2.3.26.3.1 Constructing the CWB as an immersed tube tunnel, without reclamation over the top of it, will result in problems associated mainly with the fact that the tunnel structure will be above seabed level (it is assumed that this is what Mr. Lok refers to as “partially submerged tubes”).
