The patterns described in the report are based on multiple documented incidents that are further corroborated by verified circumstances.

The estimate of $1,233,000 would cover requirements, centrally administered by the Executive Office on behalf of the Department of Management, for the maintenance and repair of IT equipment based on standard service-level agreements established by the Office of Information and Communications Technology ($465,000) and the support account share ($471,000) of central information technology infrastructure costs (information storage and backup, application hosting, departmental servers) derived from past expenditure patterns as well as the acquisition of new and replacement standard information technology equipment ($297,000).

The Coordinating Committee also considered that “to ensure the effective functioning of the mechanisms established by the States Parties” meant that, in part, it was essential that any new configuration would continue to ensure continuity and geographic representation.

With regard to relations with IGOs, NGOs and international development partners, cooperation arrangements with these institutions are the subject of ongoing reflection so that they may be adapted to the new configuration arising from the adoption of the New Partnership for Africa’s Development (NEPAD), the creation of the African Union and the establishment of cluster offices.

Since the Third United Nations Conference on the Least Developed Countries, the international economic and development landscape has been evolving, with an expansion of the number of partners and actors and more complex aid, economic and financial architecture.

The aim of the action plan is to counter systems that preserve the gender-based distribution of power and resources on a societal level and to create conditions for women and men to enjoy the same opportunities.
