The Director-General noted on this occasion that “Never has the IOC been so necessary as today” and recalled that IOC has a fundamental role in addressing challenges such as identifying and protecting marine biodiversity, monitoring global climate change and coordinating tsunami warning systems.

UNESCO’s intergovernmental and international scientific programmes (IGCP, IHP, IOC, MAB and MOST) will seek to achieve a better coherence, the realization of synergies and a more effective coordination.

On the issue of climate change, UNESCO was urged to use the extensive knowledge gained from its longstanding environmental programmes (MAB, IHP, IOC and IGCP) and its unique mandate in the United Nations system with regard to the social and human sciences to assist developing countries, particularly in Africa, to formulate policies and strategies for adaptation to climate change.

Some respondents pleaded that IOC should be provided more financial and human resources to strengthen its work with regard to the preservation of marine ecosystems, the sustainable utilization of marine resources and the development of comprehensive marine disaster prevention measures and warning systems.

In addition to these organization-wide evaluations, there are a series of “internal” evaluations listed in 30 C/5 covering different areas in the Science Sector, including IHP and IOC which are under way and will be completed soon.

One Member State invited UNESCO, in preparing the next C/5 document, to analyse and articulate its comparative advantages, especially with respect to its successful environmental science programmes, such as IOC, IHP and MAB.

Nevertheless, while many coastal developing countries have established institutes or centres for oceanography and/or marine scientific research, the undertaking of marine scientific research and the acquisition of marine data require large and expensive facilities, such as research ships, powerful computers and the sophisticated instruments required for sampling and monitoring the ocean.

IOC will contribute to the 10-year plan to build the integrated Global Earth Observation System of Systems (GEOSS), proposed at the Earth Observation Summit (EOS), designed to collect data and deliver information services for ocean and coastal management.

Several questions and comments were raised by the members of the Bureau on issues related to the 36 recommendations, such as: relation of IHP with IGBP, the Humid Tropics Centre in Africa, the status of the national programme officer for hydrology in Dakar, relations with the Global Environment Facility (GEF), communication issues, use of isotopes in sediment transport, terminologies such as transboundary groundwater resources, strengthening collaboration at the national level between the corresponding National Committees of IHP, MAB, IGCP, IOC and MOST, preparation of the Kovacs Colloquium, the IHE initiative, internal and external coordination with relevant bodies, governance of the IHP, and the outcome of the 1999 Libya Conference.

Under the leadership of the Director-General, UNESCO, through its Intergovernmental Oceanographic Commission (IOC), is supporting the Secretary-General’s initiative on oceans focusing on improving the United Nations approach to oceans, in particular through the strengthening of United Nations activities, and the possible formulation of related proposals for consideration by Member States at the United Nations Conference on Sustainable Development, to be held in Rio de Janeiro, Brazil, from 4 to 6 June 2012 (UNCSD, Rio+20).
