It was shown that Max had a childhood friend called Donovan Grand Smith, who sums up Max: “growing up he always was the worrywart never the risk-taker”, like himself.

Researchers in national or international research centres located in developing countries may worry unnecessarily about patents on technologies that are valid abroad, but which do not apply in the country where the centre is located.

However, I can tell them that their worry is unnecessary.

I may expound further my personal views on the relevant provisions to this Council at the Committee stage. Put simply, the power of the Central People's Government to appoint or remove the Chief Executive from office is not determined by the Chief Executive Election Bill or other local laws for the power has been prescribed in the Basic Law and we need not harbour groundless fears.

The SAR Government already indicated that even after the resignation of a few Members, at least 40 votes, that is, two thirds of the 60 Members of the Legislative Council, are required to pass the amendment to Annexes I and II to the Basic Law.

These are matters of concern that must be examined closely as part of the medium- and long-term staffing strategy.

In response, it was stated that the concern about equal treatment of right holders was not valid, since: (a) the rule under discussion addressed the issue of the law applicable to security rights and not the substantive rights of right holders; (b) European Union Member States already followed that approach and there was no issue of them being in violation of the IPR Enforcement Directive; (c) such an approach would be justified on the basis of expectations of the parties to security agreements (not intellectual property right holders) associated with existing intellectual property registries; and (d) the Guide already followed that approach with respect to tangible assets (see recommendations 203 and 205).

In the light of the instances of retroactive contracts noted, the cases of undated contracts are a further concern.

Equally of concern was that the efforts of the international community to fight terrorism were being undermined by support, protection and shelter that these forces of destabilization continue to receive.
