Where the cost of living is very high and both parents must work for survival, child care has become a vital issue for all Maldivians.

UNICEF will cooperate in the following areas: (a) strengthening the institutional capacity of the education system in planning, budgeting, management and monitoring; (b) improving the capacity of parents and teachers to provide quality care and education of children aged 0-6 years; (c) improving the enrolment, survival and transition rates of schoolaged children from disadvantaged communities; and (d) preparing adolescents for future work and enhancing their life skills through non-formal education.

Particular challenges for the realization by older persons of the right to liberty and security of person, the right to privacy, freedom of movement, freedom of expression, freedom from torture and other cruel, inhuman and degrading treatment, the right to personal integrity, the right to an adequate standard of living and the right to the highest attainable standard of physical and mental health, among others, are common but have often not been adequately regulated.

(e) Evaluating the root causes for child placement in residential schooling away from home while reviewing the quality of education and care at these schools, with a view to preventing such schooling unnecessarily hindering the right of the child to a family environment; and providing for regular home visits for children in residential schools, to the greatest extent possible.

Thus, even as we commend host countries for their generosity, we urge the international community to intensify its efforts to take in the desperate and the vulnerable; to ensure that non-governmental organizations, host countries and others can provide dignified lives and sheltering havens to those already in their care; to help the Office of the United Nations High Commissioner for Refugees, UNICEF and the World Food Programme to provide additional aid to the needy; and to help the Government of Iraq to develop the capacities and conditions that will let those uprooted by war return home in peace.

In particular, corporal punishment is allowed under the common law in Seychelles as a right to inflict “reasonable chastisement” on children, thus making it lawful at home, and there is no explicit prohibition of corporal punishment in schools and alternative care institutions.

The new Rule 105.4 bis (Family leave) is intended to enable staff members to attend to family emergencies or other family-related situations such as the death, injury or illness of a spouse, mother, father, child, or close relative; problems relating to the care of children or obligations relating to school attendance during the normal hours of work; major damage at the place of residence requiring immediate attendance.

UNESCO’s early childhood activities have a direct impact on women as they seek to improve early childhood services; to inform and help parents, in particular mothers, to better take care of their children; to inform and provide advocacy for children’s rights, in particular equality of opportunities for young girls; to train caregivers and trainers (in majority women) in early childhood development and education; and to disseminate information on organizations, policies and learning environments directly affecting young children and their families.

Children with specific needs: Undertake special measures to promote dialogue in the family by taking into consideration children with specific needs, such as children of divorced parents, children in alternative care institutions, migrant children, asylum-seekers and refugees, children with disabilities, children in conflict with the law and others, and by taking into consideration cultural diversity and respect for the cultural values that exist within the family that are not in contradiction with the Convention, and that strengthen economic, social and cultural rights.

Planning for care provision and permanency should be based on, notably, the nature and quality of the child’s attachment to his/her family, the family’s capacity to safeguard the child’s well-being and harmonious development, the child’s need or desire to feel part of a family, the desirability of the child remaining within his/her community and country, the child’s cultural, linguistic and religious background, and the child’s relationships with siblings, with a view to avoiding their separation.

The Government has also expressed its reservation to Articles 20 and 21 of the CRC, dealing with alternative care and adoption “since the Islamic Shari’ah is one of the fundamental sources of Maldivian Law and since the Shari’ah does not include the system or adoption among the ways and means for the protection and care of the Children contained in Shari’ah”.

Tunisia has striven to improve the condition of children, nurture their national identity, prepare them for a life of freedom and responsibility, provide them with care and protection, promote a culture of children’s rights, seek input from children as appropriate on matters affecting them, and respect and support their rights, always keeping in mind the unique characteristics of childhood and the best interests of the child.
