The Telecommunications Officer would support the overall management of the strategic deployment stocks stored at UNLB; initiate and coordinate actions to ensure that requirements for strategic deployment stocks are met. Among the priority areas for action to ensure a sustainable supply of the ecosystem services and goods that biodiversity provides for in support of small island developing States communities are: concerted efforts to tackle invasive species; building the resilience of fragile ecosystems with respect to climate change through ecosystem-based adaptation and mitigation; improving data and information systems to assess the vulnerability and resilience of biodiversity; assessing the social and economic value of biodiversity; and supporting the inclusion of biodiversity in National Sustainable Development Strategy processes.

In addition, Regulation of the Cabinet of Ministers No. 657 of 20 July 2010, namely section 7, provides that the Committee has the right to ask for the licence and to refuse the issuance of licences for goods that are not listed in annex I to Council Regulation (EC) No. 428/2009 of 5 May 2009 setting up a Community regime for the control of exports, transfer, brokering and transit of dual-use items, in accordance with the rights conferred by article 4 and article 13 of the Regulation — the rights to request and deny a licence for non-dual-use goods.

Moreover, paragraph 15 of resolution 1973 (2011) requires any Member State, whether acting nationally or through regional organizations or arrangements, when it undertakes an inspection pursuant to paragraph 13 of the resolution, to submit promptly an initial written report to the Committee containing, in particular, explanation of the grounds for the inspection, the results of such inspection and whether or not cooperation was provided, and, ifprohibited items for transfer are found, further requires such Member States to submit to the Committee, at a later stage, a subsequent written report containing relevant details on the inspection, seizure, disposal and relevant details of the transfer, including a description of the items, their origin and intended destination, if this information is not in the initial report.
