This insecurity is the result of the continued illegal occupation of the Palestinian territory by the State of Israel, the continuation of the unlawful blockade of the Gaza Strip, the unlawful settlement activities within the occupied territories of Palestine, the failure to address the legitimate right of return of Palestinian refugees in the diaspora, as well as the continuation of retaliatory Qassam rocket attacks from the Palestinian territory into Israel.

For the remaining part of the 2002-2003 biennium, the plan is to continue the implementation of the project, to analyse the results of Phase I activity reports, to organize the second subregional strategic workshop in Phnom Penh and a special session “urban poverty and rural-urban migrations in China” during the 36th World Congress of the International Institute of Sociology, in Beijing.

At its resumed sixty-fourth session, the General Assembly reaffirmed the commitment by all States to establish a monitoring mechanism to follow up on all commitments related to the development of Africa, as contained in the political declaration on Africa’s development needs; reaffirmed its full support for the implementation of the New Partnership for Africa’s Development, and its commitment to the full implementation of the political declaration on Africa’s development needs; and requested the Secretary-General to submit a comprehensive report on the implementation of the resolution to the Assembly at its sixty-fifth session on the basis of inputs from Governments, organizations of the United Nations system and other stakeholders in the New Partnership (resolution 64/258).

These include proposals for the establishment of (a) 13 Safety and Security posts under section 35, comprised of 5 General Service (Other level) posts in Geneva to implement a necessary canine unit and lead crisis management training, and 8 General Service (Local level) posts in Addis Ababa to support the security control centres, (b) 4 General Service (Other level) posts under section 24 to provide administrative and clerical support to the Human Rights Council and the treaty bodies, including the Committee on Enforced Disappearances and the Subcommittee on Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment, (c) 2 General Service (Other level) posts to support the International Court of Justice and (d) 2 General Service (Local level) posts in UNTSO to provide transportation services across international borders.

We must recognize that Sierra Leone would not be where it is today without the contributions of its paramount chiefs and other traditional leaders, of its Muslim and Christian religious leaders, of its diverse and active civil society, of its women’s organizations, of its often courageous journalists and of the country’s artists, above all its musicians.
