1. At its sixty-sixth session, the General Assembly stressed the importance of the continued substantive consideration of the follow-up to and implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States and decided to consider at its sixty-seventh session the reports of the Secretary-General on concrete recommendations to enhance the implementation of the Barbados Programme of Action for the Sustainable Development of Small Island Developing States and the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States (A/66/278) and on the review of United Nations system support to small island developing States (A/66/218), issued for the sixty-sixth session (resolution 66/198).

(e) The need for commitments that are new, additional and concrete, including special measures or “safeguards” within the new institutional framework and architecture that ensures greater attention to the implementation of the Mauritius Strategy.

Following the 2010 milestone reviews of progress towards achieving the (a) Mauritius Strategy for the Further Implementation of the Programme for Action for the Sustainable Development of Small Island Developing States and (b) the Millennium Development Goals, the subregion has been exploring concrete solutions to accelerate progress and address vulnerability to external shocks.

As discussed in the final report of the previous Group of Experts (see S/2009/521, paras. 292-306), between 2003 and 2007, Ivorian rough diamonds infiltrated the Ghanaian KP certification process.

Taking note of the outcome document of the High-level Plenary Meeting of the General Assembly on the Millennium Development Goals,2 in which Heads of State and Government recognized the unique and particular vulnerabilities of small island developing States and reaffirmed their commitment to urgent and concrete action to address those vulnerabilities through the full and effective implementation of the Mauritius Strategy, and taking note also of the outcome document of the High-level Review Meeting on the Implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States,3 held on 24 and 25 September 2010 in New York

The Advisory Committee recalls that in document A/64/6 (Sect. 34), the Secretary-General submitted a preliminary proposed programme budget for section 34 of the regular budget and the gross budget for jointly financed activities, pending the completion of the comprehensive management review of the organization of the Department of Safety and Security that was recommended in June 2008 by the Independent Panel on Safety and Security of United Nations Personnel and Premises Worldwide and the submission of the response of the United Nations System Chief Executives Board for Coordination to the recommendations of the Independent Panel.

It focuses on the conclusions and recommendations of the expert group meeting which, among other things, called upon: the United Nations system, Member States and indigenous peoples’ organizations to recognize the rights and special needs of indigenous women and girls; Member States to adopt measures, in conjunction with indigenous peoples, to ensure that indigenous women and girls enjoy the full protection and guarantees against all forms of violence and discrimination; the United Nations system to support efforts and initiatives that provide support and protection to indigenous women and girls; and indigenous communities to consider seriously the problem of violence against indigenous women and girls in their communities through ways that include the recognition and dismantling of existing patriarchal social relations, the elimination of discriminatory policies and a continuous commitment to indigenous women’s rights in all indigenous institutions and at all levels.
