(Jamaica): I have the honour to speak on agenda item 76 on behalf of the members of the Caribbean Community (CARICOM): Antigua and Barbuda, the Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Haiti, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago and my own country, Jamaica.

Two new Messengers of Peace were appointed by the Secretary-General in 2009: Grammy-award-winning songwriter/musician Stevie Wonder, with a special focus on persons with disabilities; and environmental activist and Nobel laureate Wangari Maathai, with a special focus on the environment and climate change.

At its 48th plenary meeting, on 19 November 2009, the General Assembly, on the recommendation of the Fifth Committee,12 appointed the following persons as members of the International Civil Service Commission for a four-year term of office beginning on 1 January 2010: Mr. Minoru Endo, Ms. Lucretia Myers, Mr. Gilberto Paranhos Velloso, Mr. Wolfgang Stöckl and Mr. Gian Luigi Valenza.

While congratulating President Ellen Johnson-Sirleaf, Ms. Leymah Gbowee and Ms. Tawakkul Karman for their groundbreaking achievement, we share the hope of the Nobel Committee that this recognition of the important place of women in the peace process, which the draft presidential statement echoes loudly, is a watershed moment and paradigm shift in the global effort to implement resolution 1325 (2000).

Recalling also that, at the 7th meeting of its fifth session, the Committee designated Chinsung Chung, Miguel d’Escoto Brockmann, Wolfgang Stefan Heinz and Mona Zulficar as members of the drafting group, which subsequently elected Ms. Zulficar as chairperson and Mr. Heinz as rapporteur, and that Shigeki Sakamoto and Latif Hüseynov joined the drafting group at the sixth session of the Committee

After a statement by Yohei Sasakawa, Chairperson of the Nippon Foundation of Japan, on the importance of human capacity in the implementation of the Convention, Raymond Wolfe, Permanent Representative of Jamaica to the United Nations, moderated the panel discussion, which involved the President of the Tribunal, the Secretary-General of the Authority and the Chairperson of the Commission.
