the procedures for reviewing the status of aliens held by the Department of Defense at the Bagram Theater Internment Facility”.335 However, the experts are concerned that the new review system fails to address the fact that detainees in an active war zone should be held according to the Geneva Conventions, screened close to the time and place of capture if there is any doubt about their status, and not be subjected to reviews at some point after their capture to determine whether they should continue to be held.

The Government has initiated the development of poverty indicators, which are designed to reflect the fact that poverty is a multi-faceted and complex problem requiring individual solutions and make it possible to identify poor families and individuals, as well as implement specific initiatives to lift them out of poverty.

While welcoming the efforts made by the Secretary-General in that connection, his delegation drew attention to chapter IV B of the SecretaryGeneral’s report on human resources management reform (A/63/282), and in particular to a contradiction between paragraphs 54 and 57 of the report concerning geographical representation and gender balance; it was not fair for candidates to be selected from an overrepresented Member State while there were 16 unrepresented and 17 underrepresented Member States.
