As a result, goods carried by road often have to be trans-shipped at border areas or loading points along a designated route.

Its evidentiary standards uphold those recommended by the Informal Working Group of the Security Council on General Issues of Sanctions in its report of 2006 (see S/2006/997, annex).

Saudi Arabia encouraged Bhutan to continue along this path.

These include: a deep-sea port being constructed on the Indian Ocean near the Rakhine State capital of Sittwe, and parallel road, high-speed rail, and oil and natural gas pipelines that will create an energy and trade corridor to China’s landlocked south west; the Kaladan multi-modal project that will create a transportation corridor between the Indian Ocean and India’s eastern seaboard and its landlocked north east; and the Dawei Development Project which, if completed according to plan, would include a large industrial estate and modern deep-sea port in the south, with road and rail links for transhipment of goods to Thailand and on to Vietnam, cutting several days off the sea route through the Straits of Malacca.

The forces of the United Nations Mission in Liberia will consolidate their locations and bases, shifting to a more mobile posture and working within the reduced strength of the military component of the Mission, in order to provide a security umbrella throughout the country, support the national security forces, conduct joint exercises with the new army, undertake inspections of inventories of weapons and ammunition obtained by the Government in accordance with the exemptions to the United Nations arms embargo for use by the national police, undertake cordon and search operations to retrieve illegal weapons, protect key United Nations and Government locations and installations and conduct regular air and ground patrols, in particular along the borders and in other high-risk areas.

The delegation informed the Commission that, upon request from the Panel, India would support training programmes on tropical cyclone and storm research and forecasting systems for coastal areas.

In certain circumstances, a coastal State may exercise criminal jurisdiction on board a foreign ship within its territorial sea, including when the consequences of the crime extend to the coastal State, or if the crime disturbs the peace of the country or the good order of its territorial sea.

(e) The Review Conference reaffirm the fundamental principle of compatibility contained in the United Nations Convention on the Law of the Sea and set out in article 7 of the Agreement, with specific reference to the high seas and the necessity of not applying measures in the high seas that might undermine the efficacy of the measures applied to straddling fish stocks and highly migratory fish stocks by the coastal State.

Most participants in the public engagement exercises accept the need for reclamation at the HKCEC and along the Wan Chai shoreline for shallow cut-andcover tunnel construction, but there is a clear preference for tunnel options that do not result in reclamation in the Causeway Bay Typhoon Shelter (although some parties have suggested limited reclamation in the corners of the typhoon shelter for waterfront enhancement).

It was reminded that field offices and National Commissions were at the frontline of the implementation of programmes, and in this respect, more resources needed to be allocated to the cluster and national offices.

The present report benefited from the contributions of intergovernmental organizations engaged in activities relating to ocean affairs and the law of the sea.2 Also relevant to the consideration of the topic of focus are two earlier reports of the Secretary-General which dealt with the needs of States with regard to the development and management of ocean resources (A/45/712) and measures undertaken in response to the needs of States in regard to development and management of ocean resources, and approaches for further action (A/46/722), as well as the study prepared by the Secretariat entitled “Available assistance to and measures that may be taken by developing States, in particular the least developed States and small island developing States, as well as coastal African States, to realize the benefits of sustainable and effective development of marine resources and uses of the oceans within the limits of national jurisdiction” (A/63/342).

Other priorities laid down by the Government with a view to finding a lasting solution to the crisis include the delivery of humanitarian assistance to the needy and the internally displaced; the formulation of a comprehensive national security strategy that would enable the Government to function more effectively in the midst of security threats unleashed by international terrorist groups; the consolidation of good governance, accountability, transparency and justice in the State institutions; the rebuilding of the infrastructure of the country that would ensure a sustainable economic recovery; the creation of alternative livelihood projects for the coastal communities and other areas to dissuade youth from piracy and other criminal activities, which we see as very important; and the strengthening of good relations, mutual understanding and cooperation among countries in the region.

November/December to April/May is the wetter, hotter half of the year, while the real Wet, particularly affecting northern coastal areas, is January to March.

The Security Council welcomes the report of the Secretary-General (S/2010/394), as requested by its resolution 1918 (2010), on possible options to further the aim of prosecuting and imprisoning persons responsible for acts of piracy and armed robbery at sea off the coast of Somalia, including, in particular, options for creating special domestic chambers possibly with international components, a regional tribunal or an international tribunal and corresponding imprisonment arrangements, taking into account the work of the Contact Group on Piracy off the Coast of Somalia (CGPCS), the existing practice in establishing international and mixed tribunals, and the time and resources necessary to achieve and sustain substantive results.

Even if a failure occurs in one of the paths to a port, preventing access along that path, a device is still accessible using the second port.

Examples were given of national, bilateral, regional and international programmes to further socio-economic and sustainable development, notably in the following areas: agriculture and fishery; monitoring climate change; disaster management; hydrology; managing ecosystems and natural resources; monitoring air and water quality; mapping biodiversity resources, coastal zones, land use, wasteland and wetlands; oceanography; rural development and urban planning; and safety.

Much still needs to be done to promote complementary systems that will enable the control and prevention of food safety hazards at the source along the supply chain and decrease the reliance on end-product sampling and testing.

Examples were given of national, bilateral, regional and international programmes to further socio-economic and sustainable development, notably in the following areas: agriculture and fishery; climate change monitoring; detecting illegal crops and opium poppy cultivation; early warning of and response to natural and man-made disasters; geology; humanitarian relief; hydrology; managing ecosystems and natural resources; mapping biodiversity resources, coastal zones, land use, wasteland and wetlands; monitoring air quality, desertification, droughts, food security, deforestation, the ionosphere and weather; oceanography; rural development and urban planning; and search and rescue efforts.

Extensive public awareness and capacity-building activities were implemented, including distribution of materials and tools and eight training courses on data acquisition, coastal modelling and inundation mapping.

The typology proposed by the Secretariat, with a view to providing a comparative overview of the content and evolution of the relevant provisions in conventional practice, divides the conventions including such provisions into four categories: (a) the 1929 International Convention for the Suppression of Counterfeiting Currency and other conventions following the same model; (b) the 1949 Geneva Conventions and the 1977 Additional Protocol I; (c) regional conventions on extradition; and (d) the Convention for the Suppression of Unlawful Seizure of Aircraft (1970 Hague Convention) and other conventions following the same model.

However, uncontrolled urbanization can be detrimental to human well-being and socio-economic development; such urbanization is a key contributor to environmental issues inside and outside the city, such as the unsustainable use of ecosystems supplying cities with resources and the contribution of cities to global issues, such as coastal/marine pollution (see figure XXVIII).

In this regulation, “baby pumper pads” means “a pad or pads of non-mesh material resting directly above the mattress in a crib, running the circumference of the crib or along any of the interior sides of the crib, and intended to be used until the age that an infant pulls to stand” and does not include vertical bumpers that wrap tightly around each individual crib rail or mesh crib liners.

Israel, the occupying Power, continues its illegal schemes and actions in the Occupied Palestinian Territory, including East Jerusalem, particularly those aimed at entrenching its massive network of illegal settlements and so-called settlement “outposts” in the Territory that it has belligerently occupied since 1967.

Inconclusive evidence of the presence of maize, an important cereal crop throughout the pre-Columbian world, at Norte Chico sites has led archaeologists to speculate whether maize agriculture helped spur major cultural advances that occurred along the Pacific coast of Peru from roughly 3000 to 1800 B.C.

Creating the right conditions for private enterprise may require strategic reforms to long-standing regulatory practices and may challenge the economic, political and social status quo of an economy, but doing so is absolutely essential to unlocking the full potential of private enterprise and open markets in a way that can promote economic growth, environmental protection and social development.

The Commission will have before it for its consideration the report of the Executive Director on the implementation of Commission resolution 19/6, in which it requested UNODC to brief Member States on a regular basis on technical assistance provided to the Member States concerned and on the administration of the Trust Fund to Support Initiatives of States Countering Piracy off the Coast of Somalia, and encouraged Member States and other donors to provide extrabudgetary resources to support the work of UNODC to assist Member States in countering maritime piracy off the coast of Somalia (E/CN.15/2011/18).

Policy-makers and managers responsible for recreational fisheries need to obtain information about the sector, as well as knowledge of possible factors that affect the sector negatively (including coastal development, fish habitat modification, pollution and extreme climate events).
