Under operational costs, the reduction of $405,400 in resource requirements is attributable to: (a) the cancellation of engineering projects under facilities and infrastructure, such as the construction of a new entrance at the Mission’s headquarters compound in Pristina; (b) restrictions in official travel, in particular for training and participation in conferences, purchasing tickets at least two weeks in advance and requesting United Nations agencies to participate in facilitation meetings on behalf ofUNMIK incountries where United Nations agencies are present; (c) postponement of the planned outsourcing contract for heavy vehicles repair and maintenance under ground transportation; (d) lower actual expenditure related to training consultants and lower cost of travel for the consultants on the Human Rights Advisory Panel; and (e) reduced requirements for medical supplies (see A/66/777, para. 9).

In 20082009, these initiatives entailed very limited financial implications, principally for feasibility studies, the preparation of project proposals orselected pilot activities, including for the creation of a international Biomics (genomics, proteomics and bioinformatics) centre at the Weizmann Institute of Science in Rehovot proposed by the Israeli National Commission; the establishment in Tbilisi (Georgia) of a Caucasian Institute of Biotechnology; the development of the activity of the International JINR Benchmark Centre for training of young researchers from developing countries; the preliminary proposal by the Russian Federation for a UNESCO satellite science education project; the International Year of Chemistry in 2011 proposed by Ethiopia and other Member States; and the foundation of the IBSP cluster of UNESCO Chairs.

In this context, it should be pointed out that, at the ninth Summit of the Bolivarian Alliance for the Peoples of Our America and the Peoples’ Trade Agreement, held in Caracas, Bolivarian Republic of Venezuela, on 19 April 2009, the Heads of State and Government of Antigua and Barbuda, the Plurinational State of Bolivia, Cuba, Dominica, Ecuador, Nicaragua, Saint Vincent and the Grenadines, and the Bolivarian Republic of Venezuela demanded once again that the United States Government should immediately and unconditionally lift the economic embargo against Cuba, as universally urged by the international community and in particular by the peoples and Governments of Latin America and the Caribbean.

During this session, the SHS and SC Commissions also examined the resolution contained in document 35 C/COM SC/DR.3 (submitted by Australia, Bahamas, Barbados, Fiji, Germany, Grenada, Haiti, Jamaica, Kiribati, Mauritius, Nauru, New Zealand, Norway, Palau, Papua New Guinea, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Samoa, Seychelles, Solomon Islands, Timor-Leste, Tonga, Tuvalu and Vanuatu, and co-sponsored by Bahrain, Benin and Dominican Republic), calling upon Member States and Associate Members, non-governmental organizations in official relations with UNESCO, and the Director-General to take a set of actions in relation to SIDS and Global Action on Climate Change.

At the 39th meeting, on 28 July, the representative of Saint Kitts and Nevis, on behalf of Algeria, Antigua and Barbuda, China, Cuba, Dominica, Fiji, the Gambia, Grenada, Guyana, Jamaica, Nicaragua, Papua New Guinea, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Samoa, Sierra Leone, Solomon Islands, Suriname, the Syrian Arab Republic and Venezuela (Bolivarian Republic of), introduced a draft resolution entitled “Support to Non-Self-Governing Territories by the specialized agencies and international institutions associated with the United Nations” (E/2009/L.26).

Subsequently, Andorra, Angola, Antigua and Barbuda, Bangladesh, Bolivia, Brazil, Burkina Faso, Burundi, Cambodia, Canada, the Central African Republic, the Congo, Dominica, Ecuador, Eritrea, Ethiopia, Fiji, Georgia, Grenada, Guyana, Iceland, Liechtenstein, Malawi, Nicaragua, the Philippines, Rwanda, San Marino, Saint Vincent and the Grenadines, Swaziland, Togo, Turkey and Zambia joined in sponsoring the draft resolution.

The cross-cutting theme project, “Youth poverty alleviation through tourism and heritage (Youth PATH)”, is successfully involving young people, primarily in rural communities in Barbados, the Bahamas, Belize, Dominica, Grenada, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines and Suriname, in sustainable community tourism and the preservation of cultural andnatural heritage sites.

During the reporting period UNMIK facilitatedKosovo’s participation in three Central European Free Trade Agreement meetings; six Energy Community meetings; one negotiation meeting on the establishment of a Transport Community; one meeting of the South-East Europe Transport Observatory, seven meetings of the United Nations Economic Commission for Europe; four meetings of the Regional Cooperation Council; one meeting of the Organization for Economic Cooperation and Development Investment Compact for South-East Europe (SEE) Investment Committee; one Committee meeting of the Regional School for Public Administration (RESPA) Committee and one meeting of the European Aviation Safety Agency.

Following the request made by Serbia in 2005 in its initial report on the implementation of the International Covenant on Economic, Social and Cultural Rights, the Committee on Economic, Social and Cultural Rights had requested the United Nations Interim Administration Mission in Kosovo (UNMIK) to provide information on the implementation of the Covenant in Kosovo and Metohija.

In response to the intervention by the representative of the United Kingdom: I am not making up my own definition of the remit of the United Nations Interim Administration Mission inKosovo (UNMIK) and the European Union Rule of Law Missionin Kosovo (EULEX); I am only reading the report of the Secretary-General dated 24 November 2008 (S/2008/692), which was endorsed by the Security Council.
