At the 9th and 10th meetings of the Special Committee, the representatives of Bolivia (Plurinational State of), Brazil, China, Cuba, Ecuador, El Salvador, Guatemala, Indonesia, Mali, Mexico (as host country of the first Latin American and Caribbean Unity Summit), Nicaragua, Papua New Guinea, Paraguay, Peru, the Russian Federation, Sierra Leone, the Syrian Arab Republic, Tunisia, Uruguay (on behalf of the States members of the Southern Common Market (MERCOSUR) and associated States) and Venezuela (Bolivarian Republic of) also made statements on the question of the Falkland Islands (Malvinas).

Subsequently, Albania, Algeria, Andorra, Belgium, Bosnia and Herzegovina, Burkina Faso, Colombia, Cuba, Denmark, Estonia, Greece, Guatemala, Iceland, Indonesia, Israel, Italy, Japan, Jordan, Kenya, Kyrgyzstan, Maldives, the Netherlands, Nicaragua, the Niger, Poland, Qatar, the Republic of Korea, the Republic of Moldova, Senegal, South Africa, the former Yugoslav Republic of Macedonia, Thailand, Tunisia, the United States of America and Venezuela (Bolivarian Republic of) joined the co-sponsors.

The network of persons and institutions participating in the project involves representatives from the key countries participating in the project (Bolivia, Colombia, Ecuador and Peru) as well as from Argentina, Brazil, Chile, Cuba, Dominican Republic, Guatemala, Jamaica, Panama, Uruguay, Venezuela, and from countries outside the region (Austria, Canada, Spain and USA).

The concrete measures recommended by the Working Group include the adoption of specific legislation on non-discrimination; the development of a national campaign to promote multiculturalism and respect for the dignity of the Afro-Ecuadorian people; the adoption of measures to reduce the educational gap that exists between Afro-Ecuadorians and the wider population; the introduction of ethno-education for people of African descent; the strengthening of Afro-Ecuadorian civil society; measures to eliminate racism and discrimination in the media; further efforts to encourage participation of persons of African descent in public administration; the establishment of a centre for Afro-Ecuadorian studies; the further development of free legal aid services; the creation within the office of the Ombudsman of a sub-unit dedicated to issues related to people of African descent and the creation of special programmes to promote the education of women of African descent.

The Committee was informed that between its forty-eighth and forty-ninth sessions, the Secretary-General had received the consolidated second, third and fourth periodic report of Angola, the second periodic reports of Burundi and Grenada, the third periodic report of Tunisia, the consolidated third and fourth periodic reports of Belgium, Spain and Sudan and the fourth periodic reports of Denmark and Nicaragua.

Sustained UNV efforts resulted in the drafting and/or the adoption of legislative frameworks or policies in support of volunteerism and the establishment or implementation of national volunteerism laws, schemes, programmes, networks or strategies in 33 countries, including in Africa (Benin, Burkina Faso, Cape Verde, Kenya, Mali, Mozambique, Namibia, Senegal, Tanzania, Togo, Zambia), Asia and the Pacific (Bangladesh, Cambodia, India, Indonesia, Nepal, Solomon Islands, Sri Lanka, Thailand, Vietnam), the Commonwealth of Independent States (Bosnia and Herzegovina, Kazakhstan, Kyrgyzstan, Ukraine) and Latin America and the Caribbean (Bolivia, Brazil, Colombia, Dominican Republic, El Salvador, Guatemala, Honduras, Nicaragua, Peru), thus contributing to the strengthening of national voluntary sector capacity.

At the 10th meeting, on 16 October, the representative of India, on behalf of Afghanistan, Bangladesh, Bhutan, Botswana, Chile, Cuba, the Democratic Republic of the Congo, El Salvador, Haiti, India, Jamaica, Jordan, the Libyan Arab Jamahiriya, Madagascar, Malaysia, Mauritius, Myanmar, Nicaragua, Samoa, the Sudan, Viet Nam and Zambia, introduced a draft resolution entitled “Reducing nuclear danger” (A/C.1/63/L.16).

Nor did it view the fact that company Y’s assets were located outside Antigua significant in terms of its COMI, as the assets were mostly not located in the United States and as company Y’s business was the world-wide investment of funds.

Assistance was provided on drafting legislation or awareness-building of consumer protection for Bhutan, Cambodia, Ecuador, Lao People’s Democratic Republic, Sierra Leone, South Africa and the Hong Kong Consumer Council.

Some savages seem to limit existence after death to the good (with extinction for the wicked), as the Nicaraguas, or to men of rank, as the Tongas; while the Greenlanders, New Guinea negroes, and others seem to hold the possibility of a second death, in the other world or on the way to it.

At the 15th meeting, on 22 October, the representative of Mexico, on behalf of Brazil, Chile, Colombia, Costa Rica, the Dominican Republic, Ecuador, Egypt, El Salvador, Estonia, Guatemala, Haiti, Honduras, Hungary, India, Japan, Mexico, Monaco, New Zealand, Nicaragua, Nigeria, Pakistan, Panama, Paraguay, the Philippines, Poland, South Africa, Spain, Sweden, the former Yugoslav Republic of Macedonia, Trinidad and Tobago, Turkey, the United Kingdom of Great Britain and Northern Ireland and Uruguay, introduced a draft resolution entitled “United Nations study on disarmament and non-proliferation education” (A/C.1/63/L.52).

He said that Ecuador, Liechtenstein, Lithuania, Montenegro, San Marino, Slovenia and Togo had become sponsors and urged the Committee to adopt the draft resolution by consensus, thereby sending a message of solidarity to the Palestinian people as they sought to assert their inalienable right to a sovereign and viable State with East Jerusalem as its capital, living in peace and security with Israel.

On the basis of earmarked funding provided by Australia, Austria, Belgium, New Zealand, Norway and Switzerland, the ISU has been able to offer inter-ministerial process support to all relevant States Parties and has undertaken intensive process support visits to Afghanistan, Albania, Angola, Bosnia and Herzegovina, Burundi, Cambodia, Chad, Colombia, Croatia, the Democratic Republic of the Congo, El Salvador, Ethiopia, Guinea Bissau, Jordan, Mozambique, Nicaragua, Peru, Senegal, Serbia, Sudan, Tajikistan, Thailand, Uganda, and Yemen.

Consideration of such experiences plus encouraging information exchange should help solve remaining problems (for example, incompatibility between scion and rootstock which may occur in melons, or appropriate selection of rootstocks).

At the invitation of the President, the representatives of the following countries took the seats reserved for them at the side of the Council Chamber: Afghanistan, Argentina, Australia, Azerbaijan, Bangladesh, Belgium, Brazil, Canada, Colombia, Czech Republic, Egypt, Finland, Indonesia, Islamic Republic of Iran, Israel, Italy, Jordan, Kenya, Kuwait, Liechtenstein, Morocco, Myanmar, New Zealand, Nicaragua, Pakistan, Qatar, Sudan, Switzerland, Syrian Arab Republic, United Arab Emirates, United Republic of Tanzania, Uruguay and Bolivarian Republic of Venezuela.

The delegations of Chile, Cote d’Ivoire, Cuba, Ecuador, Guinea, Mali, Nigeria, Paraguay, Sudan, Togo, Uruguay and Venezuela expressed their reservation to the decision to add an additional sentence to footnote 9.

The aforementioned national report will serve as a basis for the national voluntary presentation that Ecuador will make during the annual ministerial review at the high-level segment of the 2012 substantive session of the Economic and Social Council on the theme: “Promoting productive capacity, employment and decent work to eradicate poverty in the context of inclusive, sustainable and equitable economic growth at all levels for achieving the Millennium Development Goals”.

The desk study undertaken considered in general terms: a historical overview of MB phase-out in Africa and the progress made to date; the main MB consuming sectors in the region – tobacco seedlings, cut flowers, horticulture (particularly tomatoes, but also melons, strawberries, bananas and a variety of vegetables) and postharvest treatment of grains; the types of users (i.e. both large and small farmers, high and low tech producers); the main kinds of alternatives adopted; and factors influencing the sustainability of such alternatives (economic, political, regulatory, technical).

Mexican authorities reported that clandestine methamphetamine laboratories were detected primarily in states on the Pacific coast, such as Michoacan, Jalisco and Sinaloa, and to a lesser extent in states in the central part of the country, such as Guanajuato.

However, some developing countries in Asia and the Pacific (Myanmar and Papua New Guinea), sub-Saharan Africa (Nigeria, Uganda, kenya, Zambia and Ghana) and South America (Ecuador, Peru and Brazil) have made rapid progress to become significant or major aquaculture producers in their regions.

All cities in Ecuador have a lot of interesting sites and easy to remember it, nevertheless in few places can be enjoyed so colorful of own Andean landscapes as ours, faithful reflection and representative of this racially mixed and proud Latin America of their customs and their province “Chimborazo” makes honor is this singular mixture in where, modernity and the traditions are confused in a pleasant essence for the visitors.

There are now 36 States Parties that formally indicated that they must still fulfil the obligation contained in Article 5, paragraph 1 of the Convention: Afghanistan, Algeria, Angola, Argentina, Bhutan, Bosnia and Herzegovina, Cambodia, Chad, Chile, Colombia, Congo, Croatia, Cyprus, the Democratic Republic of the Congo, Denmark, Ecuador, Eritrea, Ethiopia, Gambia, Guinea-Bissau, Iraq, Jordan, Mauritania, Mozambique, Peru, Senegal, Serbia, Sudan, Tajikistan, Thailand, Turkey, Uganda, the United Kingdom of Great Britain and Northern Ireland, Venezuela (Bolivarian Republic of), Yemen and Zimbabwe.

Another representative said that it would be useful to merge the two draft decisions into a single document and suggested that the draft decision presented by Ecuador be the formal basis for discussion as some slight textual changes had already been made to it as a result of the informal consultations.

The Permanent Missions of Chile, Colombia, Costa Rica, Ecuador, Mexico and Peru to the United Nations present their compliments to the Secretariat (Division for Ocean Affairs and the Law of the Sea) and have the honour to refer to the upcoming Review Conference on the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks (Fish Stocks Agreement), to be held from 24 to 28 May.
