As at 7 May 2012, 183 Member States have already made payments to almost fully fund the reserve, leaving a balance due of $8,785.

The Section is currently operating at full capacity and with the increased dialogue between the opposing sides, it requires an additional national General Service post for a Civil Affairs Assistant to work directly with the local level district administration and village councils towards improved administration of the buffer zone, where civilian activities are being supported by UNFICYP.

The verification of the 2006 CTC production shows that a significant decrease in the CTC inventory of the feedstock users took place in 2006, and since there was rather tight control of CTC sales in India it could be assumed that the feedstock users would have first of all used up the 2005 inventory before acquiring additional quantities to meet their demand.

Being assured of $400,000 for capacity-building in physics and mathematics from an extrabudgetary source during the biennium, the Director-General as an exception decided to use an equivalent amount to respond to the immediate need of SESAME from funds earmarked for UNESCO’s regular contribution to the International Centre for Theoretical Physics (ICTP) in Trieste.

The net decrease reflects reductions under most objects of expenditure, including $242,800 under consultants, mainly as a consequence of the increased use of in-house expertise, where possible; $104,700 under experts, resulting mainly from concerted efforts to combine meetings or reduce the number of experts and the duration of meetings, whenever possible; $121,200 under travel of staff, mainly attributable to increased utilization of video conferencing, combining trips and/or reducing the duration of travel as much as possible; $460,800 under contractual services, primarily owing to increased utilization of electronic means of disseminating publications; $111,000 under furniture and equipment, reflecting reduced requirements for the replacement of furniture and office equipment resulting from extending the lifespan of furniture and equipment; and $781,600 under grants and contributions, mainly owing to the termination of the contract with the International Computing Centre.

Regarding women’s rights, it was reiterated that Afghanistan had ratified the Convention on the Elimination of All Forms of Discrimination against Women and had in place a law to protect women from violence, in conformity with the Convention, in order to give women an appropriate share in the Government and social life in Afghanistan.

For budget lines with relatively small amounts, minor variations in the budget may give a large deviation in the “expenditure rate”, even though the impact of such a deviation is negligible in absolute terms.

In this context, it was suggested that both States Parties and the broader implementation community need to make sure that this actually happens, including moving beyond the general discussions of how to ensure that girls, boys, women and men have equal access to the resources generated through implementation of the Convention, and, by asking why progress has been so slow.

While expressing their satisfaction that the new programme management cycle now allows not only a top-down but also a bottom-up interaction which is expected to give a more important role to field offices and National Commissions in the design of the next programmes and budgets, participants unanimously stressed that cluster and regional consultations for the purpose of the preparation of the C/5 document or for any issue considered to be part and parcel of UNESCO’s core business shall not be funded from the Participation Programme but from other sources under the regular programme (see resolution adopted by the Consultation which is attached as Annex III).

In the context of education, activities focus on the following areas: (a) violence against children as a follow-up to the recommendations contained in the World Report on the Violence against Children (2006), with an added emphasis on gender dimensions of such violence, the role of religion and culture in its prevention, and the promotion of non-violent, participatory practices and support services; (b) inclusive education, with the aim of promoting an educational system that answers the needs of a diverse group of pupils, paying particular attention to the excluded and marginalized; (c) governance and inequality, looking at how good governance in education can reduce disparities based on wealth, location, ethnicity, gender and other grounds; (d) textbook revision to promote peace-oriented approaches taking into account new education challenges related to quality.
