Pursuant to paragraphs 4 (a) to (d) of resolution 60/180, 24 States had already been elected and/or selected as members of the Organizational Committee of the Peacebuilding Commission: China, France, Gabon, Mexico, Russian Federation, United Kingdom of Great Britain and Northern Ireland and United States of America selected by the Security Council; Australia, Brazil, Egypt, Guinea-Bissau, Morocco, Poland and Republic of Korea elected by the Economic and Social Council; Canada, Germany, Japan, Netherlands and Sweden selected by and from among the top 10 providers of assessed contributions to United Nations budgets and of voluntary contributions to United Nations funds, programmes and agencies, including a standing peacebuilding fund; and Bangladesh, India, Nepal, Nigeria and Pakistan selected by and from among the top 10 providers of military personnel and civilian police to United Nations missions.

There is a widespread perception of a “non-transparent culture” in the selection process of these appointments, which needs to be addressed.

The Executive Committee may wish to take note of the verification and progress reports on the implementation of the national CFC phase-out plan (NPP) for Argentina, and approve the annual implementation programme for 2008-2009 with a proviso requesting the Government of Argentina and UNIDO to ensure that future verification will include the country’s monitoring of its activities under the Agreement through the monitoring institutions defined in Appendix 5-A of the Agreement.

She is working diligently to establish a system to identify records at the institution; is developing, in conjunction with the Archives and Records Management Section and the Joint Tribunals Archival Strategy Working Group, a records retention policy for records throughout the Tribunal; has begun a comprehensive review of the several different retention schedule recommendations within the Tribunal; and is leading a review to ensure that the records retention schedule represents an internally consistent system.

For example, staff members in the Appeals Division have now assumed responsibility for: maintaining a digest of the Tribunal’s substantive and procedural case law and ensuring its dissemination throughout the Office; assisting with the development of a new web page for the Office to facilitate the collection and development of legal resources of general interest throughout the Office; overseeing the selection, assignment, training and management of interns for the Office; and organizing periodic Legal Advisers’ meetings to promote information-sharing and the continuing legal development of staff within the Office.

Sunset clauses should therefore be introduced for those activities that have reached the end of their natural life or which other organizations are better equipped to deal with.

Introducing the proposal, the representative of India said that by decision XIX/6 the parties had agreed that funding available through the Multilateral Fund should be stable and sufficient to meet all agreed incremental costs to enable parties operating under paragraph 1 of article 5 to comply with the accelerated phase-out schedule for both consumption and production of HCFCs.

In its appeal against Judge Bates’ ruling, the United States administration notified the court that it was introducing a new review process at Bagram, “modifying the procedures for reviewing the status of aliens held by the Department of Defense at the Bagram Theater Internment Facility”.335 However, the experts are concerned that the new review system fails to address the fact that detainees in an active war zone should be held according to the Geneva Conventions, screened close to the time and place of capture if there is any doubt about their status, and not be subjected to reviews at some point after their capture to determine whether they should continue to be held.

In this connection, the Office helped the Committee identify UNESCO recommendations.

The Government has initiated the development of poverty indicators, which are designed to reflect the fact that poverty is a multi-faceted and complex problem requiring individual solutions and make it possible to identify poor families and individuals, as well as implement specific initiatives to lift them out of poverty.

While welcoming the efforts made by the Secretary-General in that connection, his delegation drew attention to chapter IV B of the SecretaryGeneral’s report on human resources management reform (A/63/282), and in particular to a contradiction between paragraphs 54 and 57 of the report concerning geographical representation and gender balance; it was not fair for candidates to be selected from an overrepresented Member State while there were 16 unrepresented and 17 underrepresented Member States.

In the ensuing discussion, one representative, referring to decision XIX/6 on adjustments to the Montreal Protocol with regard to HCFCs, said that neither paragraph 5 nor paragraph 11 (b) of that decision, on the funding for parties operating under paragraph 1 of article 5 to comply with the accelerated HCFC phase-out schedule and the funding criteria for projects and programmes, referred to maximization of climate benefits or additional funding for the Multilateral Fund.

For instance, the less dependable “non-centrally dispatched” supply sources and the phasingout of highly polluting small thermal power plants with low efficiency might cause the forecast generation capacity not fully realisable in short term.

The company identified the need to replace its ageing PC-based POS systems with a reliable and high-performance POS system which was specifically built for the retail environment.

This will cover the implementation activities, the day-to-day follow-up, and the selected consultants will advise the NOU, the Lead and the Cooperating IAs if necessary corrective measures are required.

(d) Governments should, in a flexible and timely manner, provide the broadest possible international cooperation to combat money-laundering and support the recovery of assets that were the proceeds of crime through information exchange, the sharing of information on money-laundering typologies and the identification and location of assets and property.

With the phasing out of the Multifibre Agreement (MFA) quotas under the World Trade Organization (WTO) Agreement on Textiles and Clothing, and given the rise in food and oil prices and the global financial crisis, the Asian and Pacific countries with special needs, including the least developed countries, landlocked developing countries and small island developing States, are continuing to face tremendous challenges in maintaining their economic growth and further implementing poverty reduction programmes.

This situation will be aggravated by the number of ships going out of service in the next few years following the global phase-outof single-hull oil tankers; the large estimated backlog of old vessels still operating because of high freight rates; and the general boom in shipbuilding over the last few years.

The amount of $21,700 would cover the requirements for replacing existing servers, as required by the vendor agreement, and of providing support for the Operations Processing Integrated Control System and SWIFT.
