I should like first to pay tribute to the Secretary-General, Mr. Ban Ki-moon, for ensuring that development issues are a top priority in the Organization’s programme of action.

As we have heard today and seen in the letter (see S/2011/118, annex) from Foreign Minister Rassoul to Secretary-General Ban Ki-moon, the Government of Afghanistan is increasingly and legitimately demanding to lead all aspects of governance, development and efforts to achieve peace.

The implementation and achievement of the Millennium Development Goals and the United Nations reform agenda dominated the debate of the General Assembly, which was also marked by the appointment of Mr Ban Ki-moon,former Foreign Minister of the Republic of Korea, as Mr Kofi Annan’s successor.

I wish to acknowledge the presence of the Secretary-General, His Excellency Mr. Ban Ki-moon, at today’s meeting.

In line with the provisions of this resolution, the Turkish armed forces are prepared to give trainingto prospective peacekeepers within AMISOM in Turkey, as outlined in the letter of His Excellency Abdullah Gül, President of the Republic of Turkey, to His Excellency Ban Ki-moon, dated 29 December 2008.

I would also like to express our thanks to your predecessor, His Excellency Mr. Ali Treki, for his tireless work in the previous session, and our appreciation to the Secretary-General, His Excellency Mr. Ban Ki-moon, for his efforts in promoting the role of the United Nations and the realization of its objectives.

I have listened attentively to the statements made by Under-Secretary-General Valerie Amos, Assistant Secretary-General Ivan Šimonović and Mr. Philip Spoerri on behalf of the International Committee of the Red Cross.

I also thank His Excellency Secretary-General BanKi-moon for his comprehensive special report on Somalia (S/2012/74), and Mr. Augustine Mahiga, the Special Representative of the Secretary-General for Somalia, for his thorough briefing on the situation in Somalia.

I also thank Under-Secretary-General Lynne Pascoe for his briefing, and renew our appreciation to Secretary-General BanKi-moon for his efforts to uphold the Charter and the principles of United Nations resolutions aimed at realizing a peaceful, just solution to the question of Palestine.

In New York, events included an art exhibition by the renowned artist Yoko Ono at United Nations Headquarters, attended by representatives of UN-Women Michelle Bachelet and Monika Bihlmaier, its Director and Africa programme specialist, respectively. A conference organized by the First Lady and Michelle Bachelet brought together such prominent guests as Lord Raj Loomba, creator of the Loomba Foundation, a British charitable organization that has been campaigning for widows since 1997, and its President, Cherie Blair, wife of the former British Prime Minister; Amir Dossal, Executive Director of the United Nations Office for Partnerships, and Ban Soon-taek, wife of Secretary-General Ban Ki-moon.

We would like to reiterate our support for theSecretary-General, Mr. Ban Ki-moon, the United Nations agencies such as the United Nations Development Programme (UNDP) and UNICEF for their efforts to enhance the benevolent work they do for the world and Papua New Guinea.

Canada and the NPDI are determined to support further progress towards FMCT negotiations, and appreciate the political capital which Secretary-General Ban Ki-Moonhas personally contributed to this goal.

As Secretary-General Ban Ki-moonsaid this year on Human Rights Day, the Universal Declaration of Human Rights applies to all human beings without exception and violence will end only when we confront prejudice.

I also convey mythanks to Secretary-General Ban Ki-moon for being here today and for his statement, as well as to the Chairperson of the Peace Building Commission and Ms. Sarah Cliffe, representative from the World Bank, for their reports on their respective areas of responsibility.

The European Union welcomes the wish of the Afghan Government to take the lead in the transition process and the overall development of Afghanistan, as recently expressed in the letter of the Minister for Foreign Affairs, Mr. Rassoul, to Secretary-General Ban Ki-moon (S/2011/118, annex).

I would also like to express appreciation to the Secretary-General, His Excellency Mr. Ban Ki-moon, for his pioneering efforts on this issue and for his report on the prevention and control of non-communicable diseases (A/66/83), which provided important inspiration for the Political Declaration we have adopted (resolution 66/2, annex).

During the same period, the Secretary-General of the United Nations, Mr. Ban Ki-moon,the chairpersons of the Burundi configuration of the Peacebuilding Commission, Mr. Peter Maurer and his successor Mr. Paul Seger, as well as Ms. Judy Cheng-Hopkins, Assistant Secretary-General and head of the Peacebuilding Support Office, visited Burundi.
