Emphasis should be placed on enhancing the capabilities of countries of the region to secure sustainable and safe drinking water supplies, urban water development and management strategies as well as issues related to urban and peri-urban drainage and sanitation, the rehabilitation of degraded water ecosystems, research on disappearing water resources, aspects of conflict prevention and resolution in relation to water issues, the creation of subregional water observatories, research in the sustainability of certain ecosystems and in particular of mangrove systems, as well as drawingon local knowledge for the protectionof the environment.

The Executive Committee may wish to take note of the verification and progress reports on the implementation of the national CFC phase-out plan (NPP) for Argentina, and approve the annual implementation programme for 2008-2009 with a proviso requesting the Government of Argentina and UNIDO to ensure that future verification will include the country’s monitoring of its activities under the Agreement through the monitoring institutions defined in Appendix 5-A of the Agreement.

The delegation also noted that the Special Rapporteur had identified a number of areas of concern, including the need to develop binding national guidelines to address land reform; making the legislative process more transparent by sharing draft legislation with an impact on human rights issues with the wider community; and creating a Government and civil society forum to foster an environmentof cooperation to strengthen democracy and human rights in the country.

The Chairman responded that there was no particular type of food which contained very high chloropropanol level found in this study, hence the key message to the public will be focused on promoting a balanced diet so as to avoid excessive exposure to certain contaminants from a small range of food items.

Several delegations commended the secretariat for documenting and sharing good practices and country experiences in eco-city development, promotion of public transportation, green buildings, 3R (reduce, reuse, recycle) strategies, sustainable urban planning, solid waste management, water supply, sewerage, participatory approaches to urban management, promotion of public-private partnerships and municipal finance.

In order to achieve sound chemical management, Governments needed to commit themselves to the following actions: (a) integrate chemical management into national development priorities; (b) develop strong national institutional and programmatic frameworks; (c) promote the ratification and implementation of the relevant international conventions; (d) encourage the implementation of internationally recognized standards, tools and approaches relating tothe environment, health and protection from chemicals, revise legislation and enforce existing regulations; and (e) promote the participation of the private sector and non-profit civil society in chemical management.

The document prescribes measures and activities which shall help mainstream the social model and approach based on human rights into the policies affecting the status of persons with disabilities: mainstreaming issues relating to the status of persons with disabilities into general development plans; developing efficient legal protection; availability of social, health and other services based on the rights and needs of beneficiaries; developing policies and implementing programmes providing equal opportunities for persons with disabilities and encouraging independence, personal development and active living in all areas; providing access for persons with disabilities to the constructed environment, accessible transportation, information, communications and public services, and providing adequate living and social safety standards.

However, other actions could also be taken to strengthen the phase-out achieved, such as the adoption of environment-friendly production practices, new incentives to reduce the price of imported alternatives and the correct identification of the specific pests or diseases affecting crops.
