It urged Eritrea to cooperate with the international community to end the instability in the subregion, to develop a national plan of action for the rehabilitation of the victims of the successive conflicts and to revise the rules applicable to press bodies and human rights organizations.

In this context, the Meeting noted that Eritrea might benefit from outreach to international mine action operators or advisors in order to take advantage of the latest survey methods, equipment and lessons learned on land release as well as to access additional sources of international funding.

I have the honour to enclose herewith a letter dated 6 June 2010 addressed to you by Sheikh Hamad bin Jassim bin Jabr Al-Thani, Prime Minister and Minister for Foreign Affairs of the State of Qatar (see annex), with its enclosure, the Agreement concerning peaceful settlement of the border dispute between the State of Eritrea and the Republic of Djibouti, signed on 6 June 2010 by the President of the State of Eritrea and the President of the Republic of Djibouti, and signed on behalf of the State of Qatar as mediator and witness by His Highness Sheikh Hamad bin Khalifa Al-Thani, Emir of the State of Qatar.

In Seattle, Washington, for example, taxes can be paid through an Eritrean-owned travel agency.28 Whether or not the techniques they employ are extortive or illicit is often a matter of national or state law, and depends upon such questions as whether or not the collector is a diplomat or other registered agent of a foreign power, the nationality of the collector and the kinds of legal and administrative loopholes employed by collectors.

In Africa, this includes Burundi, Central African Republic, Chad, Côte d’Ivoire, Democratic Republic of the Congo, Eritrea, Ethiopia, Guinea, Kenya, Liberia, Rwanda, Sierra Leone, Somalia, Sudan, Uganda and Zimbabwe; in Asia, Afghanistan, Bangladesh, Indonesia, Kashmir, Kazakhstan, Kyrgyzstan, Myanmar/ Burma, Nepal, North Korea, Pakistan, Phillipines, Sri Lanka, Tajikistan, Thailand, Timor-Leste, Turkmenistan and Uzbekistan; in Europe, Armenia, Azerbaijan, Bosnia and Herzegovina, Cyprus, Georgia, Kosovo, Serbia and Turkey; in the Middle East, the whole region from North Africa to Iran; and in Latin America, Colombia, the rest of the Andean region and Haiti.

Since the last periodic report (1995) on the implementation of the Convention, the following 28 States have become party to the Convention: Barbados, Bolivia, Botswana, Canada, China, Colombia, Costa Rica, Denmark, El Salvador, Equatorial Guinea, Eritrea, Honduras, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Paraguay, Portugal, Republic of Moldova, Rwanda, Serbia and Montenegro, Seychelles, South Africa, Sri Lanka, the former Yugoslav Republic of Macedonia, Uruguay, Uzbekistan and Zimbabwe; of those 28 States the following 16 States have joined the Protocol: China, Colombia, Costa Rica, Denmark, Dominican Republic, El Salvador, Honduras, Kazakhstan, Latvia, Lithuania, Panama, Paraguay, Republic of Moldova, Serbia and Montenegro, the former Yugoslav Republic of Macedonia and Uruguay.

The Network encouraged Eritrea to set up an efficient and inclusive partnership aimed at getting technical assistance, and called upon regional and international partners to support Eritrea in areas relating to human rights protection.

That same year, WACKER’s Burghausen and Nünchritz sites, as well as Siltronic’s Burghausen and Freiberg sites began having the new system certified to ISO 14001.

Subsequently, Afghanistan, Albania, Andorra, Benin, Bosnia and Herzegovina, Bulgaria, Burkina Faso, Costa Rica, Croatia, Cyprus, Denmark, Eritrea, Gabon, Haiti, Iceland, Kyrgyzstan, Madagascar, Montenegro, Nepal, the Netherlands, Norway, Palau, Papua New Guinea, Peru, San Marino, Senegal, Serbia, Seychelles, Slovakia, Slovenia, Spain, Swaziland, Thailand, Timor-Leste, Togo, Uganda and the United Republic of Tanzania joined in sponsoring the draft resolution.

The statements were made by the representatives of Yemen (on behalf of the Group of 77 and China), Nepal (on behalf of the Group of Least Developed Countries), Hungary (on behalf of the European Union), Australia (on behalf of Canada, Australia and New Zealand), Afghanistan, Bangladesh, Belgium, Benin, Brazil, Burkina Faso, China, Cuba, the Democratic Republic of the Congo, the Dominican Republic, Egypt, Eritrea, Ethiopia, Finland, France, Haiti, India, Indonesia, Japan, the Lao People’s Democratic Republic, Lesotho, Madagascar, Maldives, Mali, Malawi, Mauritania, Norway, Pakistan, Qatar, the Republic of Korea, Sierra Leone, Slovenia, South Africa, the Sudan, Thailand, Uganda, the United Republic of Tanzania, the United States of America and Zambia.

Since the submission of the project proposal to the Fund Secretariat, and in accordance with the requests of the Meetings of the Parties in decisions XVIII/24 and XIX/26, the Government of Eritrea had submitted to the Ozone Secretariat its 2006 ODS consumption data, which was already 2.0 ODP tonnes below the maximum allowable level of CFC consumption for 2007.

Severus intended to practise in his own country, but he first visited the shrine of St. Leontius of Tripolis, the head of St. John Baptist at Emea, and then the holy places of Jerusalem, with the result that he joined Evagrius who was already a monk at Maïuma, the great austerities there did not suffice for Severus, and he preferred the life of a solitary in the desert of Eleutheropolis.

The Executive Committee is therefore hopeful that, in the next two years, Eritrea will continue with successful the implementation of its country programme.

According to Resolution 1907 (2009), UNSC expressed concern that Eritrea has provided political, financial and logistical support to armed groups engaged in undermining peace and reconciliation in Somalia and regional stability.

In the period under review, the energy management systems of WACKER’s Burghausen and Nünchritz sites as well as Siltronic’s Burghausen and Freiberg sites were audited for the first time by an external auditor and certified to ISO 14001 in accordance with the German Renewable Energy Act (EEG).

It is bordered to the west and north-west by Ethiopia, to the north-east by Eritrea and to the south-east by Somalia, with the Red Sea on its eastern edge.

Moreover, according to the Maastricht Guidelines on Violations of Economic, Social and Cultural Rights, "promotional and monitoring bodies, such as national ombudsman institutions and human rights commissions, should address violations of economic, social and cultural rights as vigorously as they address violations of civil and political rights" (guideline 25).

Subsequently, Andorra, Angola, Antigua and Barbuda, Bangladesh, Bolivia, Brazil, Burkina Faso, Burundi, Cambodia, Canada, the Central African Republic, the Congo, Dominica, Ecuador, Eritrea, Ethiopia, Fiji, Georgia, Grenada, Guyana, Iceland, Liechtenstein, Malawi, Nicaragua, the Philippines, Rwanda, San Marino, Saint Vincent and the Grenadines, Swaziland, Togo, Turkey and Zambia joined in sponsoring the draft resolution.

There are 26 States Parties that have reported a responsibility for significant numbers of survivors: Afghanistan, Albania, Angola, Bosnia and Herzegovina, Burundi, Cambodia, Chad, Colombia, Croatia, the Democratic Republic of the Congo, El Salvador, Eritrea, Ethiopia, Guinea Bissau, Iraq, Jordan, Mozambique, Nicaragua, Peru, Senegal, Serbia, Sudan, Tajikistan, Thailand, Uganda and Yemen.

Noting the internal constitutional review process led by the territorial Government since 2001, the completion of a draft constitution following negotiations between the administering Power and the territorial Government in 2003 and 2004, the consultative poll with regard to a new Constitution, held in Saint Helena in May 2005, the subsequent preparation of a revised draft constitution and its publication in June 2008 for further public consultation, and the entry into force of the new Constitution for Saint Helena, Ascension and Tristan da Cunha on 1 September 2009

According to information provided by the administering Power, Tristan da Cunha was not consulted during the 2005/2006 constitutional debate on St. Helena, but is being actively consulted about the current proposals for constitutional reform, whereby the Governor would continue to have legislative authority for Tristan da Cunha, but for the first time would be constitutionally required to consult the Island Council before making any laws (see para. 64 above).
