The 12 Parts of the General Regulation cover matters from the procedural requirements governing the arrival and departure of local vessels, the navigation in the waters of Hong Kong, the berthing of, and use of buoys and piers by local vessels, the embarkation and debarkation of passengers, the safety requirements for handling of cargo, the use and display of lights and signals, the regulation and control of certain vessel registered in Mainland or Macau, the vessel traffic service permitting a report system operated through high frequency radiotelephone communication, and the imposition of control over some activities (such as racing events, water-skiing, fishing and bunkering activities) in waters of Hong Kong, and miscellaneous requirements enhancing the navigation safety of local vessels.

Assistance focuses on (a) establishing legal and policy frameworks consistent with international standards and norms; (b) strengthening the capacity of domestic institutions, in particular anti-corruption bodies and criminal justice institutions, to effectively prevent and control corruption in an integrated and coordinated way; (c) enhancing integrity, accountability and transparency in public and private sectors, including the management of public resources; (d) supporting relevant Government institutions in international cooperation and the recovery of assets at the domestic and international levels; (e) development of strategic and thematic partnerships with members of the international community and United Nations system to ensure coherency in the delivery of technical assistance; and (f) supporting the establishment of networks and platforms for policy dialogue and peer learning among Member States at the regional and international levels.

Other suggested areas of priority attention included: climate change, disaster prevention and preparedness, minimizing biodiversity loss through sustainable management of resources, renewable energies, the formulation of national strategies in science and technology, the promotion of local and indigenous knowledge systems as well as improving the links between scientists and decision-makers.

The five factors with the most potential to cause slippage in projected estimates for completion of judgements on appeal are the delays associated with or caused by: (a) the nature of multi-appellant cases; (b) the inordinate amount of pre-appeal motions; (c) the inordinate length of time for translation of trial judgements into Bosnian/Croatian/ Serbian, as well as for translation of written submissions into one of the Tribunal’s working languages and Bosnian/Croatian/Serbian, especially in cases of selfrepresented appellants; (d) amendments to grounds of appeal, especially following translation of the trial judgement (mainly for represented appellants); and (e) understaffing and/or lack of experience in appeals support.

These 12 posts comprise one P-2 post of Associate Economic Affairs Officer under executive direction and management; one P-2 post under subprogramme 1, Linkages with the global economy, regional integration and cooperation; one P-2 post under subprogramme 2, Production and innovation; one P-2 post under subprogramme 3, Macroeconomic policies and growth; one P-2 post under subprogramme 5, Social development and equality; one P-2 post under subprogramme 12, Subregional activities in Mexico and Central America; one Local level post under subprogramme 13, Subregional activities in the Caribbean; and one P-4 temporary post, one P-2 post and three Local level posts under programme support.

This responsibility includes designing, implementing and maintaining internal control relevant to the preparation and the true and fair presentation of financial statements that are free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.

The representative of Turkey underlined the following points: (a) the organization, Centre Europe-tiers monde had been failing to adhere to the basic principles of the Charter of the United Nations and the basic requirements set out in Council resolution 1996/31 by disrespecting the territorial integrity and political unity of Turkey; (b) the organization had been undertaking unsubstantiated and politically motivated allegations against Turkey; (c) the organization had been inciting and condoning acts of terrorism against States Members of the United Nations, which is prohibited under international law; (d) the organization had become a propaganda vehicle of the terrorist organization PKK/Kongra-Gel; and (e) the organization had not taken into consideration earlier statements of Turkey regarding the need to uphold its obligations and responsibilities under the Charter and Council resolution 1996/31.

When the fair value of unlisted equity securities cannot be reliably measured because (a) the variability in the range of reasonable fair value estimates is significant for that investment or (b) the probabilities of the various estimates within the range cannot be reasonably assessed and used in estimating fair value, such securities are stated at cost less any impairment losses.

In addition, Tajikistan reported that it is preparing to conduct a needs assessment of landmine and other ERW victims in mine affected districts with the main goal being to establish a functional victim information system (VIS), which would comply with the Information Management System for Mine Action (IMSMA) standards and become a systematic and reliable mechanism at the district and oblast level.

(B) If any member shall surrender for cancellation a share certificate representing shares held by him and request the Company to issue in lieu two or more share certificates representing such shares in such proportions as he may specify, the Board may, if it thinks fit, comply with such request subject to the payment of such sum (not exceeding, in the case of any share capital listed on a stock exchange in Hong Kong, the maximum amount prescribed or permitted from time to time by such stock exchange, and, in the case of any other share capital, such sum in such currency as the Board may from time to time determine to be reasonable in the territory in which the relevant register is situate, or otherwise in each case such other sum as the Board may from time to time determine) for every certificate after the first, as the Board shall from time to time determine.

It also considered the issue from a more general point of view in resolution 1373 (2001) on threats to international peace and security caused by terrorist acts (the Council “[noted] with concern the close connection between international terrorism and transnational organized crime, illicit drugs, money-laundering, illegal arms-trafficking, and illegal movement of nuclear, chemical, biological and other potentially deadly materials”) and in the presidential statement (S/PRST/2009/32) on peace and security in Africa (“the Security Council notes with concern the serious threats posed in some cases by drug trafficking and related transnational organized crime to international security in different regions of the world, including in Africa”).

The following elements of quality education were highlighted: focus on assistance in curricula review and revision, particularly the introduction of values education and ethical approaches, in accordance with national priorities and Arab needs; “learner-centred” education; improvement of teaching including capacity-building and teacher training; improvement in the status of teachers; development of benchmarking and assessment; elaboration of national standards regarding quality education.

In decision 1983/163, the Council requested the Secretary-General (a) to bring to the attention of intergovernmental and expert bodies, before decisions were adopted, any request for documentation that exceeded the ability of the Secretariat to prepare and process on time and within its approved resources; and (b) to draw the attention of intergovernmental bodies to areas where duplication of documentation was likely to occur and/or where opportunities for integrating or consolidating documents that dealt with related or similar themes might exist, with a view to rationalizing documentation.

While searching for a solution to the problem in the short term, the Council needed to also find a long-term solution to the question of resources for the universal periodic review process to avoid ad hoc measures, which risked undermining the principle of equal treatment for all States.

Selected local experts will be trained, as central human resources, for the HPMP preparation and implementation in the advanced technologies areas in the service sector, trends and alternative technologies and experiences attained in other countries for the HPMP.

Moreover, we call on the Security Council and the relevant United Nations bodies, especially the Human Rights Council, to take firm measures to put a stop to random attacks against civilians in the occupied Palestinian territories, as well as to lift the unjust siege imposed by the Israeli authorities for many years on Gaza, which is a form of collective punishment imposed on the residents of the occupied Palestinian territories in a manner that takes no account of proportionality or differentiation and clearly violates the principles of international humanitarian law.

Slovakia considered this set of recommendations very complex and requiring huge financial resources, effort and cooperation of all involved, and noted that solutions were not imminent but would materialize in the future.

Save as disclosed above, as at the Latest Practicable Date, none of the Directors, supervisors and senior management of the Company and their associates had any personal, family, corporate or other interests or short positions in the shares, underlying shares or debentures of the Company or any of its associated corporations (within the meaning of Part XV of the SFO) which would have to be notified to the Company and the Stock Exchange pursuant to Divisions 7 and 8 of Part XV of the SFO (including interests or short positions which they are taken or deemed to have under such provisions of the SFO), or which were required, pursuant to section 352 of the SFO, to be recorded in the register referred therein, or which were required, pursuant to the Model Code, to be notified to the Company and the Stock Exchange.

Ordinary resolutions will also be proposed at the Annual General Meeting in respect of the granting of the Issue Mandate to the Directors, in the terms set out in the notice of the Annual General Meeting, to allot, issue and deal with Shares not exceeding 20% of the aggregate nominal amount of the share capital of the Company in issue as at the date of passing the relevant resolution, and adding to the Issue Mandate so granted to the Directors any Shares representing the aggregate nominal amount of the Shares repurchased by the Company after the granting of the Repurchase Mandate, at any time during the period ended on the earliest of (a) the conclusion of the next annual general meeting of the Company; (b) the expiration of the period within which the next annual general meeting of the Company is required by the Articles or any applicable laws to be held; and (c) the date upon which such authority is revoked or varied by an ordinary resolution at a general meeting of Shareholders.

Specific activities that assisted countries in relation to terrorism targeted at food products included: (a) capacity-building (training courses, projects) concerning food safety, animal and plant health, including promotion of risk analyses and developing base-level capacity to ensure national ability to monitor, diagnose, report and respond to pest and disease outbreaks; (b) the standard setting work of the Codex Alimentarius Commission and the International Plant Protection Convention; (c) the establishment of a Food Chain Crisis Management Framework for prevention, early warning, preparedness and response to food chain crises caused by transboundary animal and plant pests and diseases, food safety threats and emergencies, as well as nuclear and radiological threats and emergencies; and the organization of international forums to discuss biological risk management in relation to food and agriculture.

The resolution to be adopted by the Security Council on the cessation of aggression and war against Gaza must reiterate the need for the political process to continue under genuine and effective international supervision in order to ensure that an independent Palestinian State will be created within the 1967 borders and with Al-Quds Al-Sharif as its capital; that a just and agreed solution will be found to the issue of Palestinian refugees in accordance with General Assembly resolution 194 (III) of 1948; and that all detainees and prisoners will be released.

For Canada, those covered the terminal phase-out management plan for ODS in the refrigeration and air-conditioning sector in Saint Lucia and the terminal phase-out management plan for Annex A Group I substances in Uruguay; for Italy, the umbrella project for terminal phase-out of ODS in the solvent sector in the Democratic Republic of Congo, the phase-out of methyl bromide as a soil fumigant in Morocco, and the terminal CTC phase-out project in Serbia; and for Spain, the phase-out of methyl bromide in horticulture in Libyan Arab Jamahiriya.

Under the Working and Rest Time Act, the following categories of workers have reduced working time: employees who perform underground work, work that poses a health hazard or work of a special nature — up to seven hours per day or thirty-five hours per week; teachers and educators working in schools and other child care institutions, and other persons working in the area of education, and psychologists and speech therapists working on the basis of employment contracts entered into with a provider of health care services — up to seven hours per day or thirty-five hours per week.

The activities undertaken within this function will include: (a) producing country, regional and global-level technical and programme guidance covering the substantive areas in which UN-Women works, from ending violence against women to increasing women’s contributions to peace and security; (b) devising and coordinating multi-stakeholder, holistic country programmes that involve inter-agency participation and national partners in line with national and regional policies and priorities and that are consistent with UN-Women’s Strategic Plan; (c) ongoing, on-demand technical support to national partners and UNCTs in UN-Women’s core areas of work (e.g., support to NWMs; support to women’s organizations and networks; support to the Resident Coordinator and gender thematic groups; and support to reporting on and implementing CEDAW); and (d) the management and monitoring of global programmes and trust funds.

Nigeria also noted that the fact that the main challenge faced by Nigeria concerned unexploded ordnance points to how valuable this Convention is in ensuring that not only landmines are dealt with by affected countries, but that all other explosive remnants of war are dealt with.

The Office of Internal Audit will focus its outputs on evaluating and improving governance, risk management and control processes by ensuring that (a) it has a clear mandate linked to organizational objectives and is supported by an independent, objective and well-functioning management structure with approved annual work plans; (b) it secures and retains the right quantity and quality of human resources in a timely manner to execute its annual work plans and fulfil its mandate; and (c) it is effective and efficient in applying (i) audit and investigation methodologies, including the use of supporting tools, technology and knowledge management approaches; (ii) operational management practices, including divisional and engagement management and performance monitoring; and (iii) quality assurance and continuous improvement.

Some delegations highlighted specific reasons for retaining annual sessions: in view of the lack of resources for risk assessment in many developing countries, timely availability of Codex food safety standards was very important for use at the national level; participation in the Commission had a capacity building function for some countries; biennial sessions may need to be longer in order to address all items of work, which would create practical difficulties; and the considerable efforts made by governments to prepare themselves and participate in annual meetings should be taken into account.

For example, the text of the Final Document had significantly watered down the commitments for nuclear-weapon States to reduce the operational status of their arsenals and to cease the development and qualitative improvement of their nuclear weapons; it did not oblige the nuclear-weapon States to abolish the role of nuclear weapons in their military doctrines or to accept a legally binding instrument for the prohibition of nuclear weapons; it did not call for the withdrawal of nuclear weapons from the territories of non-nuclearweapon States; it did not include the specific timeline for the total elimination of nuclear weapons called for by the Group of Non-Aligned States parties to the Treaty; and, in particular, it failed to call upon Israel, the only obstacle to a nuclear-weapon-free zone in the Middle East, to cease the development of nuclear weapons and to accede to the Non-Proliferation Treaty without preconditions.
