It also regretted the fact that no recommendation had been made on the law concerning the disrespect, defamation and injury of civil servants, which had led to the imprisonment of several journalists.

So, stocking union elbows and union tees in various sizes and materials—along with commonly used Swagelok adapters—eliminates the need for stocking special elbows and tees.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

Several other Member States, while appreciating efforts to focus on cluster needs, questioned the results of strategic formulations undertaken in the recent past, many of which did not, in their opinion, reflect the full range of Member States’ needs or existing regional and subregional coordination mechanisms.

However, in order to guarantee that the interests of Lebanon are fully preserved and that its sovereignty is not unduly encroached upon, rule 77 (B) of the Rules of Procedure and Evidence provides that the decision of the Prosecutor is subject to judicial scrutiny: when necessary and appropriate, the Prosecutor must be authorized by the Pre-Trial Judge to carry out investigative acts without the involvement of national authorities.

The Country accepts that, by its acceptance of this Agreement and performance by the Executive Committee of its funding obligations described in paragraph 3, it is precluded from applying for or receiving further funding from the Multilateral Fund in respect to any consumption of the Substances which exceeds the level defined in row 1.2 of Appendix 2-A (maximum allowable total consumption of Annex C, Group I substances) as the final reduction step under this agreement for all of the Substances specified in Appendix 1-A, and in respect to any consumption of each of the Substances which exceeds the level defined in rows 4.1.3, 4.2.3, 4.3.3, 4.4.3 and 4.5.3 (remaining eligible consumption).

However, the majority of Member States responding to the questionnaire did not express any opinion on this issue.

As well, the Geneva Progress Report recalled that at the Cartagena Summit, the States Parties also highlighted that, without a sustainable means of financing, the ISU will have to drastically reduce its service offerings, which no doubt would adversely affect the implementation process.

This legislation provides for universal jurisdiction over any or a combination of the following: (a) grave breaches of the Geneva Conventions and Additional Protocol I thereto (primarily States members of the Commonwealth); (b) crimes specified under the Second Protocol to the 1954 Hague Convention and the International Convention for the Protection of All Persons from Enforced Disappearance (for example, Cyprus, Japan and the Netherlands); (c) other violations of international humanitarian law where no treaty requires universal jurisdiction, such as war crimes committed in non-international armed conflict (Belgium, Canada, New Zealand and the Philippines) and violations of treaties that either prohibit or regulate the use of certain weapons (South Africa); (d) the war crimes list contained in article 8 of the Rome Statute (Belgium, Canada, Germany, New Zealand and the United Kingdom).

At its 37th plenary meeting, on 27 July 2009, the Economic and Social Council took note of the decision of the Committee on Non-Governmental Organizations to submit, at its resumed session, a list of non-governmental organizations that had failed to submit their quadrennial reports for two or more consecutive periods, for suspension of their consultative status, after having confirmed that the Secretariat had sent final reminders to those organizations with outstanding reports and had requested each to submit a report covering the preceding four-year period by 1 May 2009, and that the permanent missions of the Member States in which the headquarters of the non-governmental organizations concerned are based had been notified of the final reminders, which clearly indicated the consequent recommendations the Committee would make to the Council should those non-governmental organizations fail to meet the deadline.

Several delegations pointed out that private standards had a negative impact on export and economies in their countries, especially on small scale producers; they were difficult to implement; they were not based on science; their development was not open and transparent; there was no dispute settlement procedure for these standards; and claims stating that these standards were safer than public standards might mislead consumers.

From the Group’s perspective, Transit Interarmées played a negative role in the enforcement of the embargo because Ivorian customs had no control over its import of equipment for the Ministry of Defence, and the Group was already aware that, at a minimum, vehicles (see annex VIII of S/2011/272), telecommunication and military material were being imported through Transit Interarmées for military use, thus representing a clear breach of the sanctions regime.

Despite their commitments, many governments have not only not applied the Consumer Guidelines (in particular, section G on sustainable consumption), but remain unfamiliar with them and find it difficult to develop their national sustainable development strategies.

By the same resolution, the Council decided that the mandate of the Force, in addition to carrying out its mandate under resolutions 425 (1978) and 426 (1978), would include, inter alia, monitoring the cessation of hostilities, accompanying and supporting the deployment of the Lebanese Armed Forces throughout southern Lebanon in parallel with the withdrawal of the Israeli Defense Forces, ensuring respect for the Blue Line and assisting the Lebanese Armed Forces in ensuring that the area between the Blue Line and the Litani River is free of any unauthorized armed personnel, assets and weapons, taking all necessary action within its capabilities to ensure that its area of operations is not utilized for hostile activities, and assisting the Government of Lebanon, at its request, in securing its borders and other entry points in order to prevent the entry into Lebanon without its consent of arms or related materiel.

Consequently, in the report of the Commission on its sixty-first session it was pointed out that “certain issues concerning international responsibility between States and international organizations have not been expressly covered either in the articles on the responsibility of States for internationally wrongful acts or in the draft articles on the responsibility of international organizations”; some examples of these issues were given; and the Commission asked for comments and observations from Governments and international organizations about the context in which these questions should be considered (A/64/10, paras. 27 and 28).

Detainees interviewed by the delegation in police stations and gendarmeries confirmed that they had not been informed of a right to see a lawyer, nor provided with any free legal assistance.

At this historic event – the Cartagena Summit on a Mine-Free World – the States Parties to the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction, while inspired by their collective achievements, expressed their will to strengthen their efforts to overcome remaining challenges.

In the case of other services which in essence provide primary level care, such as nursing care at home, midwife’s service, health promotion and prevention, health care at work and school, there is no equally developed network which would cover the whole country and provide equal and good accessibility.

Despite not having contributed to global warming on any scale, Tuvalu, a small island State stretched over a vast oceanic area with a very narrow economic base, was committed to implementing green growth initiatives as a way of moving towards sustainable development and finding the right balance between economic, social and environmental objectives.

Target groups supported within the framework of state housing policy include lessees deprived of privatisation rights during the ownership reform, children and young people without parental care, disabled people, elderly people, families with many children, persons released from prison and persons under probation supervision, homeless people, cooperative societies and communities, and specialists dealing with planning and development of residential environment.

Rather than reciprocate the efforts and gestures made for peace — from the explicit commitment to peace and the two-State solution based on the pre-1967 borders made by the Palestinian leadership, beginning with the Palestinian Declaration of Independence over 20 years ago; to the Madrid, Oslo, Taba, Sharm el-Sheikh and Annapolis commitments; the Arab Peace Initiative over eight years ago; the road map to Mideast peace and the Quartet Statement; the diplomatic efforts of the United States of America and all other concerned nations — Israel continues to pay only lip-service to the pursuit of peace, while its actions are actually destroying any chance for the realization of peace.

In the agreement between Croatia and the Executive Committee, the maximum allowable consumption for Annex A, Group I (CFCs) for the year 2005 was 65 ODP tonnes, for 2010 0 ODP tonne; and for the years in between, the agreement provides no exact figure but stipulates that "The By-Law on Substances that Deplete the Ozone Layer (of 30 January 1999) includes a clause on importing on an exceptional basis between 2006 and 2009 up to 21.9 ODP tonnes of Annex A (Groups I and II) and/or Annex B (Groups II and III) or products containing these substances, when these substances and/or products are for preserving human, plant and/or animal life; national defence, safety and fire-fighting; and scientific research safety, when such products cannot be replaced by environmentally-sound and economically-viable alternatives”.

For example, the text of the Final Document had significantly watered down the commitments for nuclear-weapon States to reduce the operational status of their arsenals and to cease the development and qualitative improvement of their nuclear weapons; it did not oblige the nuclear-weapon States to abolish the role of nuclear weapons in their military doctrines or to accept a legally binding instrument for the prohibition of nuclear weapons; it did not call for the withdrawal of nuclear weapons from the territories of non-nuclearweapon States; it did not include the specific timeline for the total elimination of nuclear weapons called for by the Group of Non-Aligned States parties to the Treaty; and, in particular, it failed to call upon Israel, the only obstacle to a nuclear-weapon-free zone in the Middle East, to cease the development of nuclear weapons and to accede to the Non-Proliferation Treaty without preconditions.

In accordance with article 11 of the Rules and Regulations, claims are eligible for inclusion in the Register if: (a) the claimant is a natural or legal person; (b) the claimant has substantially met the technical requirements for submitting a claim; (c) the claim is within the jurisdiction of the Register of Damage; (d) the claimant has established a legal interest in the claimed damage; (e) the claimed damage is material; (f) the claimant has established a causal link between the claimed damage and the construction of the Wall in the Occupied Palestinian Territory; (g) the claimed damage was in fact sustained; (h) the documents and assertions in support of the claim are substantially consistent; and (i) the claim has been established prima facie, based on the information and documents submitted by the claimant, giving the claimant the benefit of the doubt in appropriate cases and bearing in mind the varying circumstances with regard to title and residency status of claimants.

As part of the same Israeli policy that flouts all relevant resolutions of international legitimacy, in particular resolution 497 (1981), which provides that the Israeli decision to annex the Syrian Golan is null and void and has no legal effect, Israel is continuing to refuse to return the occupied Syrian Golan to its motherland, Syria, and is pursuing its settlement policies, terrorist actions, acts of racial discrimination, attempts to humiliate Syrian citizens, divide the occupied Syrian Golan and build a separation wall in the Golan east of the village of Majdal Shams.

The author emphasized the ill-treatment and threats that he and his wife were subjected to, and the fact that he had not returned to work after the expiration of his holiday leave, which drew negative attention to his political stand.

For a number of reasons, it is not always possible to draft specific provisions in a suitable or discrete form, such as a convention or a model law, for incorporation into national legal systems: national legal systems often use widely disparate legislative techniques and approaches for solving a given issue, States may not yet be ready to agree on a single approach or common rule, there may not be consensus on the need to find a uniform solution to a particular issue, or there may be different levels of consensus on the key issues of a particular subject and how they should be addressed.

If, as suggested in paragraph 11 of the report of the Advisory Committee (A/63/593), such missions’ activities were directed towards operational matters and, as such, did not lend themselves to full integration with the work programme of the Secretariat, he wondered why the Secretary-General was proposing special political missions with no time limit, as in the case of the United Nations Regional Centre for Preventive Diplomacy for Central Asia, and why the functions of the United Nations Office for West Africa did not fit within the work programme.
