Mr LEUNG was also of the view that the proposal of identifying candidates for the post through an open and global recruitment might not be appropriate, as the post-holder would have access to highly confidential and sensitive information and strong commitment to protecting the interests of Hong Kong would be a prerequisite, especially during times when Hong Kong's financial market was facing challenges from overseas hedge funds or corporate snipers.

We do hope that Azerbaijan will revisit its decision to reject the call from the Minsk Group Co-Chairs for the removal of snipers from the line of contact and consolidation of the ceasefire, allowing the situation to calm down and saving many civilian lives that fall victim to indiscriminate fire in the area.

The IDF’s defense plan for this area needed to meet three serious threats to the safety and security of the IDF troops: the firing of anti-tank and RPG missiles on IDF positions; sniper fire; and infiltration of terrorist operatives into the immediate vicinity of the forces in order to plant and detonate explosive devices, including by suicide bombers.

The convoy also had 5 magazines for AK type assault rifles, 2 magazines for G36, 2 magazines for FN FAL, 4 magazines for Dragunov as well as 1 infrared sight.

The successive provocations at the line of contact by the armed forces of the Azerbaijani side, regular impediments of the monitoring activities of the Personal Representative of the Chairman-in-Office of the Organization for Security and Cooperation in Europe (OSCE) and the rejection of the proposal of the OSCE Minsk Group Co-Chair countries on pulling back the snipers and fostering the ceasefire regime are resulting in new human casualties.

As I informed you in my letter dated 11 March 2011 (A/65/780-S/2011/132), on 8 March 2011, as a result of the ceasefire violation by the armed forces of the Republic of Armenia, Fariz Badalov, a nine-year-old resident of the village of Orta Garvand of the Agdam district of the Republic of Azerbaijan, was shot dead by an Armenian sniper.

A serving member of the Eritrean Defence Force described the consignment as comprising 99 12.7-mm heavy machine guns, 12 60-mm mortars, 36 82-mm mortars, 48 anti-tank wire-guided missiles and 29 sniper rifles.

He had been shot by an unidentified sniper close to the Muhajirin park.

Moreover, academic activity has been disrupted in some universities, in Idlib and Homs, and life as a whole has been disrupted by the presence of large crowds of armed men bristling with ultra-modern weapons, who have set up road blocks and shelled urban districts with mortars and rocket-propelled grenades, using state-of-the-art sniper rifles and extremely advanced weapons.

Over the course of the current session of the General Assembly, the representative of Azerbaijan to the United Nations has circulated a number of propaganda papers full of misinformation and falsifications, including the baseless allegation of a killing by an Armenian sniper of a 9-year-old Azerbaijani child as a result of the ceasefire violations.
