The most immediate aim of the operation was seizing the two checkpoints between North Kosovo and the rest of Serbia: Jarinje or Gate 1, and Brnjak or Gate 31.

In order to ensure the best possible overall consistency in IBE’s programme, the aim will be to create synergy between case studies already produced (South and South-East Asia) in partnership with APEID, UNESCOBangkok and the Japanese Fund or in preparation (seven post-conflict situations), training activities (Kosovo, Afghanistan) and other IBE activities (case studies on training and political dialogue in Africa, ABEGS project, etc.).

As highlighted in my last report to the Security Council (S/2010/169), sensitive issues related to northern Kosovo can only be addressed peacefully and through continuing consultation and coordination between all relevant actors, taking into account the specific circumstances and concerns of all communities.

Under operational costs, the reduction of $405,400 in resource requirements is attributable to: (a) the cancellation of engineering projects under facilities and infrastructure, such as the construction of a new entrance at the Mission’s headquarters compound in Pristina; (b) restrictions in official travel, in particular for training and participation in conferences, purchasing tickets at least two weeks in advance and requesting United Nations agencies to participate in facilitation meetings on behalf of UNMIK in countries where United Nations agencies are present; (c) postponement of the planned outsourcing contract for heavy vehicles repair and maintenance under ground transportation; (d) lower actual expenditure related to training consultants and lower cost of travel for the consultants on the Human Rights Advisory Panel; and (e) reduced requirements for medical supplies (see A/66/777, para. 9).

The same resolution also called upon the “Kosovo Albanian leadership to enter immediately into a meaningful dialogue without preconditions and with international involvement, and to a clear timetable, leading to an end of the crisis and to a negotiated political solution to the issue of Kosovo”; demanded that “the Kosovo Albanian leadership and all others concerned respect the freedom of movement of the OSCE Verification Mission and other international personnel”; “[i]nsist[ed] that the Kosovo Albanian leadership condemn all terrorist actions”; and demanded that the Kosovo Albanian leadership “cooperate with international efforts to improve the humanitarian situation and to avert the impending humanitarian catastrophe” (resolution 1203 (1998), paras. 5, 6, 10 and 11).

We welcome the recent conduct of security checks of freight going through gates 1 and 31 and the joint patrolling of the European Union Rule of Law Mission in Kosovo (EULEX) with Kosovo police, as well as the intention of EULEX to continue to increase its presence and activities in order to address more efficiently the rule of law challenges in northern Kosovo, including the restoration of full customs controls.

Basic resources for establishing the systems were provided to Afghanistan, Albania, Algeria, Armenia, Azerbaijan, Benin, Bosnia and Herzegovina, Bulgaria, Djibouti, Egypt, Georgia, India, Iran (Islamic Republic of), Iraq, Jordan, Lebanon, the Libyan Arab Jamahiriya, Maldives, Morocco, Nepal, Pakistan, the Republic of Moldova, Serbia, Sri Lanka, Sudan, the former Yugoslav Republic of Macedonia, Tunisia, Turkey, Ukraine and Yemen, as well as to the authorities of the Occupied Palestinian Territory and to Kosovo.

In 20082009, these initiatives entailed very limited financial implications, principally for feasibility studies, the preparation of project proposals or selected pilot activities, including for the creation of a international Biomics (genomics, proteomics and bioinformatics) centre at the Weizmann Institute of Science in Rehovot proposed by the Israeli National Commission; the establishment in Tbilisi (Georgia) of a Caucasian Institute of Biotechnology; the development of the activity of the International JINR Benchmark Centre for training of young researchers from developing countries; the preliminary proposal by the Russian Federation for a UNESCO satellite science education project; the International Year of Chemistry in 2011 proposed by Ethiopia and other Member States; and the foundation of the IBSP cluster of UNESCO Chairs.

Let me further thank the Special Representative of the Secretary-General, Mr. Lamberto Zannier, for submitting the report before us (S/2010/169) and for the important contribution of the United Nations Interim Administration Mission in Kosovo (UNMIK) to peace and stability in Kosovo.

Taking into account the above mentioned, in accordance with the official data the majority of the land in Moldova is a very fertile one, transformation of the land into non-agricultural use, i.e. urban use being very limited.

In addition, access restrictions, settlement expansion, the continued construction of the separation wall, the isolation of territories, the interruption of fuel and water supplies and continued violence against civilian populations were leading to economic hardship and alienation, which in turn created fertile ground for extremism and provoked an ongoing cycle of violence.

Pursuant to the recommendations of the Special Rapporteur of the Secretary-General for the Human Rights of Internally Displaced Persons as of 2005, the Government adopted the Conclusion on Adopting the “Measures and Activities for Creating Conditions for a Sustainable Return to Kosovo and Metohija”, mandating the Commissariat for Refugees to establish a special internal organizational unit to deal with the issues of accommodating and protecting the rights of internally displaced persons.

The Commissariat for Refugees keeps records of internally displaced persons from Kosovo and Metohija and issues displacement documents; in the field of admission and care, the Commissariat accommodates and supports internally displaced persons in collective centres of the Republic of Serbia outside of the Autonomous Province of Kosovo and Metohija, as well as in 17 collective centres in the territory of the Autonomous Province of Kosovo and Metohija; provides individual humanitarian assistance to internally displaced persons and their associations within its possibilities; puts forward and implements measures to improve the living conditions of internally displaced persons.
