During the current reporting period, the Committee received three notifications — namely, from a Member State with reference to paragraph 5 of resolution 1737 (2006), concerning the delivery of items for use in the nuclear power plant in Bushehr, Iran; from the International Atomic Energy Agency (IAEA) pursuant to paragraph 13 (d) of resolution 1737 (2006), which provides for an exemption to the assets freeze for activities directly related to the items specified in paragraphs 3 (b)(i) and 3 (b)(ii) of the resolution; and from a Member State pursuant to paragraph 15 of resolution 1737 (2006), in connection with the receipt and/or unfreezing of funds in order to make a payment due under a contract entered into prior to the listing of an entity.

The Secretary-General is proposing a net additional amount of $289,400 under executive direction and management in relation to change management activities (see para. VIII.136 below), and a net increase of $3,343,800 under non-post resources for subprogramme 6, Information and communications technology operations, including $2,758,900 for general temporary assistance, to respond to increased demands for enhancing and supporting resource management services at Headquarters and offices away from Headquarters.

Specific activities that assisted countries in relation to terrorism targeted at food products included: (a) capacity-building (training courses, projects) concerning food safety, animal and plant health, including promotion of risk analyses and developing base-level capacity to ensure national ability to monitor, diagnose, report and respond to pest and disease outbreaks; (b) the standard setting work of the Codex Alimentarius Commission and the International Plant Protection Convention; (c) the establishment of a Food Chain Crisis Management Framework for prevention, early warning, preparedness and response to food chain crises caused by transboundary animal and plant pests and diseases, food safety threats and emergencies, as well as nuclear and radiological threats and emergencies; and the organization of international forums to discuss biological risk management in relation to food and agriculture.

A host of concrete proposals were suggested to the coordinators of the Dialogue, such as: dialogue and networking among universities; dialogue among young scientists, involving UNESCO chairholders in dialogue activities; dialogue among student journalists and seasoned media practitioners from both regions; the holding of youth forums; reactivation of the Committee for the Translation of Literary Works and increase in the translation of Arabic works into European languages; a comparative study of school textbooks; dialogue involving professionals from cultural industries; the organization of an interregional conference on the image of Arab-Islamic culture in European history books.

(c) Information technology ($2,644,500), owing to a number of factors, including non-implementation of planned activities for system development by the Office of Information and Communications Technology, vacancies with respect to contractual services personnel associated with ongoing information and communications technology operational support in the Department of Field Support, inadvertent recording of technology charges for the period 2010/11 in the financial period 2011/12 in the Department of Management and non-procurement of software for the new case management system in the Office of Internal Oversight Services owing to deficiencies detected in the testing phase.

Preserving the linkage and balance, complementarity and synergy between normative and technical/operational activities is pivotal to allow specialized agencies to fulfil their potential – at all levels and through upstream and downstream interventions.

In the light of the report of the Secretary-General, upon the approval of the Haitian Government and in line with Mr. Mulet’s proposal, we express our readiness to work with the other members of the Council to adapt MINUSTAH’s mandate to the changes on the ground, including to provide technical, operational and logistical assistance, in full respect for the authority and competence of the Government of Haiti.

I call on the Security Council to support the approach proposed in paragraphs 49 to 75 of this report for a surge effort by MINUSTAH to provide additional technical, operational and logistical support that will support the Government of Haiti in meeting its responsibilities, while respecting its authority and prerogatives.

The amount set out under section 30, Office of Information and Communications Technology, of the proposed programme budget related to the resources required to maintain critical ICT operations at Headquarters and to discharge, on a limited basis, the mandate of the Office of Information and Communications Technology (OICT).
