A host of concrete proposals were suggested to the coordinators of the Dialogue, such as: dialogue and networking among universities; dialogue among young scientists, involving UNESCO chairholders in dialogue activities; dialogue among student journalists and seasoned media practitioners from both regions; the holding of youth forums; reactivation of the Committee for the Translation of Literary Works and increase in the translation of Arabic works into European languages; a comparative study of school textbooks; dialogue involving professionals from cultural industries; the organization of an interregional conference on the image of Arab-Islamic culture in European history books.

One delegation noted that the secretariat had provided a good platform for discussing general trends, approaches towards regional integration, and best practices in trade and investment which could help towards the establishment of a free trade agreement covering Eurasia, such as the Eurasian Economic Commission.

In response, it was stated that the concern about equal treatment of right holders was not valid, since: (a) the rule under discussion addressed the issue of the law applicable to security rights and not the substantive rights of right holders; (b) European Union Member States already followed that approach and there was no issue of them being in violation of the IPR Enforcement Directive; (c) such an approach would be justified on the basis of expectations of the parties to security agreements (not intellectual property right holders) associated with existing intellectual property registries; and (d) the Guide already followed that approach with respect to tangible assets (see recommendations 203 and 205).

The representative of Turkey underlined the following points: (a) the organization, Centre Europe-tiers monde had been failing to adhere to the basic principles of the Charter of the United Nations and the basic requirements set out in Council resolution 1996/31 by disrespecting the territorial integrity and political unity of Turkey; (b) the organization had been undertaking unsubstantiated and politically motivated allegations against Turkey; (c) the organization had been inciting and condoning acts of terrorism against States Members of the United Nations, which is prohibited under international law; (d) the organization had become a propaganda vehicle of the terrorist organization PKK/Kongra-Gel; and (e) the organization had not taken into consideration earlier statements of Turkey regarding the need to uphold its obligations and responsibilities under the Charter and Council resolution 1996/31.

The membership of the Advisory Commission is currently as follows: Australia, Belgium, Canada, Denmark, Egypt, Finland, France, Germany, Ireland, Italy, Japan, Jordan, Lebanon, Netherlands, Norway, Saudi Arabia, Spain, Sweden, Switzerland, Syrian Arab Republic, Turkey, United Kingdom and United States; to invite Palestine to attend and fully participate in its meetings as an observer; to invite the European Community to attend its meetings; and to invite the League of Arab States to attend its meetings as an observer.

During the high-level segment statements were made by heads of delegation of the following parties, listed in the order in which they spoke: Madagascar, China, United States of America, the European Union and its member States, Zambia, Bolivia, Japan, Ukraine, Indonesia, Holy See, Burundi, Fiji, Cambodia, Zimbabwe, Nigeria, Brazil, Jordan, Venezuela (Bolivarian Republic of), Iran (Islamic Republic of), Kenya, Uganda, Maldives, Nepal, Sudan, Kiribati, Yemen, Guinea, Philippines, Mozambique, Croatia, Dominican Republic, Malawi, United Republic of Tanzania, Serbia, Timor-Leste, Canada, Bangladesh, Democratic Republic of the Congo, Pakistan, Iraq, Nicaragua, Malaysia, Mongolia, Palau, Panama, Côte d’Ivoire, Chile and India.

The statements were made by the representatives of Yemen (on behalf of the Group of 77 and China), Nepal (on behalf of the Group of Least Developed Countries), Hungary (on behalf of the European Union), Australia (on behalf of Canada, Australia and New Zealand), Afghanistan, Bangladesh, Belgium, Benin, Brazil, Burkina Faso, China, Cuba, the Democratic Republic of the Congo, the Dominican Republic, Egypt, Eritrea, Ethiopia, Finland, France, Haiti, India, Indonesia, Japan, the Lao People’s Democratic Republic, Lesotho, Madagascar, Maldives, Mali, Malawi, Mauritania, Norway, Pakistan, Qatar, the Republic of Korea, Sierra Leone, Slovenia, South Africa, the Sudan, Thailand, Uganda, the United Republic of Tanzania, the United States of America and Zambia.

The following speakers made statements: Mr. Petko Draganov, Deputy Secretary-General of UNCTAD; the representative of Cuba, speaking on behalf of the Group of 77 and China; the representative of Nepal, speaking on behalf of the Least Developed Countries (LDCs); the representative of Bangladesh, speaking on behalf of the Asian Group; the representative of Egypt, speaking on behalf of the African Group; the representative of Belgium, speaking on behalf of the European Union; the representative of the Dominican Republic, speaking on behalf of the Group of Latin American and Caribbean Countries (GRULAC); the representative of the United States of America; the representative of China; the representative of Turkey; the representative of Lesotho; the representative of France; the representative of Ethiopia; the representative of Thailand; the representative of the Bolivarian Republic of Venezuela; the representative of Yemen; and the representative of Angola.

The Commission also noted the reservations of the European Community and Norway on MRLs for carbaryl (008) in citrus fruit; fusilazole (165) in edible offal, apples and pear; dimethoate (027) in peppers and lettuce; malathion (049) in wheat; methomyl (094) in grapes and tomato; cypermethrins (118) in cauliflower, scarole, apples and peaches; and cyhalothrin (146) in apricots, broccoli, cauliflower, cabbage head, milk, nectarines, peaches, tomatoes, peppers sweet, and corn for reasons presented in CAC/32 LIM/16.

Other entities represented included: Asian Disaster Preparedness Center; Asian Disaster Reduction and Response Network; Asian Institute of Technology; Asian Reinsurance Corporation; Directorate-General for Humanitarian Aid and Civil Protection (European Commission); International Federation of Red Cross and Red Crescent Societies; International Committee on the International Global Monitoring Aerospace System Project Implementation; International Organization for Standardization; Japan Aerospace Exploration Agency; Pacific Islands Telecommunications Association (PITA) and Remote Sensing Technology Centre of Japan.

In order to support and encourage Member States to develop national youth policies, UNESCO participated in a few important meetings and working groups concerning youthrelated policies, namely: the Council of Europe Research Seminar “Re-situating Culture: Reflections on Diversity, Racism, Gender and Identity in the context of Youth” (Budapest, Hungary, 10-15 June, 2003); all three meetings of the Council of Europe task force on Youth Policy Indicators (Strasbourg, France, 13-14 December 2002; Budapest, Hungary, 1-3 July 2002 and Strasbourg, France, 26-27 March 2003); the International Congress on Youth Policies (Bilbao, Spain, 19-21 March 2003); the European Conference of Ministers “Youth constructing Europe” (Thessaloniki, Greece, 7-9 November 2002); the IX Ibero-American Conference of Youth Ministers (Salamanca, Spain, 21-22 October 2002); the United Nations Meeting on Global Policies for Youth (Helsinki, Finland, 6-11 October 2002).

It is important to notice that without a CE sign, the product cannot be used across the EU countries nor imported from outside the EU.

The European Union believed that a more determined effort must be made to fight poverty and HIV/AIDS, which were synonymous with denial of rights; the economic, social and cultural rights must be more vigorously promoted through legislation; torture and other cruel, inhuman or degrading treatment or punishment had to be firmly condemned; and all human rights defenders, whom it hailed for working in the face of considerable risk, should be strongly supported.

Having successfully launched in four cities using its breakthrough hologram User Experince platform and created global JET TV commercial film and website, d’strict plans to open a New York Office in early 2010, and conduct other interactive campaigns with global brands in Europe, Asia and North America.

The Council decision was later amended by Council decision 2011/178/CFSP by adding a ban on flights in the airspace of Libya, a ban on flights of Libyan aircraft in the airspace of the European Union and a requirement that nationals of European Union member States, persons subject to their jurisdiction and firms incorporated in their territories or subject to their jurisdiction should exercise vigilance when doing business with Libyan entities.

The Executive Board will also have before it for discussion 20 draft country programme documents for Ethiopia, Gabon, Ghana, Mauritania, Sao Tome and Principe, Senegal and Zimbabwe in the Africa region; Morocco, Syrian Arab Republic and Yemen in the Arab States region; Bangladesh, Lao People’s Democratic Republic, Mongolia and the Philippines in the Asia and the Pacific region; Albania (draft common country programme document), Kyrgyzstan and Ukraine in the Eastern Europe and Central Asia regions; and El Salvador, Englishand Dutch-speaking Caribbean countries, and Honduras in the Latin America and Caribbean region.

In addition, it was noted that the ISU was sensitive to the fact that while this is an opportunity for the ISU to take on additional activity, it must not be a drain on existing ISU priorities and that any additional human resource need would need to be funded by the EU.

In the context of international efforts for counter-piracy and the participation of military personnel in the operations referred to in article 4, para. 13 of this decree, and also in conjunction with the European Union Joint Action 2008/851/PESC of the Council, of 10 November 2008, and awaiting the approval of the guidelines of the Maritime Safety Committee of the United Nations within the International Maritime Organization (IMO), it is authorized — whereas the detachments referred to in para. 1, are not established — and in any case within the limits established in paras. 5, 5-bis, 5-ter, the employment of “sworn guards”, authorized under articles 133 and 134 of the Unified law text on Public Security, approved with Royal Decree 18 of June 1931, No. 773, on board merchant ships flagged in Italy transiting in international waters referred to in para. 1, for the protection of the said ships.

Also at the same meeting, the representative of France, on behalf of States Members of the European Union that are members of the Council, made general comments in relation to the draft resolution.

In addition, generally applicable legal and other binding regulations of European and national law and the regulations for accident prevention and environmental protection in force in the country of use must be complied with.

Within the framework of the project, a survey is carried out to find out the awareness of employers about gender equality, attitudes to the issue and implementation of gender equality legislation in the private sector; to receive an overview of the guidelines, methods and measures used in the private sector of the EU member states to implement the principle of equal treatment of women and men and to promote gender equality; to draw up guidelines for the private sector workers in Estonia, inter alia for drafting the basic principles of wage calculation and criteria of work evaluation to eliminate the wage gap between women and men; to increase the private sector awareness of the relevant legislation and to improve their knowledge and skills in using the means and methods for promoting gender equality, and to create a network of private sector employers and interest groups to mediate information, experience and best practices on promoting gender equality.

The Delegation of the European Community, while not opposing the adoption of the Standard, expressed its strong reservation on the use of some additives, particularly acidity regulators, colours, preservatives and thickeners, as there was no technological justification for their use in the products covered by the Standard and these products were consumed in large amounts by certain population groups, especially children.

The Subcommittee was informed by the observer for EUTELSAT-IGO about the outcome of the 2012 World Radiocommunication Conference, the work of the Broadband Commission for Digital Development, established by the Secretary-General of the International Telecommunication Union (ITU) and the Director-General of the United Nations Educational, Scientific and Cultural Organization in 2010 with the aim of accelerating the achievement of the Millennium Development Goals in that field, and the agreement of the thirty-seventh meeting of the EUTELSAT Assembly of Parties in 2011 to provide regular reports to the parties on repeated deliberate interference on several radio and television channels broadcast via EUTELSAT satellites, stressing that since the previous such report there had been a large increase in such interference.

The guarantee and assurance of respect and promotion of human rights is reflected at national level in various plans and strategies, as for instance: The Programme of Activity of the Government for the years 2005–2009 “Modernisation of the country – welfare of the nation”, European Neighbourhood Action Plan Republic of Moldova — EU, Republic of Moldova — NATO Individual Partnership Action Plan (IPAP), National Human Rights Action Plan, Preliminary Country Programme of the Republic of Moldova within the USA Programme “Millennium Challenges” etc.

At the 43rd meeting, on 26 March 2009, the representative of Czech Republic (on behalf of the European Union and Japan) introduced draft resolution A/HRC/10/L.27, sponsored by Czech Republic and Japan and co-sponsored by Australia, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Canada, Croatia, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Montenegro, Netherlands, New Zealand, Norway, Poland, Portugal, Republic of Korea, Republic of Moldova, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, United Kingdom of Great Britain and Northern Ireland and United States of America.

As an outcome of the conference, participants agreed to establish an International Contact Group on Libya, which would, first, provide leadership and overall political direction to the international effort, in close coordination with the United Nations, the African Union, the League of Arab States, the OIC and the European Union to support Libya; secondly, provide a forum for coordinating the international response on Libya; and thirdly, provide a focal point in the international community for contact with the Libyan parties.

The mission of the Organization for Security and Cooperation in Europe (OSCE) to Bosnia and Herzegovina and the United Nations Development Programme welcomed the decision in the light of the recent weapons exports by Bosnia and Herzegovina to Armenia and Azerbaijan in breach of the Bosnia and Herzegovina commitments to the OSCE Principles Governing Conventional Arms Transfers, and in conflict with the European Union Council Common Position 2008/944/CFSP.

This Program will cooperate with other Programs, including Program 1 (Patent Law), Program 3 (Copyright and Related Rights), Program 4 (Traditional Knowledge, Traditional Cultural Expressions and Genetic Resources), Program 5 (The PCT System), Program 6 (Madrid, Hague and Lisbon Systems), Program 9 (Africa, Arab, Asia and the Pacific, Latin America and the Caribbean Countries, Least Developed Countries), Program 10 (Cooperation with Certain Countries in Europe and Asia), Program 11 (The WIPO Academy), Program 19 (Communications), Program 20 (External Offices and Relations), Program 27 (Conference and Language Services) and Program 30 (SMEs and Innovation).
