The State of Israel has proposed the establishment of an International BIOmics Training Centre in Rehovot, Israel, under the auspices of UNESCO, hereinafter referred to as the “Centre”.

Proposal to establish an international BIOmics training centre in Rehovot, Israel, as a category 2 centre under the auspices of UNESCO

In 20082009, these initiatives entailed very limited financial implications, principally for feasibility studies, the preparation of project proposals orselected pilot activities, including for the creation of a international Biomics (genomics, proteomics and bioinformatics) centre at the Weizmann Institute of Science in Rehovot proposed by the Israeli National Commission; the establishment in Tbilisi (Georgia) of a Caucasian Institute of Biotechnology; the development of the activity of the International JINR Benchmark Centre for training of young researchers from developing countries; the preliminary proposal by the Russian Federation for a UNESCO satellite science education project; the International Year of Chemistry in 2011 proposed by Ethiopia and other Member States; and the foundation of the IBSP cluster of UNESCO Chairs.

In the chemical and biological sciences, UNESCO promoted the establishment of the International Centre for Membrane Science and Technology (Kensington, Australia), the International Centre for Cell and Molecular Biology (ICCMB, Warsaw, Poland), and a number of the Biotechnology Education and Training Centres (BETCENs) such as those situated in China, Hungary, Mexico, the Palestinian Authority, and South Africa, as well as the recently established UNESCO category 2 Regional Centre for Biotechnology Training and Education in New Delhi, India, and the UNESCO category 2 International Bioinformatics, Genomics and Proteomics Training Centre in Rehovot, Israel (International BIOmics Centre).

A further activity that targets institutional capacity building fosters the establishment of an International BIOmics3 Training Centre in Rehovot, Israel, as a category 2 centre under the auspices of UNESCO.

Under operational costs, the reduction of $405,400 in resource requirements is attributable to: (a) the cancellation of engineering projects under facilities and infrastructure, such as the construction of a new entrance at the Mission’s headquarters compound in Pristina; (b) restrictions in official travel, in particular for training and participation in conferences, purchasing tickets at least two weeks in advance and requesting United Nations agencies to participate in facilitation meetings on behalf ofUNMIK incountries where United Nations agencies are present; (c) postponement of the planned outsourcing contract for heavy vehicles repair and maintenance under ground transportation; (d) lower actual expenditure related to training consultants and lower cost of travel for the consultants on the Human Rights Advisory Panel; and (e) reduced requirements for medical supplies (see A/66/777, para. 9).

In response to the intervention by the representative of the United Kingdom: I am not making up my own definition of the remit of the United Nations Interim Administration Mission inKosovo (UNMIK) and the European Union Rule of Law Missionin Kosovo (EULEX); I am only reading the report of the Secretary-General dated 24 November 2008 (S/2008/692), which was endorsed by the Security Council.

After a statement by Yohei Sasakawa, Chairperson of the Nippon Foundation of Japan, on the importance of human capacity in the implementation of the Convention, Raymond Wolfe, Permanent Representative of Jamaica to the United Nations, moderated the panel discussion, which involved the President of the Tribunal, the Secretary-General of the Authority and the Chairperson of the Commission.

The activities are implemented with due care in the municipalities of Bujanovac, Preševo and Medveda, wherein, among other things, the candidates from the local community were employed (the majority of them from the Albanian community) who were assigned to be policemen at the Preševo, Bujanovac and Medveda police stations after attending adequate courses.
