A bill was also currently being drafted to harmonize the competencies of the national human rights institution with those of the parliamentary commissioner for prisons.

Target groups supported within the framework of state housing policy include lessees deprived of privatisation rights during the ownership reform, children and young people without parental care, disabled people, elderly people, families with many children, persons released from prison and persons under probation supervision, homeless people, cooperative societies and communities, and specialists dealing with planning and development of residential environment.

The Pact’s four strategic areas call for activities such as (a) construction and renovation of and provision of new equipment for women’s services referral centres, shelters, specialized women’s police stations, special domestic and family violence against women courts and women’s ombudsmen’s offices; (b) training of professionals in the network of services for women in situations of violence; (c) support for initiatives aimed at preventing violence against women and strengthening respect for the human rights of women prisoners; (d) expansion and consolidation of the women’s services hotline, Llame 180; (e) promotion and implementation of campaigns for preventing and combating violence against women; (f) implementation of the National Trafficking in Persons Policy; and (g) teacher training in non-discriminatory content.

Israel’s violations of international law, human rights law and international humanitarian law have been increasing, as manifested by many practices, such as the detention of 10,000 Palestinians in Israeli jails and detention facilities without any legal grounds; the continued construction of the racist separation wall, in defiance of the advisory opinion of the International Court of Justice; the tight siege of the Gaza Strip, contrary to Security Council resolution 1860 (2009) and General Assembly resolution ES-10/18; the barriers and checkpoints in the West Bank; the Jewish loyalty oath instituted by the Israeli Cabinet to isolate the Arab-Israel population in Israel; the recent Knesset legislation setting stringent new conditions on any withdrawal from the occupied Arab territories annexed to Israel except through a referendum or the approval of a two-third majority of the Knesset; and many other violations that time will not permit us to list.

UNAMID has made significant strides towards full deployment and, during the 2011/12 period, will focus on the following priorities: (a) the protection of civilians, ensuring safe, timely and unhindered humanitarian access, and ensuring the safety and security of humanitarian personnel and activities; (b) the promotion of the peace process and implementation of a comprehensive agreement and sustained ceasefire, once achieved; (c) support related to the rule of law, including the strengthening of the judiciary and prison system, and through human rights and gender capacitybuilding; and (d) the early recovery and reconstruction assistance, through the provision of area security for the United Nations country team and other humanitarian partners.

It appeared to the delegation that this was part of a wider system, in which the staff as well as the leading members of the prisoner hierarchy gained from the daily transactions of prison life.

The State party should further develop and strengthen ongoing educational programmes to ensure that all officials, including judges and prosecutors, public inspectors of places of detention, law enforcement personnel, security officers, members of the Village Guards and prison and immigration officials, are fully aware of the provisions of the Convention, the absolute prohibition of torture and that they will be held liable for any actions in contravention of the Convention.

Most of the children come from families where the parents have been arrested for major crimes or are presently serving jail sentences, have been misplaced or are victims of severe abuse.

Moreover, he submitted that the seriousness of the crime with which he was charged, the fact that those responsible for committing the crime at the time of his escape had not been arrested and the prospect of being sent back to the prison from which he had escaped would expose him to a foreseeable, real and personal risk of torture in Mexico.

The Czech Republic had made a recommendation on the training of prison wardens, Egypt on the application of the penal code and its conformity with international human rights standards, and Japan on refugees and displaced persons.

(c) Improvement in the capacity of Chadian authorities in eastern Chad, including national law enforcement agencies, the judiciary and the prison system to provide the necessary security for refugees, internally displaced persons, civilians and humanitarian workers with respect for international human rights standards.

The State party should also take measures to guarantee that all occurrences of injury and death in prisons and detention centres are duly investigated and to ensure compliance with court orders mandating the closure of some of these centres.

The Committee notes the author’s argument that legal remedies in Côte d’Ivoire are in fact not available due to the lack of independence of the judiciary, that he has been personally threatened since he left prison by members of the security forces, that those threats prevented him from taking the matter to court as such action would draw the attention of the authorities and therefore endanger his life, and that the author consequently had to flee to Morocco, where he was granted refugee status.

The following topics and themes were also proposed for pursuit in an intersectoral and interdisciplinary manner in document 35 C/5: fight against poverty; inclusive education; arts education; education in the context of prisons; water and environment – including desertification and climate change; media education and introduction of ICT in curricula; preventive education, to address not only HIV and AIDS but also malaria and other pandemic diseases; scientific and technological education for all; strengthening of research systems; preservation and promotion of traditional local knowledge; intellectual property; world heritage conservation; culture for sustainable development and ecotourism; preservation of documentary heritage; and intercultural dialogue.

They are divided into several general areas: community outreach; charting ideological developments and countering extremist messages; and improved prison and post-release monitoring.

Prison authorities shall encourage and, where possible, also facilitate visits to women prisoners as an important prerequisite to ensuring their mental well-being and social reintegration.

Where children are allowed to stay with their mothers in prison, awareness-raising on child development and basic training on the health care of children shall also be provided to prison staff, in order for them to respond appropriately in times of need and emergencies.

More than 380 Palestinians were arrested several hundred others detained, especially at checkpoints and including children, adding to the thousands of Palestinian civilians still in Israeli jails and detention centres.

For example, UNODC has developed the police training curriculum with the National AIDS Control Programme and supported training for police forces in Afghanistan; designed and tested a model training programme on HIV in prisons for penitentiary health staff in Panama; conducted the training of over 1,600 police officers in Myanmar; facilitated training of over 120 prison staff in establishing a supportive environment in prison settings in 12 provinces in Indonesia; and supported HIV counselling and testing and antiretroviral therapy adherence counselling to both prisoners and prison staff in most of the prison clinics in Namibia.

Previous employment or engagement in an activity equal to work is not required of an unemployed person who, for at least 180 days during the twelve months prior to registration as unemployed raised, as a parent or a guardian, a child of up to 18 years of age with a moderate, severe or profound disability, a child under 8 years of age or a child of 8 years of age until the child completed year one at school; or of a person who, for at least 180 days during the twelve months prior to registration as unemployed was under in-patient treatment, cared for a sick person, a person who is permanently incapacitated for work or an elderly person, or received a caregiver’s allowance under the Social Benefits for Disabled Persons Act or under the Social Welfare Act, was unemployed due to declaration as permanently incapacitated for work, or held in custody or served a sentence in a prison or house of detention.

They included situations where prisoners controlled prisons and the need to prevent and end such situations; the need to undertake systematic studies of vigilante killings in order to take context-specific and focused action to prevent and end them; and a proposal to convene an expert consultation to discuss the current and potential human rights applications of new technologies and the risks and obstacles to their effective use.

The Ministry is working to codify legislation that takes account of constitutional and international provisions on human rights (Nationality Code, act on people living with HIV/AIDS), the need to improve the functioning of the courts (act on personal status courts, act instituting judges responsible for the execution of sentences, legislation being developed to change the Supreme Court to a court of cassation, decree on the status of prison officials, etc.) and to revitalize the work of the members of the judiciary (Status of the Judiciary Act) with the aim of improving the efficiency of the legal system and access to justice.

Developing and implementing strategies, in consultation with mental health-care and social welfare services, to prevent suicide and self-harm among women prisoners and providing appropriate, gender-specific and specialized support to those at risk shall be part of a comprehensive policy of mental health care in women’s prisons.

The considerations that would affect this timeline would include: negotiations between the Somali authorities and the host State for the establishment of the court; the need for a Somali constitutional and legislative basis for the extraterritorial court; the need for Somali criminal and procedural legislation for the conduct of piracy prosecutions; negotiations between naval States, the Somali authorities and the host State for the transfer of suspects; the training of Somali judges, prosecutors and other legal professionals, and possible recruitment of international experts; the need to find suitable premises, to construct or refurbish courtrooms and detention facilities, and to put security arrangements in place; and the need to ensure that sufficient prison capacity to international standards is available in Somalia.

The main attention of Ms. Suslova’s work addresses women’s human rights advocacy at the international level (CEDAW, Platform for Action) and national documents, training on gender sensitivity (NGOs, students, etc.) and gender mainstreaming (MPs and Parliament staff, ministries, governmental officials, etc.), gender analysis of legislation (equal opportunity law, domestic violence law, labour code, public health system, education, penitentiary system), consultations on individual cases of gender discrimination, preparing publications on women’s human rights and gender equality.
