Resources for consultants are also included for the Personal Envoy of the Secretary-General for Western Sahara, reflecting the increase in consultations and negotiations planned for 2010 ($76,400), and the Special Adviser to the Secretary-General on the Prevention of Genocide, as a result of the planned training activities for 2010 to intensify the efforts of the office on genocide awareness ($90,200).

At the 10th meeting, on 16 October, the representative of India, on behalf of Afghanistan, Albania, Armenia, Bangladesh, Belgium, Bhutan, Bulgaria, Cambodia, Chile, Croatia, the Czech Republic, El Salvador, Estonia, Finland, France, Germany, Greece, Guatemala, Haiti, Honduras, Hungary, India, Ireland, Italy, Kuwait, Latvia, Lithuania, Luxembourg, Mauritius, Monaco, Myanmar, Nepal, the Netherlands, Norway, the Philippines, Poland, Portugal, Romania, the Russian Federation, Samoa, Serbia, Singapore, Slovakia, Spain, Sri Lanka, Thailand, the former Yugoslav Republic of Macedonia, Togo, Turkey and the United Kingdom of Great Britain and Northern Ireland, introduced a draft resolution entitled “Measures to prevent terrorists from acquiring weapons of mass destruction” (A/C.1/63/L.34).

The strategic direction of the subprogramme derives mainly from the commitments agreed upon at relevant United Nations intergovernmental processes, including the Programme of Action of the World Summit for Social Development, the Programme of Action of the International Conference on Population and Development, the Beijing Declaration and Platform for Action, the Convention on the Elimination of All Forms of Discrimination against Women, the Convention on the Rights of Persons with Disabilities, the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families, the Madrid International Plan of Action on Ageing, the World Programme of Action on Youth, and the United Nations Millennium Declaration as well as the commitments adopted at the High-level Plenary Meeting of the General Assembly in 2010 and the Political Declaration on HIV and AIDS: Intensifying our Efforts to Eliminate HIV and AIDS.

Having the National Employment and Decent Work Plan as its axis, the present report sets out an analysis of the Government policies and programmes that contributed to the partial or full accomplishment of the Millennium Development Goals and targets, which are intrinsically linked, and what challenges need to be faced and overcome in order to eradicate poverty in Brazil.

The bill allowing the ratification of the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families, the Convention on the Prevention and Punishment of the Crime of Genocide, as well as the Convention for the Protection of All Persons from Enforced Disappearance were being considered by the two chambers of Parliament.

The serious engagement of Palestinian factions over the past month in a dialogue process mediated by Egypt has led to the establishment of five committees that are working on national reconciliation issues, the successful outcome of the Cairo international conference on the reconstruction of Gaza and the further efforts of the Palestinian Authority to improve socio-economic rehabilitation and reconstruction, especially in the face of the devastating global financial crisis.

In addition to the analysis of the policy and legal decisions taken by States, the aim of the study was also to illustrate, in concrete terms, what it means to be secretly detained, how secret detention can facilitate the practice of torture or inhuman and degrading treatment, and how the practice of secret detention has left an indelible mark on the victims, and on their families as well.

Furthermore, the report of the High-level Panel on Threats, Challenges and Change (A/59/565) and the report of the Secretary-General “In larger freedom: towards development, security and human rights for all” (A/59/2005) proposed a number of initiatives of vital importance to millions of women and girls in conflict and post-conflict areas, including: the creation of a Peacebuilding Commission; increased focus on conflict prevention; the responsibility to protect populations from genocide, war crimes, ethnic cleansing and crimes against humanity; more effective protection of human rights; and enhanced rule of law.

It must also be ensured that any fire fighting equipment which may be coupled with the tripping of the protective relay will not be activated.

For example, this may include experience in the following areas: the defence of those charged with serious and complex crimes at the domestic level, such as terrorism, homicide, manslaughter, trafficking and complex white-collar crimes; the defence of cases with international dimensions, such as those involving international judicial assistance, complex immigration issues or supranational crime; and the defence of those charged with war crimes, genocide and crimes against humanity.

The concept of absolute novelty whereby any disclosure including through use, anywhere in the world, is sufficient to destroy the novelty of an invention therefore remains a necessary safeguard.

Immediate freezing of all “assets” or “funds”, as defined by Law No. 92 of 17 June 2008 and its subsequent amendments, which are owned or controlled, directly or indirectly, by the persons and entities designated by the Security Council or by the Committee and listed in the enclosure to the annex to document S/2009/364, or by persons or entities acting on their behalf or at their direction, or by entities owned or controlled by them; the prohibition of the transfer of such “assets” or “funds” to the natural or legal persons, entities or bodies being responsible for the nuclear, other weapons of mass destructionrelated and ballistic missile-related programmes of the Democratic People’s Republic of Korea, or for the benefit of such persons or entities, or to persons and entities acting on their behalf or at their direction, or to entities owned or controlled by them.

Millions of children inside Syria and across the region are witnessing their past and their futures disappear amidst the rubble and destruction of this prolonged conflict.

Delegations asserted that support for the poorest and most vulnerable countries was a moral obligation of the international community. It was also observed that such support was in the enlightened self-interest of all as the eradication of poverty would help to reduce conflict and control the spread of disease globally.

Because of the increasing issues related to the management of radioisotopes (supply, transport, disposal, impossibility to turn radiation off ), it is expected that gamma sterilization will gradually be replaced by E-beam and X-ray.

The Department of Energy’s Office of Global Security Engagement and Cooperation (GSEC), in coordination with and funding from EXBS, trains strategic trade specialists in risk assessment and WMD-related commodity identification (paras. 3 (c) and 3 (d) of resolution 1540 (2004)), and has helped the United States Government sponsor regional 1540-related workshops in the former Soviet States, the ASEAN States, and the Middle East.

He invited delegations that had voted against any of the draft resolutions to put themselves in the position of the Arab civilians in the Occupied Palestinian Territory and the occupied Syrian Golan for just one day in order to understand their terrible suffering at the hands of barbaric settlers whose actions would eliminate any hope of a just and comprehensive peace.

It should be noted that the Report of the United Nations Secretary-General pursuant to paragraph 2 of Security Council resolution 808 (United Nations document S/25704, 3 May 1993, para. 35, p. 9) stated that “[T]he part of conventional international humanitarian law which has beyond doubt become part of international customary law is the law applicable in armed conflict as embodied in: the Geneva Conventions of 12 August 1949 for the Protection of War Victims; the Hague Convention (IV) Respecting the Laws and Customs of War on Land and the Regulations annexed thereto of 18 October 1907; the Convention on the Prevention and Punishment of the Crime of Genocide of 9 December 1948; and the Charter of the International Military Tribunal of 8 August 1945” [reference to footnotes omitted – the UNESCO Secretariat].

One of the key differences of X-ray sterilization versus E-beam sterilization is the ability to sterilize products directly on pallets with excellent dose uniformity.

Mr. Verdonik summarized the survey results, noting that some States had indicated that their airlines, which serviced both domestic and international markets, said that foreign suppliers provided the halon to fill the fire extinguishers in their fleets and that some States were unaware of any company that recycled halon for aviation fire extinguishers within their country, and therefore, on the basis of those initial replies, it was likely that many States depended on the availability of halon in the few countries that supplied the aviation industry as a whole, and not on stocks within their own States.

For the downstream enterprises the project will provide the replacement of all foam dispenser equipment; installation of a safety system and gas monitoring including safety control panel, ventilation systems for the storage, dosing and foaming areas, safety systems for the foaming line with sensors and alarm devices, one fire extinguishing system, the electric grounding of all equipment and the development of proper safety procedures; trials, training and safety audits.

UNICEF is also strengthening partnerships in malaria with the World Bank, the US President’s Malaria Initiative, the Global Fund to Fight AIDS, Tuberculosis and Malaria, Malaria No More and UNITAID.

The Commission also noted the reservations of the European Community and Norway on MRLs for carbaryl (008) in citrus fruit; fusilazole (165) in edible offal, apples and pear; dimethoate (027) in peppers and lettuce; malathion (049) in wheat; methomyl (094) in grapes and tomato; cypermethrins (118) in cauliflower, scarole, apples and peaches; and cyhalothrin (146) in apricots, broccoli, cauliflower, cabbage head, milk, nectarines, peaches, tomatoes, peppers sweet, and corn for reasons presented in CAC/32 LIM/16.

With regard to disarmament, demobilization, repatriation, resettlement or reintegration, the mission recommended that MONUC enhance the United Nations multidimensional strategy to address FDLR outlined in my last report (S/2009/623), including by considering a commander incentive programme targeting mid- to high-level FDLR commanders who are not implicated in the genocide or accused of having committed atrocities against civilians in the Democratic Republic of the Congo.

5. The carrier shall not be liable for loss of or damage to goods that occurs during the time that they remain undelivered pursuant to this article unless the claimant proves that such loss or damage resulted from the failure by the carrier to take steps that would have been reasonable in the circumstances to preserve the goods and that the carrier knew or ought to have known that the loss or damage to the goods would result from its failure to take such steps.

The results of the current session of the Disarmament Commission must also strengthen the plan of action adopted at the 2010 NPT Review Conference to convene a conference in 2012 on the establishment of a Middle East zone free of nuclear weapons as well as of other weapons of mass destruction, in implementation of the 1995 resolution on the Middle East.

24. There are three annexes to the audit report: Annex I contains the halon 1301 2008 Verification Data Summary, which includes data, by year, on the halon 1301 quota, production sales and stocks, the HCFC-22/halon 1301 ratios and bromine/halon 1301 ratios, the monthly halon 1301 Production and Raw Material Consumption (HCFC-22 and bromine), a summary of sales of halon 1301 as an extinguishing agent and as feedstock in 2008; Annex II is a financial verification of 2008 halon production and consumption in China; and Annex III is a letter of confirmation from the Government of China confirming the status of production of halon 1211 in China.

Through its network of botanical gardens, state-of-the-art research and horticulture complexes, and living and resource collections, the organization’s purposes are to: (a) establish, develop, operate and maintain an educational and scientific centre with libraries, herbaria, laboratories and museums to encourage and conduct research in basic and applied tropical botany; (b) foster and encourage fundamental research in tropical plant life and study the uses of tropical flora in agriculture, forestry, horticulture, medicine and other sciences; (c) share knowledge acquired relative to basic and applied tropical botany through publications and other media; (d) collect and cultivate tropical flora and to preserve species of tropical plant life threatened with extinction; and (e) provide a facility which contributes to education, instruction, and recreation.
