A number of specific comments were madeas follows: the concept of food safety is universal, thus there should be no exception, as presently in Article 4.2, allowing exporting countries to export food, which does not comply with its national legislation; the issue of implementation of the Code, especially by countries lacking a control system, should be clarified; the present text may contradict some of the principles of Codex insofar as they establish and draw upon national regulatory frameworks; the ethics of equal treatment in terms of commercial transactions and food aid and donations should be made clearer; and some of the provisions in the text may be contrary to WTO provisions.

Various steps to promote equality, access and the rights of women, including the development of action plans and direction statements to address a range of key concerns for women such as health and well-being, violence and safety, decision-making and leadership, economic security, balancing work, family and lifestyle, are being taken at the national and island-community levels.

Introducing the Advisory Committee’s report on the revised security management framework and revised estimates relating to section 5 of the programme budget for the biennium 2010-2011 (A/65/575), she said that, in section I of its report, the Advisory Committee discussed the revised framework for accountability for the United Nations security management system, which reflected the change in organizational culture from a “when to leave” to a “how to stay” mindset and acknowledged for the first time that continued programme delivery meant that there would always be some residual risk.

The inordinate length of translation times, especially in cases of selfrepresented appellants, calls for greater explanation than suitable for a report of this size, but it can be said that efforts are under way to more effectively liaise with the supervisors in the Conference and Language Services Section on a continual basis in order to assess progress and determine the need for requesting prioritization of specific translations, and to readdress the internal requirement of the Conference and Language Services Section that the revision process for translation of a judgement must be accomplished as a whole, rather than volume by volume (which would allow for gradual release of translated portions).

Emphasis should be placed on enhancing the capabilities of countries of the region to secure sustainable and safe drinking water supplies, urban water development and management strategies as well as issues related to urban and peri-urban drainage and sanitation, the rehabilitation of degraded water ecosystems, research on disappearing water resources, aspects of conflict prevention and resolution in relation to water issues, the creation of subregional water observatories, research in the sustainability of certain ecosystems and in particular of mangrove systems, as well as drawing on local knowledge for the protection of the environment.

Reiterating South Africa’s condemnation of the continuing blockade, the ongoing construction of the separation wall and the expansion of Israeli settlements, he also again called on Israel to cease expansion of settlements in the West Bank and its demolition of Palestinian homes there and in East Jerusalem, which were severely damaging the social and economic structures of the West Bank and Gaza, increasing unemployment, poverty and reliance on humanitarian assistance and directly affecting the enjoyment of economic and social rights.
