It is proposed that the Information Systems Officer (P-4) position be continued to provide systems support for the Peacekeeping Financing Division for all budget, troop cost and fund monitoring-related systems serving the Division, and to provide guidance for the development of strategies and a vision for integrating the peacekeeping budget submission requirements and the auxiliary systems supporting the Division into Umoja, which includes the articulation of the particular business requirements related to peacekeeping and coordination with the Umoja team.

The updated Model Strategies and Practical Measures recognize that some special groups of women are particularly vulnerable to violence, either because of their nationality, ethnicity, religion or language, or because they belong to an indigenous group, are migrants, are stateless, are refugees, live in underdeveloped, rural or remote communities, are homeless, are in institutions or in detention, have disabilities, are elderly, are widowed or live in conflict, post-conflict or disaster situations, and as such they require special attention, intervention and protection in the development of crime prevention and criminal justice responses to violence against women.

Some delegates expressed their wish that the priority given to Africa and gender equality will not result in loss for other specific groups, namely the LDCs, the SIDS and youth.

China understood the special difficulties faced by the country due to protracted wars and poverty and believed that, with the support of the international community, the State would improve its human rights and humanitarian situation.

Several delegations expressed the wish for a reference to the fact that children’s special and dependent status may constitute an obstacle to the pursuit of domestic remedies, recognizing the fact that it would not always be the case.

So, stocking union elbows and union tees in various sizes and materials—along with commonly used Swagelok adapters—eliminates the need for stocking special elbows and tees.

UNESCO’s role in the United Nations Communication Group is also noteworthy, as the special role of UNESCO in the Communication and Information sector has been recognized and funds have been given to UNESCO for specific activities in recognition of its competence in the field of communication for development.

It focuses on the conclusions and recommendations of the expert group meeting which, among other things, called upon: the United Nations system, Member States and indigenous peoples’ organizations to recognize the rights and special needs of indigenous women and girls; Member States to adopt measures, in conjunction with indigenous peoples, to ensure that indigenous women and girls enjoy the full protection and guarantees against all forms of violence and discrimination; the United Nations system to support efforts and initiatives that provide support and protection to indigenous women and girls; and indigenous communities to consider seriously the problem of violence against indigenous women and girls in their communities through ways that include the recognition and dismantling of existing patriarchal social relations, the elimination of discriminatory policies and a continuous commitment to indigenous women’s rights in all indigenous institutions and at all levels.

This is particularly in light of paragraph 2 of decision XX/15 through which the Parties to the Montreal Protocol requested the Executive Committee when considering ODS phase-out projects for Iraq to take into account the special situation of this new Party, which may face difficulties in the phase-out of Annexes A and B substances, and to be flexible in considering the project proposals, without prejudice to the possible review of the non-compliance situation of Iraq by the Parties.

Furthermore, experts highlighted the particular challenges facing small island developing States and the need to ensure that countries with high forest cover with low rates of deforestation benefited from schemes to reduce emissions from deforestation and forest degradation.

It also determines who is entitled to health protection and care and instructs public administrations to orientate the health measures they take so as to include active measures to prevent discrimination against any population group which for cultural, linguistic, religious or social reasons has particular difficulty in obtaining effective access to the health benefits provided by the system.

For instance, whilst low cost or open source software may a priori offer cost and other advantages over proprietary software, many factors besides software license fees affect the total cost of an IT system such as customising the system to the user’s specific needs, as well as servicing, and maintaining the system.

My Government also understands and shares the concern about the issue of humanitarian access and agrees with the proposal that the alternatives stated in the Secretary-General’s report aimed at reaching people in need of humanitarian assistance — such as the temporary cessation of hostilities, humanitarian pauses, humanitarian corridors, de-confliction arrangements and days of tranquillity — must be tailored to suit the particular circumstances of each conflict.

(a) Immediately fulfil its obligations under the Convention to prevent and protect all individuals under its jurisdiction from torture and other cruel, inhuman and degrading treatment or punishment; the Committee recalls, in this regard, that no exceptional circumstances whatsoever, whether a state of war or a threat of war, internal political instability or any other public emergency, may be invoked as a justification of torture

Several delegations noted that strengthening the participation of least developed countries in global economic governance is essential to achieving greater attention to the special needs of the least developed countries.

This occurs if the organization is considered to be a component of the international community to which the obligation is owed or if the obligation breached is owed to the organization because of special circumstances, for instance because force is used in relation to a territory that the organization administers.

These reservations occur in different clauses of the Constitution and relate to specific situations regarding the protection of the rights and freedoms of others, but also regarding the honour of the person, public order, national security, the public peace, protection against the threat of danger and prevention of criminal offences.

The allowance for the risk of non-collection of trade receivables takes into account credit-risk concentration, collective debt risk based on average historical losses and specific circumstances such as serious adverse economic conditions in a certain country or region.

Under the Working and Rest Time Act, the following categories of workers have reduced working time: employees who perform underground work, work that poses a health hazard or work of a special nature — up to seven hours per day or thirty-five hours per week; teachers and educators working in schools and other child care institutions, and other persons working in the area of education, and psychologists and speech therapists working on the basis of employment contracts entered into with a provider of health care services — up to seven hours per day or thirty-five hours per week.

Special and differential treatment must remain an integral part of the multilateral trading system in order to enable developing countries, in particular the most economically vulnerable, to fulfil their commitments and facilitate their integration in world trade.

One delegation called for special attention to countries with special needs, in particular the developing island States in the Pacific, and highlighted the need for various forms of assistance to address the vulnerabilities.

The Conference acknowledged the specific challenges and needs of member countries in the Pacific and other small island nations, particularly with respect to high vulnerability to climate change impacts, and urged FAO and other development partners to give due consideration and adequate resources to address these needs.

The special characteristics of terrorist crimes, on the one hand, and of other international crimes, on the other, lead to differences in the types of evidence likely to be used in their prosecution and in the specific challenges associated with the gathering of such evidence.

Turkish Atomic Energy Authority (TAEA) Act No. 2690, the TAEA Regulations on Accounting for and Control of Nuclear Materials and on the Regulation of Measures for the Physical Protection of Special Nuclear Materials, as well as other decrees and regulations related to this Act, address operative paragraphs 3 (a) and (b) of resolution 1540 (2004).

At the same meeting, the representative of Chile, on behalf of Bolivia, Chile, Cuba, Ecuador and the Bolivarian Republic of Venezuela, introduced draft resolution A/AC.109/2009/L.8, which reiterated that the way to put an end to the special and particular colonial situation in the question of the Falkland Islands (Malvinas) was the peaceful and negotiated settlement of the dispute over sovereignty between the Governments of Argentina and the United Kingdom.

The international trade and finance architecture should be supportive of and responsive to the special needs and priorities of least developed countries, together with enhanced coordination and coherence among the different policy areas of the international development architecture, including ODA, trade, foreign direct investment, debt and finance, taking also into account new and emerging challenges.
