Stalking may include the following acts: spying, ambush, or any other activity tracking the actions of an individual or infringing upon an individual’s privacy; inflicting actual harm or even the threat of it; establishing verbal, written or any other form of contact with the individual; damaging an individual’s property, tarnishing an individual’s reputation or limiting an individual’s freedom of movement.

The Security Council should not follow the precedent in which its forum was stained by the United States with its lies about Iraq.

To this end, the Subcommittee notes that Hon James TO will consider moving a motion to amend section 22(1)(a) of the Mass Transit Railway (North-west Railway) Bylaw to be made by MTRCL to the effect that no person shall at any time while upon the railway premises "behaves in a noisy or disorderly manner, or use threatening, abusive orinsulting words, with intent to cause a breach of the peace in railway premises, or whereby a breach of the peace in railway premises are likely to be caused;".

Equally relevant are the Convention on the Elimination of All Forms of Discrimination against Women, article 12, concerning the obligation of States to eliminate discrimination against women in health care; the Convention on the Rights of Persons with Disabilities, article 25 (b), which requires that health services be “designed to minimize and prevent further disabilities, including among children and older persons”; and the International Covenant on Civil and Political Rights, article 7, which prohibits torture or cruel, inhuman or degrading treatment or punishment and includes the prohibition of medical or scientific experimentation without free consent.

Under the guiding principle of "equality", there is no reason whatsoever that the CCP should have the privilege to establish within the territory an "independent kingdom" not subject to the laws of Hong Kong, lest the reputation of Hong Kong as a place which observes the rule of law be blemished.

This situation, while in no way tarnishing the merits and praiseworthy work of the PBC, informs us at least on one important point.

The only fear I have for the future is the possibility that no ethical standards will remain untainted.

These include proposals for the establishment of (a) 13 Safety and Security posts under section 35, comprised of 5 General Service (Other level) posts in Geneva to implement a necessary canine unit and lead crisis management training, and 8 General Service (Local level) posts in Addis Ababa to support the security control centres, (b) 4 General Service (Other level) posts under section 24 to provide administrative and clerical support to the Human Rights Council and the treaty bodies, including the Committee on Enforced Disappearances and the Subcommittee on Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment, (c) 2 General Service (Other level) posts to support the International Court of Justice and (d) 2 General Service (Local level) posts in UNTSO to provide transportation services across international borders.

Today, as we strive for democracy, we must remind ourselves not to stoop to the level of our detractors even in speech, lest we soil the name of democracy.

The National Child Policy had been revised to incorporate issues of sexual and labour exploitation, and the Penal Code had been amended to cover offences relating to child pornography, cultural practices harmful to children, strengthening of the penalty against defilement (defined as sex with a person under age 16) and stiffer penalties for child trafficking and child prostitution.
