In the course of consultations with key constituencies (Member States, United Nations and academia) around the desirability of preparing a draft universal declaration of ethical principles in relation to climate change, it became clear that significant work is needed on the upstream clarification of basic ethical principles, including but not limited to climate change issues, along with downstream development of practical policy tools.

(e) The Review Conference reaffirm the fundamental principle of compatibility contained in the United Nations Convention on the Law of the Sea and set out in article 7 of the Agreement, with specific reference to the high seas and the necessity of not applying measures in the high seas that might undermine the efficacy of the measures applied to straddling fish stocks and highly migratory fish stocks by the coastal State.

The Charter of the GCC states that the basic objectives are to effect coordination, integration and inter-connection between member States in all fields, strengthening ties between their peoples, formulating similar regulations in various fields such as economy, finance, trade, customs, tourism, legislation, administration, as well as fostering scientific and technical progress in industry, mining, agriculture, water and animal resources, establishing scientific research centres, setting up joint ventures, and encouraging cooperation of the private sector.

Also at its sixty-sixth session, the General Assembly held its first discussion on sustainable tourism and sustainable development in Central America and recognized the need to promote the development of sustainable tourism, in particular through the consumption of sustainable tourism products and services, and to strengthen the development of ecotourism, taking into account the declaration of 2012 as the Year of Sustainable Tourism in Central America, while maintaining the culture and environmental integrity of indigenous and local communities and enhancing the protection of ecologically sensitive areas and the natural heritage, and to promote the development of sustainable tourism and capacity-building, taking into account the need to address, inter alia, the challenges of climate change and the need to halt the loss of biodiversity (resolution 66/196).
