The core objective is to develop the capacities of UNESCO Member States to formulate education policies, prepare plans, and design and implement education programmes that will effectively contribute to the realization of national development goals, including the Millennium Development Goals (MDGs) and Education for All (EFA) targets.

Aquaculture has been heavily promoted in several countries with fiscal and monetary incentives and this has improved accessibility to food for many households and increased aquaculture’s contribution towards the Millennium Development Goals (MDGs).

At that session, the Commission agreed that: (i) any future review should be based on the previous deliberations on the subject in the Commission, the observations by France and the United States (A/CN.9/635 and A/CN.9/639, respectively), and the note by the Secretariat (A/CN.9/638 and addenda), which was considered as providing a particularly important historical overview of the establishment and evolution of UNCITRAL rules of procedure and methods of work; (ii) the Secretariat should be entrusted with the preparation of a working document describing current practices of the Commission with the application of rules of procedure and methods of work, in particular as regards decision-making and participation of non-State entities in the work of UNCITRAL, distilling the relevant information from its previous note (A/CN.9/638 and addenda); this working document would serve for future deliberations on the subject in the Commission in formal and informal settings.

The challenge for Program 20 is to ensure that this contribution responds effectively to the needs of UN and other intergovernmental processes and partners; that it reflects a clear understanding of the global public policy issues discussed in other fora; that it is well-targeted; that it takes account of the perspectives of all stakeholders engaged in these processes; that it responds to the needs of developing countries and LDCs and reflects the principles and recommendations of the WIPO Development Agenda.

While this is a strong step, more practical action is needed to redress this discrimination, such as the enforcement of current laws and the creation of a commission mandated to address concerns related to the lower castes.

This issue is raised by both the increase in the number of patent applications which is imposing heavy demands on the resources of many patent offices, and the recognition that there is considerable duplication of effort in the system, particularly with regard to the need to submit multiple applications for a single invention in different jurisdictions.

A simplified incorporation procedure has been put in place, called “On the Spot Association”, by which an association can be incorporated in a single act at a Register, without admissibility certificates and with the adoption of pre-approved articles of association.

In the course of consultations with key constituencies (Member States, United Nations and academia) around the desirability of preparing a draft universal declaration of ethical principles in relation to climate change, it became clear that significant work is needed on the upstream clarification of basic ethical principles, including but not limited to climate change issues, along with downstream development of practical policy tools.

The inordinate length of translation times, especially in cases of selfrepresented appellants, calls for greater explanation than suitable for a report of this size, but it can be said that efforts are under way to more effectively liaise with the supervisors in the Conference and Language Services Section on a continual basis in order to assess progress and determine the need for requesting prioritization [...] [...]
