Reduced resource requirements under military and police personnel ($97,300) are attributable primarily to the deployment of seven United Nations police officers from September 2011 to February 2012 compared with the budgetary provision for full deployment of eight police officers during the 2011/12 financial period, as well as lower cost of travel for deployment, rotation and repatriation, and reduced actual requirements for death and disability compensation claims (see A/66/777, para. 6).

(e) Expand the peacekeeping mission to its full strength of 19,555 military, 3,772 police officers, 19 formed police units, each of 140 personnel, and an appropriate civilian component as rapidly as possible.

Secondly, a fully occupied staffing structure would not allow the application of the Lapse Factor principle, i.e. a reduction of staff costs assuming a staff turnover of 5% would no longer be feasible.

Although the capacity envisaged is 24 cases per year, it should be noted that after about 20 cases, depending on the number of accused per case, the new prison would be full, and prosecutions could only continue on the basis of a functioning prisoner transfer arrangement with Somalia.

Conscious that the Seychelles Montagne Posée prison, the Seychelles’ single prison, is functioning under almost full occupancy and that a number of issues are impacting on the living standards as well as on the security and safety of staff and inmates, ranging from poor infrastructure, substandard materials, understaffing and lack of training not withstanding past mismanagement, the Government of Seychelles, with the assistance of the international community through UNODC, has taken actions to notably upgrade the existing detention premises, improve security and management standards, extend specialized training support to all staff, provide rehabilitation sessions for the detainees and build a 60-cells high-level security prison for the detainment of highly dangerous criminals, including pirates.

A, paragraph 7, of its resolution 65/245, the General Assembly recognized the importance of meetings of regional and other major groupings of Member States for the smooth functioning of the sessions of intergovernmental bodies, and requested the Secretary-General to ensure that, as far as possible, all requests for conference services for the meetings of regional and other major groupings of Member States were met and to inform the requesters as early as possible about the availability of conference services, including interpretation, as well as about any changes that might occur before the meeting.
