The implementation of the sixth phase of IHP (2002-2007) completed its fifth year, and significant progress was made in different fields during the period reported: G-WADI, the global network on information for development in arid and semi-arid zones was expanded; a successful Fifth FRIEND (Flow Regimes from International Experimental and Network Data) World Conference on Water Resources Variability, Processes, Analyses and Impacts took place in Cuba in November 2006; links to the Global Environment Facility were further strengthened with a number of cooperation lines opened; numerous workshops and training activities were held on key urban water management issues; groundwater management, including groundwater for emergency situations; shared water management; ecohydrology; and water history and culture.

However, now that the relevance of the mainstream news media is being challenged by the rising popularity of alternative sources, news distribution platforms are rapidly multiplying and diversifying and social media tools are revolutionizing the way in which people access and share information, the Committee wonders whether the time has come for the Department of Public Information to assess how it can enhance the responsiveness of its public information activities to the Organization’s needs, how it can bring greater creativity and innovation to its work, and how it can continue to promote the work of the United Nations in a way that is more relevant to the daily lives of individuals all around the world.

They cover controls of hand held percussion breakers; increases in penalties and improvements in the procedure for abatement notices to air pollution offences; controls on the use of asbestos; controls on the use and maintenance of waste treatment plants, provision to direct property owners to discharge wastes into public sewers; for a system of charging for treating of industrial effluent to specified quality and regulations to control the disposal of chemical waste and charge for it.

The large numbers of undocumented female workers in the region was highlighted, as was the need to create more opportunities for women to migrate through formal channels.

(j) Increasing efforts to achieve universal access to HIV prevention, treatment, care and support, strengthening the fight against malaria, tuberculosis and other diseases, including by providing adequate funding for the Global Fund to Fight AIDS, Tuberculosis and Malaria and through the agencies, funds and programmes of the United Nations system and other multilateral and bilateral channels, strengthening innovative financing mechanisms, as appropriate, and contributing to the long-term sustainability of the response.

The problems that must be solved are: document registration of refugees (absence of identity documents hampers the right to employment); creation of conditions for social integration of recognised refugees, establishment of a legal background that would regulate the integration and its financial support; absence of a placement centre for foreigners that are to be expelled from the Republic of Moldova (the person which was refused the status of refugee, after using all possibilities of appeal, must leave the territory of the Republic of Moldova during 15 days after the final decision on the refusal of the application).

Should donors choose to use another option and rely on aid delivery mechanisms outside country systems (including parallel project implementation units), they will transparently state the rationale for this and will review their positions at regular intervals.

14.4 During the 2014-2015 period, the programme is expected to continue to concentrate its efforts on the following six focus areas: (a) increasing women’s leadership and participation in all areas that affect their lives, including in political and economic areas; (b) increasing women’s access to economic empowerment and opportunities, especially for those who are most excluded, particularly women living in poverty; (c) preventing and eliminating violence against women and girls and expanding access to survivor services; (d) increasing women’s leadership in peace, security and humanitarian response; (e) strengthening the responsiveness of plans and budgets in the area of gender equality at all levels; (f) supporting the development of global norms, policies and standards on gender equality and women’s empowerment.

The benchmarks adopted so far include: (a) adoption of a formal ERM policy since 2008; (b) an active enterprise risk management committee chaired by the Associate Administrator; (c) a formal implementation strategy for the adoption of ERM in UNDP; (d) dedicated training of staff on the policies and toolkits for ERM (e) clear procedures for the identification, reporting and escalation of relevant risks through the reporting lines for consideration by the ERM committee; (f) dedicated resources for monitoring of and follow up on the corporate risks log; (f) an enabling system for the reporting and review of unit-level and corporate risk; (h) progressively integrated risk-informed and results-based unit work-planning and reporting processes; (i) a planned and periodic review of ERM policies and practices; and (j) contributions to inter-agency experience exchange and learning based on the ERM experiences of UNDP.

Work within the program will aim to achieve a productive work environment, which reflects organizational values, and is supported by a fair and equitable rules framework, respectful workplace policies and effective channels to address staff concerns.

According to the information, villagers are not being notified of the location of the new landmines, which are on busy paths used by villagers, in farm field huts, around paddy fields and along the banks of canals.

The approved scope of the project comprises (a) widening of 1.5 kilometres long of Tuen Mun Road (TMR) between Yan Oi Town Square and Wong Chu Road from a dual two-lane to a dual three-lane carriageway; (b) construction of a single-lane flyover of approximately 450 metres long, which extends from Tuen Hing Road and runs along Tsing Hoi circuit to merge eventually with the TMR Kowloon-bound carriageways; (c) demolition and reconstruction of four existing footbridges, and provision of two temporary footbridges during the construction period; (d) installation of associated noise barriers/enclosures; and (e) associated civil, structural, landscaping and geotechnical works, reprovision of existing facilities, environmental mitigation, drainage, road lighting, water mains and traffic aids works.

Article 14 also states that “the People’s Courts shall execute letters rogatory transmitted by foreign courts, provided that they are received through the channels and in accordance with the requirements established in international conventions or treaties or, in the absence thereof, in the legislation currently in force”.

It is well known that the funding of field operations and programmes comes from different budget sources: a special scale of assessed contributions for peacekeeping, assessed contributions on the regular budget scale for political missions, and voluntary contributions for many peacemaking initiatives for peacebuilding, development and humanitarian activities and even private sector funding.

Successful mechanisms and practices, such as UNESCO’s International Network of Chairs in intercultural and interfaith dialogue; the revision of history textbooks using, inter alia, the General Histories produced by UNESCO; the sharing of common values pertaining to specific scientific disciplines in different cultural settings through dedicated science networks and information management systems on natural resource use; the creative use of media and information channels, including broadcast networks, to promote a better knowledge of other cultures and people; the development of methodological and statistical tools to understand better how to foster pluralism and avoid cultural exclusion and marginalization; and the various pedagogical tools to promote tolerance such as the Roads initiative.

The Commission noted the important role of the Advisory Committee in the constructive dialogue between member States and the secretariat, and as a channel for members of the Commission to participate effectively in, and contribute to, the implementation by the secretariat of the decisions of the Commission.

That Parties should cooperate fully to enhance understanding of economic and social consequences of response measures, taking into account the need for information from those affected, evidence of actual impacts, including both positive and negative effects, and further decides to consider how existing channels, such as national communications and the Subsidiary Body for Implementation could serve as a platform for discussions on information provided by Parties, pursuant to provisions in Chapter VII.

This Program provides vital support to other programs in establishing enabling capabilities including: modern and advanced multilingual platforms and tools for language services; well established strategic information repository and secured exchange mechanism to position WIPO as a comprehensive and trusted source or channel for IP information; and, extended ERP environment to efficiently streamline and integrate management and administrative processes to support result-based management.

Poverty and restricted access to education and health care further contributed to the erosion of their economic and social rights.

The consolidation appears to be driven by technological change, with an objective of vertical and horizontal integration so that the appropriability of investment in research can be maximized through better control of distribution channels, including those of complementary agricultural inputs (such as herbicides).

We believe that, should the Council remain unable to act, alternative avenues for action within the United Nations system should, with the support of the parties directly affected, be sought, including the General Assembly, by invoking the Uniting for Peace resolution — General Assembly resolution 377 (V).

Whilst resources such as Wikipedia have opened up access to multilingual, current information, the usergenerated content of these resources is not formally peer-reviewed and subject to considerable accuracy concerns.

(6) To construct and maintain or contribute to or procure the construction or maintenance of roads, tramways, embankments, bridges sewers, parks, pleasure-grounds, schools, churches, markets, factories workshops, reading-rooms, baths, and other buildings, works and conveniences which the Company may think directly or indirectly conducive to the development of any property in which it is interested either as owners, lessees, contractors or otherwise.

Simple actions which have been proven to make a difference in terms of transparency include: supporting local radio stations in vernacular languages, both as a means to reinforce the voice of local communities (by providing channels for conveying priorities and needs) and for education purposes (sharing budget information); promoting better dissemination of budget information; and promoting communication between institutions (e.g., by support for printing budget sheets and distributing them).

Key objectives and targets for the decade 2011-2020 include domestic resource mobilization; enhancing the quantity and quality of ODA and addressing debt problems of least developed countries; enhancing foreign direct investments; increasing the flow of workers’ remittances and its productive use; tapping innovative sources of finance for least developed countries and promoting South-South cooperation.

To overcome these challenges, for example in the operation of the OHCHR Fact-Finding Mission to the Syrian Arab Republic (2011), the Panel of Experts on Sri Lanka and the FactFinding Mission on the Gaza Conflict and its follow-up expert committees, these bodies have resorted to visiting neighbouring countries to meet with persons who may have first-hand information on the events under investigation, inviting witnesses and victims to testify outside their country, relying more heavily on official statements and material in the public domain, as well as on informal contacts with individuals able to relay official positions.

In addition, the Coordinating Committee noted that experimental sessions could be improved in the future, including by aiming for increased interactivity and greater avenues for participation by mine-affected States Parties.

Responding to some of the observations contained in the report of the Advisory Committee (A/63/526) regarding the Secretary-General’s reports on the activities of the Ethics Office, he pointed out that the Ethics Office had been working proactively — through briefings, regular staff training, ethics training and other channels — to clarify its mandates and functions to staff members.
