the need to address all forms of violence in its many manifestations, including domestic violence, particularly against women, children, older persons and persons with disabilities, and discrimination, including xenophobia, recognizes that violence increases challenges to States and societies in the achievement of poverty eradication, full and productive employment and decent work for all and social integration, and further recognizes that terrorism, trafficking in arms, organized crime, trafficking in persons, money-laundering, ethnic and religious conflict, civil war, politically motivated killing and genocide present fundamental threats to societies and pose increasing challenges to States and societies in the attainment of conditions conducive to social development, and that they further present urgent and compelling reasons for action by Governments individually and, as appropriate, jointly to foster social cohesion while recognizing, protecting and valuing diversity

Reaffirms that violence, in its many manifestations, including domestic violence, particularly against women, children, older persons and persons with disabilities, and especially against persons belonging to more than one of these groups, is a growing threat to the security of individuals, families and communities everywhere; total social breakdown is an all too real contemporary experience; organized crime, illegal drugs, the illicit arms trade, trafficking in human beings, particularly women and children, ethnic and religious conflict, civil war, terrorism, all forms of extremist violence, xenophobia, and politically motivated killing and genocide present fundamental threats to societies and the global social order; they also present compelling and urgent reasons for action by Governments individuall y and, as appropriate, jointly to foster social cohesion while recognizing, protecting and valuing diversity

At its sixty-fifth session, the General Assembly continued to encourage States to cooperate and coordinate their efforts and take, individually or jointly, all measures, in conformity with international law, including the United Nations Convention on the Law of the Sea and other applicable instruments, to address impacts on marine ecosystems within and beyond areas of national jurisdiction, taking into account the integrity of the ecosystems concerned (resolution 65/37 A, para. 153).

(d) Encourages States to cooperate and coordinate their efforts and take, individually or jointly, as appropriate, all measures, in conformity with international law, including the Convention and other applicable instruments, to address impacts on marine ecosystems within and beyond areas of national jurisdiction, taking into account the integrity of the ecosystems concerned

Member countries need to review the obligations of the international conventions together with their existing legislation and practices, and to adjust, as appropriate, their legislation, documentation and procedures relating to international road transport.

In this regard, the Council requested the Chairperson of the Working Group to prepare a proposal for a draft optional protocol to be used as a basis for the negotiations, taking into account the views expressed and inputs provided during the first session of the Working Group and giving due regard to the views of the Committee on the Rights of the Child and, where appropriate, the views of relevant United Nations special procedures and other experts.

The Advisory Committee was informed that it is envisaged that the abovementioned reporting on administration of justice, pursuant to resolution 65/259, will be addressed in two separate reports, covering the formal system (Office of the Administration of Justice and other offices) and the informal system, which will be addressed in the context of the annual report on the activities of the United Nations Ombudsman and Mediation Services.
