At its sixty-fifth session, the General Assembly called upon Member States to establish appropriate national laws and/or measures to prevent and combat the illicit brokering of conventional arms and of materials, equipment and technology that could contribute to the proliferation of weapons of mass destruction and their means of delivery, in a manner consistent with international law; acknowledged that national efforts to prevent and combat illicit brokering activities can be reinforced by such efforts at the regional and subregional levels; emphasized the importance of international cooperation and assistance, capacity-building and information-sharing in preventing and combating illicit brokering activities; and encouraged Member States to draw, where appropriate, on the relevant expertise of civil society in developing effective measures to prevent and combat illicit brokering activities (resolution 65/75).

Resources for consultants are also included for the Personal Envoy of the Secretary-General for Western Sahara, reflecting the increase in consultations and negotiations planned for 2010 ($76,400), and the Special Adviser to the Secretary-General on the Prevention of Genocide, as a result of the planned training activities for 2010 to intensify the efforts of the office on genocide awareness ($90,200).

At the 10th meeting, on 16 October, the representative of India, on behalf of Afghanistan, Albania, Armenia, Bangladesh, Belgium, Bhutan, Bulgaria, Cambodia, Chile, Croatia, the Czech Republic, El Salvador, Estonia, Finland, France, Germany, Greece, Guatemala, Haiti, Honduras, Hungary, India, Ireland, Italy, Kuwait, Latvia, Lithuania, Luxembourg, Mauritius, Monaco, Myanmar, Nepal, the Netherlands, Norway, the Philippines, Poland, Portugal, Romania, the Russian Federation, Samoa, Serbia, Singapore, Slovakia, Spain, Sri Lanka, Thailand, the former Yugoslav Republic of Macedonia, Togo, Turkey and the United Kingdom of Great Britain and Northern Ireland, introduced a draft resolution entitled “Measures to prevent terrorists from acquiring weapons of mass destruction” (A/C.1/63/L.34).

The wide range of activities initiated included: the preparation of an inventory and morphological analysis of Stari Grad (old town) of Mostar (representing one sixth of the entire budget expended on preservation in the country); emergency works to the National Museum of Bosnia and Herzegovina; provision of equipment to the Institute for the Protection of the Cultural, Historical and Natural Heritage of Bosnia and Herzegovina; organization of a seminar, the First School on Conservation of the Monuments; and individual restoration efforts such as the reconstruction of the Cevan Cehaja Mosque Minaret, the Tabacica Mosque, the construction of Museum Gallery in Franciscan Monastery Krlijeva Sutjeska and the restoration of Ottoman Hammam.

One of these projects, the UNESCO-UNDP Rehabilitation of the Al-Askari Shrine in Samara, deserves mention as one of the most visible and important United Nations interventions in the country, as the destruction of the Shrine, in 2006, was the trigger for major sectarian conflict and its reconstruction is touted regularly by the government as a powerful symbol of national reconciliation.

Furthermore, the report of the High-level Panel on Threats, Challenges and Change (A/59/565) and the report of the Secretary-General “In larger freedom: towards development, security and human rights for all” (A/59/2005) proposed a number of initiatives of vital importance to millions of women and girls in conflict and post-conflict areas, including: the creation of a Peacebuilding Commission; increased focus on conflict prevention; the responsibility to protect populations from genocide, war crimes, ethnic cleansing and crimes against humanity; more effective protection of human rights; and enhanced rule of law.

For example, this may include experience in the following areas: the defence of those charged with serious and complex crimes at the domestic level, such as terrorism, homicide, manslaughter, trafficking and complex white-collar crimes; the defence of cases with international dimensions, such as those involving international judicial assistance, complex immigration issues or supranational crime; and the defence of those charged with war crimes, genocide and crimes against humanity.
