Members requested the Administration to ensure that: (a) the design of the Project should incorporate appropriate measures to maximize the use of renewable energy and promote energy efficiency; (b) the new facilities for the Project would be constructed further away from the riverside in order to provide a larger green area along the Shing Mun River for public enjoyment; (c) adequate sports and ancillary facilities and barrier-free access would be provided for disabled athletes in the redeveloped HKSI; and (d) training facilities for cycling would be provided following the demolition of the outdoor velodrome at Fo Tan venue to make way for the construction of the new multi-purpose building.

China's coal chemical industries could bring the advantages of abundant coal resources into play, make up for the insufficiency of domestic oil and gas resources, satisfy the demand for chemical products, impel the development of coal chemical industry with pure electric power, safeguard energy security, and facilitate the economic sustainable development.

Given that trading in charcoal from the southern and central areas of Somalia, which are currently controlled by Al-Shabaab, could be interpreted as violating the Somalia sanctions regime, the Sanctions Committee pursuant to resolutions 751 (1992) and 1907 (2009) may consider explicitly banning the export of charcoal via Kismaayo and other ports controlled by Al-Shabaab.

The ultimate goal of such a transition must be to improve energy efficiency and reduce reliance on fossil fuels, especially oil and coal, and to increase reliance on renewable sources of energy, especially wind, solar and advanced (non-food) biofuels.
