The current members of the Council are Sinha Basnayake (Sri Lanka, distinguished external jurist nominated by management), Geoffrey Robertson QC (United Kingdom, distinguished external jurist nominated by staff), Frank Eppert (United States of America, management representative), Jenny Clift (Australia, staff representative) and Justice Kate O’Regan, former judge of the Constitutional Court of South Africa, who serves as chair.

Commends the creation of the Interim Haiti Recovery Commission, co-chaired by the Prime Minister of Haiti, Mr. Jean-Max Bellerive, and the former President of the United States of America, Mr. William Jefferson Clinton, aimed at conducting strategic planning and coordination and implementing resources from bilateral and multilateral donors, civil society organizations and the private sector, with all necessary transparency and accountability, and looks forward to continued support from donors and other national, regional and international organizations, partners and stakeholders in connection with the implementation of the mandate of the Commission

In his report, Jack Lang, Special Adviser to the Secretary-General on Legal Issues Related to Piracy off the Coast of Somalia, proposed the establishment of an extraterritorial Somali anti-piracy court in a third State in the region to act as a focal point for regional and international support to help strengthen the rule of law in Somalia, as a swift and inexpensive measure if located within the premises of the International Criminal Tribunal for Rwanda in Arusha, United Republic of Tanzania (see S/2011/30, annex).

After summoning fellow Guardians the Tooth Fairy/Tooth (Isla Fisher), the Easter Bunny/E. Aster Bunnymund (Hugh Jackman) and the Sandman/Sandy, North learns from the Man in the Moon that they are to induct Jack as their new member.

We find reasonable the ideas put forward by Mr. Jack Lang, the Special Adviser to the Secretary-General on Legal Issues related to Piracy off the Coast of Somalia, in his recent report (S/2011/30, annex), including the proposal to establish a system of Somalia courts comprising a specialized court in Puntland, a specialized court in Somaliland and a specialized extraterritorial Somali court outside the country.

We believe and strongly support a multidimensional response to the problem of piracy off the coast of Somalia that includes tackling the root causes of the problem, improving the current responses and embracing new economic, security and jurisdictional/correctional solutions, including an extra-territorial specialized court in the region, as proposed in the recent report (S/2011/30, annex) presented by Special Adviser to the Secretary-General Jack Lang.
