Highly visible contrasts have emerged between up-market gentrified and suburban areas and tenement zones, ethnic enclaves and ghettos, as well as between areas designed for the advanced service and production sector and luxury retail and entertainment and older areas of declining industry, sweatshops and informal businesses.

In the most recent submissions to the Trial Chamber regarding this longstanding issue, the Office of the Prosecutor has maintained its position that documents have not been provided or accounted for and areas of investigation have not been adequately pursued.

However, it notes with deep concern that, in practice, the inclusion strategy is not equally implemented in schools; rules relating to the number of children in mainstream schools and to the management of inclusive classes are commonly breached; and schools are not equitably distributed between regions of the same governorate.

These initial structural arrangements for Dakar follow-up were not fully implemented; what emerges most clearly from the Strategic Review process is the need to revisit the challenges of intra-sectoral and intersectoral coordination, team building among the constituent elements (Headquarters, institutes, field offices) making up UNESCO’s educational capacity, and, in particular, better integration and complementarity in UNESCO’s programme and coordination work regarding EFA.

While the Committee notes that some of its previous recommendations (CRC/C/AZE/CO/2) have been followed, it is concerned that many have not been addressed, particularly the recommendations regarding legislation, independent monitoring, a national plan of action, non-use of the international definition of a live birth, the absence of family-like alternative care for children deprived of a family environment, children with disabilities, and the administration of juvenile justice.

The Committee also emphasized that the recommendation adopted at its forty-ninth session, which was endorsed by the General Assembly in its resolution 64/229, on the need to enhance its coordination role through improved cooperation with the Joint Inspection Unit, among other United Nations entities, in order to increase planning efficiency and to prevent duplication of efforts within the United Nations system, has not been fully implemented.

The Fund Secretariat recommends blanket approval for the request of UNIDO for project preparation for investment projects as part of the HPMP in Croatia at the level of funding in Table 1 of this document on the understanding that no further funding for project preparation to meet the 2013 and 2015 control measures for the foam sector would be approved by the Executive Committee.
