In October 2011, a combined group of fighters from the Ogaden National Liberation Front (ONLF) and the Oromo Liberation Front (OLF) was intercepted in central Somalia, en route to Ethiopia, by local Somali militia.

Ethiopia’s failure, to date, to implement the ruling of the Eritrea-Ethiopia Boundary Commission on the disputed border, and the continuing presence of Ethiopian civilian officials and military forces on territory awarded to Eritrea by the ruling, is routinely cited by the Government of Eritrea as justification for its support to Ethiopian armed opposition groups, such as ONLF and OLF, which are named in this report.
