In mid-June 2012, Marie Öhrström from Setterwalls, and former Deputy Secretary General of the SCC, spoke in Hamburg about the SCC experience of managing disputes with Russian parties at a seminar arranged by the Russian and CIS Arbitration Network (RCAN).

The delegation was fortunate to be able to talk at length with the heads of four key United Nations institutions who, individually and collectively, have gathered a wealth of knowledge and an in-depth understanding of the region, namely: Terje Roed-Larsen, the United Nations Special Coordinator for the Middle East Peace Process; Peter Hansen, Commissioner General of the United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNRWA), whose Director of the Department of Education is appointed by the Director-General and is a UNESCO staff member; Timothy S. Rothermel, Special Representative for the UNDP Programme of Assistance to the Palestinian People; and Pierre Poupard, Special Representative for UNICEF.

Despite such challenges, there were many important accomplishments, including: (a) responding to the majority of the claims brought to the Office, including the provision of summary advice (206 instances), to clients in more than 80 countries; (b) closure or resolution of 54 per cent of the 938 cases filed with the Office of Staff Legal Assistance during the year; (c) a high success rate before the Dispute Tribunal; (d) undertaking outreach to staff in the field; and (e) the development of relationships with internal and external partners, including United Nations staff unions and associations, staff-at-large, the Office of the United Nations Ombudsman and Mediation Services, the legal offices of the Secretariat and United Nations agencies, funds and programmes, law offices providing pro bono legal counsel, schools and universities.

In decision 1983/163, the Council requested the Secretary-General (a) to bring to the attention of intergovernmental and expert bodies, before decisions were adopted, any request for documentation that exceeded the ability of the Secretariat to prepare and process on time and within its approved resources; and (b) to draw the attention of intergovernmental bodies to areas where duplication of documentation was likely to occur and/or where opportunities for integrating or consolidating documents that dealt with related or similar themes might exist, with a view to rationalizing documentation.

I wish to express my deep gratitude also to the representative of China — and apologize also for not being able to speak in Mandarin — and to say how much we noticed his two comments, first on solutions and the importance of different groups of solutions in our action — I thank him for the recognition of our role on that — and then on the very strong linkage between conflict mediation and peacekeeping and refugee protection and humanitarian action, and the importance of dialogue between the Security Council and humanitarian agencies in order for that to be fully effective.

In its present form the list of approved Fathers comprises Cyprian, Gregory Nazianzen, Basil, Athanasius, Chrysostom, Theophilus, Hilary, Cyril of Alexandria (wanting in one manuscript), Ambrose, Augustine, Jerome, Prosper, Leo ("every iota" of the tome to Flavian is to be accepted under anathema), and "also the treatises of all orthodox Fathers, who deviated in nothing from the fellowship of the holy Roman Church, and were not separated from her faith and preaching, but were participators through the grace of God until the end of their life in her communion; also the decretal letters, which most blessed popes have given at various times when consulted by various Fathers, are to be received with veneration".
