By the same resolution, the Council decided that the mandate of the Force, in addition to carrying out its mandate under resolutions 425 (1978) and 426 (1978), would include, inter alia, monitoring the cessation of hostilities, accompanying and supporting the deployment of the Lebanese Armed Forces throughout southern Lebanon in parallel with the withdrawal of the Israeli Defense Forces, ensuring respect for the Blue Line and assisting the Lebanese Armed Forces in ensuring that the area between the Blue Line and the Litani River is free of any unauthorized armed personnel, assets and weapons, taking all necessary action within its capabilities to ensure that its area of operations is not utilized for hostile activities, and assisting the Government of Lebanon, at its request, in securing its borders and other entry points in order to prevent the entry into Lebanon without its consent of arms or related materiel.

The Committee notes that, in accordance with paragraph 21 of Council resolution 1904 (2009), after the appointment of the Ombudsman, the focal point mechanism (P-4) established in resolution 1730 (2006) shall no longer receive requests from individuals or entities seeking to be removed from the Consolidated List, but shall continue to receive requests from individuals and entities seeking to be removed from other sanctions lists.

Turning to the Secretary-General’s note on the financing arrangements for the United Nations Stabilization Mission in Haiti (MINUSTAH) for the period from 1 July 2009 to 30 June 2010 (A/64/728), he said that, in the light of the devastating earthquake on 12 January 2010 in Haiti, the Security Council, in its resolution 1908 (2010), had endorsed the increase in the overall force levels of MINUSTAH to support the immediate recovery, reconstruction and stability efforts, and had decided that MINUSTAH would consist of a military component of up to 8,940 troops of all ranks and a police component of up to 3,711 police.

As the Council’s meeting addresses the issue of nuclear-weapon-free zones, NAM reaffirms the need for the speedy establishment of a nuclear-weapon-free zone in the Middle East in accordance with Security Council resolution 487 (1981) and paragraph 14 of Council resolution 687 (1991) and the relevant General Assembly resolutions adopted by consensus; and, pending its establishment, NAM demands that Israel, the only country in the region that has not joined the Treaty on the Non-Proliferation of Nuclear Weapons or declared its intention to [...] [...]

It also considered the issue from a more general point of view in resolution 1373 (2001) on threats to international peace and security caused by terrorist acts (the Council “[noted] with concern the close connection between international terrorism and transnational organized crime, illicit drugs, money-laundering, illegal arms-trafficking, and illegal movement of nuclear, chemical, biological and other potentially deadly materials”) and in the presidential statement (S/PRST/2009/32) on peace and security in Africa (“the Security Council notes with concern [...] [...]

Finally, Uganda will continue to support all the parties in the Middle East in their efforts to achieve comprehensive peace based on the vision of a region where two democratic States, Israel and Palestine, live side by side in peace within secure and recognized borders, as envisaged in Security Council resolution 1860 (2009) and other relevant Council resolutions.

The UNESCO Beijing Office carried out several activities under this main line of action including a conference on Ecotourism Management of China’s Nature Reserves organized by the Chinese National Committee for MAB in October 2002 at the Juizhaigou and Huanglong Biosphere Reserve, Sichuan Province, China; a series of seminars in Xilingol Biosphere Reserve, targeted at the local community including the biosphere reserve manager and in Beijing for donor agencies and governmental and academic institutions; a feasibility survey on the establishment of nature reserves promoting the rehabilitation and the sustainable management of degraded grassland landscapes in Xilingol region (July-December 2002), conducted by the Chinese National Committee for MAB; the second Steering Committee and Project Coordinators’ Meeting of the Ecological Research for Sustaining the Environment in China (ERSEC) project (FIT Germany).

In this context, Austria also commends the efforts of the Security Council Informal Working Group on Documentation and Other Procedural Questions to strengthen the transparency of the Council’s working methods by reviewing and updating the relevant presidential note (S/2006/507), thereby enhancing the rule of law in the everyday work of the Council.

The Security Council is also strongly concerned by the increasing violence perpetrated by armed groups in the region, which has been exacerbated by the proliferation of weapons, from within and outside the region, that threaten peace, security and stability of [...] [...]

The Commission needed to follow up on the report on peacebuilding in the immediate aftermath of conflict (A/63/881-S/2009/304) and on Security Council resolution 1889 (2009) on women and peace and security, and to establish closer cooperation with the African Union and the International Dialogue on Peacebuilding and Statebuilding.

As stated in the report of the Secretary-General on improving the performance of the Department for General Assembly and Conference Management (A/57/289, para. 15), in order to administer the programme of meetings to comply strictly with the calendar of conferences and meetings approved by the General Assembly, with the exception of plenary meetings of the Assembly, the Security Council and the high-level segment of the substantive session of the Economic and Social Council, ad hoc meeting extensions beyond normal working hours will not be accommodated by conference services.

In implementation of paragraphs 9 and 10 of Security Council resolution 1970 (2011), the State organs of Belarus empowered to issue permits for the export and import of arms and military materiel have taken the necessary measures to prohibit the direct or indirect sale or transfer to the Libyan Arab Jamahiriya of arms and related materiel, technical assistance, training, and financial or other assistance related to military activities or the provision, maintenance or use of any arms and related materiel, including the provision of armed mercenary personnel, and the procurement of such items from the Libyan Arab Jamahiriya by Belarusian entities or individuals.

The State party could not allow further infiltration of religious extremism from Central Asia to other countries and made a conscious decision not to respect the Committee‟s request for interim measures in order to protect its citizens and those of other countries.

In its decision 1997/232, the Economic and Social Council decided that the Commission on Crime Prevention and Criminal Justice, in addition to plenary meetings, should be provided with full interpretation services for a total of 12 meetings for informal consultations on draft proposals and for meetings of openended working groups, with the precise allocation of time for the different types of meetings to be determined by the Commission under the agenda item entitled “Adoption of the agenda and organization of work”, on the understanding that no more than two meetings would be held concurrently, in order to ensure maximum participation of delegations.

(d) Proposed that the Council should encourage the General Assembly to adopt, as a matter of urgency, appropriate permanent measures to ensure that indigenous peoples’ governance bodies and institutions, including traditional indigenous Governments, indigenous parliaments, assemblies and councils, were able to participate at the United Nations as observers with, at a minimum, the same participatory rights as nongovernmental organizations in consultative status with the Economic and Social Council.

At its 37th plenary meeting, on 27 July 2009, the Economic and Social Council took note of the decision of the Committee on Non-Governmental Organizations to submit, at its resumed session, a list of non-governmental organizations that had failed to submit their quadrennial reports for two or more consecutive periods, for suspension of their consultative status, after having confirmed that the Secretariat had sent final reminders to those organizations with outstanding reports and had requested each to submit a report covering the preceding four-year period by 1 May 2009, and that the permanent missions of the Member States in which the headquarters of the non-governmental organizations concerned are based had been notified of the final reminders, which clearly indicated the consequent recommendations the Committee would make to the Council should those non-governmental organizations fail to meet the deadline.

The General Committee may wish to recommend that the Assembly, when considering item 9 in its entirety in plenary meeting, take note of the clarification that, in implementing resolution 58/316, the relevant parts of chapter I of the report of the Economic and Social Council will be considered by the Main Committees concerned, under agenda items already allocated to them, for final action by the Assembly.

In its decision 2008/217, the Council decided, on an exceptional basis, to extend to non-governmental organizations and civil society entities that were not in consultative status with the Council but that had received accreditation to the World Summit on the Information Society an invitation to participate in the work of the Commission on Science and Technology [...] [...]

In its resolution E/2009/17 on the review of United Nations support for small island developing States, the Economic and Social Council invited the Committee for Development Policy to consider the findings contained in the report of the Secretary-General on the follow-up to and implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States (A/64/278), and to submit its independent views and perspectives on United Nations support for small island developing States to the Council.

Pursuant to paragraph 3 of Economic and Social Council resolution 1894 (LVII), the Committee will have before it the draft provisional agenda for its fiftieth session, with an indication of the documents to be submitted under each agenda item and the legislative authority for their preparation, in order to enable the Committee to consider those documents, their contribution to its work, their urgency and their relevance in the light of the current situation.

General Assembly of the United Nations, through the Economic and Social Council, an annual report on its activities, including a summary of its activities under the Protocol as prescribed in article 6 thereof.

Consideration of each annual review in the General Assembly and the Economic and Social Council should include, inter alia, (a) follow-up, monitoring and assessment of progress in the implementation of the Programme of Action at the national, subregional, regional and global levels through reporting by Governments, as well as by the secretariats and intergovernmental bodies of the United Nations system and of other relevant subregional, regional and international organizations and institutions; (b) fostering international cooperation in support of the Programme of Action, including coordination among donors and among organizations referred to above; and (c) elaborating new policies and measures in the light of changing domestic and external circumstances facing least developed countries.

[...] [...] and Social Council relevant to the integrated and coordinated implementation of and follow-up to the outcomes of the major United Nations conferences and summits, including through the participation in its discussions of the President of the Council.

The consolidated report of the Secretary-General on the pattern of conferences will include information requested by the General Assembly in its resolutions 65/245 and 64/230 on the pattern of conferences and, under section 2, General Assembly and Economic and Social Council affairs and conference management, in its resolution 64/243 on questions relating to the proposed programme budget for the biennium 2010-2011, as well as information requested by oversight bodies.
