Different forms of family work, service of support persons for families, family counselling and therapy, family camps, and payment of benefits to raise the coping ability have also been used.

In applications involving Athletes with disabilities, at least one TUEC member must possess specific experience with the care and treatment of Athletes with disabilities.

In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.

Various steps to promote equality, access and the rights of women, including the development of action plans and direction statements to address a range of key concerns for women such as health and well-being, violence and safety, decision-making and leadership, economic security, balancing work, family and lifestyle, are being taken at the national and island-community levels.

The Ministry of Health had also instructed health services that, although abortion was illegal, no confessions should be extracted from women requiring medical care because of an abortion, especially when such a confession was required as a precondition for medical assistance.

(c) To underline the importance of continued efforts by member States and the Council of Arab Ministers of Health to improve health care standards by developing and upgrading health care units and applying a family health regime, particularly in rural, marginalized and deprived areas, improving the health services provided to women, children and ageing persons, and focusing on building the technical capacities of health teams.

At a minimum, children are entitled to a package of basic social services that includes high-quality health care, adequate food, housing, safe drinking water and sanitation and primary education, so that they can grow to their full potential, free of disease, malnutrition, illiteracy and other deprivations.

These delegations pointed out that there was a need to take a cautious approach because of the impact of these MRLs on Codex member countries; that particular attention should be given to data from developing countries and to the specific concerns of countries with different eating habits; that veterinary medicines should be used only when necessary to cure and prevent diseases and not as growth promoters/production aid; and that consideration should be given to consumer health protection and to consumer confidence in Codex.

In addition, the Physical and Medical Rehabilitation (PMR) project in Albania continues to provide technical assistance to medical staff and the Faculty of Nursing in Albania aimed at improving and upgrading the rehabilitation capacities at the local and national level.

(d) Ensure that asylum-seekers have full access to free and qualified legal counselling, adequate medical services, occupational activities and the right to receive visits.

The delegation of the Islamic Republic of Iran was of the view that affordable antiretroviral treatment (generic drugs) should be provided to all people living with HIV, including through assistance by developed countries, and that intellectual property rights should not hinder access to such treatment.

In general terms, care for adults, risk groups and chronically sick persons consists of assessment of the state of health and risk factors, advice on healthy lifestyles, the detection of health problems and assessment of their clinical status, referral of patients for clinical follow-up appropriate to their condition, care and follow-up for persons receiving more than one course of medicine or suffering from more than one illness and the provision of health information and health advice on the illness, and the precise nature of the care required, to the patient or the carer as appropriate.

(d) To advise on medico-administrative issues, including medical aspects of sick leave, the evaluation and certification of sick leave for staff worldwide, the provision of medical advice to the United Nations Joint Staff Pension Fund, the Advisory Board on Compensation Claims, the Field Budget and Finance Division (on compensation claims of troops) and the International Civil Service Commission (regarding medical aspects of hardship classifications of duty stations), advising the Administration on special dependency allowances for disabled children and special education grants for children with disabilities, and advising on health-related policies system-wide (in administrative instructions, information circulars, etc.).

(g) Immediately adopt protective measures for all victims of torture and illtreatment, including expedite access to medical care; and provide all victims of torture and ill-treatment with redress, including fair and adequate compensation and as full rehabilitation as possible.

Areas to be addressed shall include: prophylaxis, studies on pathogenicity and virulence, diagnostic techniques, aerobiology, detection, treatment, toxinology, physical protection, decontamination and other related research.

Equally relevant are the Convention on the Elimination of All Forms of Discrimination against Women, article 12, concerning the obligation of States to eliminate discrimination against women in health care; the Convention on the Rights of Persons with Disabilities, article 25 (b), which requires that health services be “designed to minimize and prevent further disabilities, including among children and older persons”; and the International Covenant on Civil and Political Rights, article 7, which prohibits torture or cruel, inhuman or degrading treatment or punishment and includes the prohibition of medical or scientific experimentation without free consent.

Human resource operational services to all stakeholders will continue to be provided and improved, including the processing of benefits and entitlements of staff members and the provision of adequate insurance coverage and medical and welfare services.

The representative of the United States of America reported on progress in the areas of women’s machinery, informing the Meeting of the establishment of (a) the White House Council on Women and Girls, which provided a coordinated response to issues such as equal pay, family leave, child care, violence against women and women’s health; and (b) the position of White House Advisor on Violence against Women and Ambassador-at-Large for Global Women’s Issues, whose work focused on integrating women’s issues into foreign policy.

Expressing deep concern also about the Israeli policy of closures and the imposition of severe restrictions, checkpoints, several of which have been transformed into structures akin to permanent border crossings, and a permit regime, all of which obstruct the freedom of movement of persons and goods, including medical and humanitarian goods, throughout the Occupied Palestinian Territory, including East Jerusalem, and about the consequent violation of the human rights of the Palestinian people and the negative impact on their socio-economic situation, which remains that of a humanitarian crisis in the Gaza Strip, while taking note of recent developments with regard to the situation of access there

It called upon the secretariat to work, in collaboration with UNAIDS and its co-sponsors, to support governments in conducting periodic reviews of regional progress in fulfilling the international and regional commitments to address HIV and AIDS.

The document prescribes measures and activities which shall help mainstream the social model and approach based on human rights into the policies affecting the status of persons with disabilities: mainstreaming issues relating to the status of persons with disabilities into general development plans; developing efficient legal protection; availability of social, health and other services based on the rights and needs of beneficiaries; developing policies and implementing programmes providing equal opportunities for persons with disabilities and encouraging independence, personal development and active living in all areas; providing access for persons with disabilities to the constructed environment, accessible transportation, information, communications and public services, and providing adequate living and social safety standards.

On the other hand utterances of Severus which make Christ's sufferings voluntarily permitted, rather than naturally necessitated by the treatment inflicted on His Body, might perhaps be defended by the consideration that from the union and consequent Beatific Vision in the Soul of Christ, would congruously ensue a beatification of the Soul and a spiritualizing of the Body, as was actually the case after the Resurrection; from this point of view it is true that the possibility of the Humanity is voluntary (that is, decreed by the Divine will) and not due to it in the state which is connatural to it after the union; although the Human Nature is of its own nature passible apart from the union (St. Thomas, III, Q. xiv, a. 1, ad 2).
