Accordingly, these State parties must make a particular effort to ensure that the information they provide on each area that contains mines or is suspected to contain mines is as comprehensive as possible, i.e. that it includes the name of each area identified, its precise geographical location, its size, the estimated quantity of anti-personnel mines emplaced in the area, the area of land released, the methods used to make the area non-hazardous, the quantity of anti-personnel mines destroyed, the date of land release and lastly the size of the area still to be cleared, if applicable.

Turkmenistan has ratified a number of international conventions and agreements for the implementation of its disarmament obligations: the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction; the Treaty on the Non-Proliferation of Nuclear Weapons; the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction; the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction; the Comprehensive Nuclear-Test-Ban Treaty; the International Convention for the Suppression of Terrorist Bombings; the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition; and the United Nations Convention against Transnational Organized Crime.

(g) Universal approaches can be usefully complemented by cooperative efforts and initiatives, such as the Proliferation Security Initiative, the Global Partnership against the Spread of Weapons of Mass Destruction and the Global Initiative to Combat Nuclear Terrorism, as well as regional lines for action, towards the implementation of non-proliferation obligations.

The Meeting also called on all States Parties to recommit, even in difficult financial times, to realising a world without anti-personnel mines, where the rights of all are respected and where all women, girls, boys and men can live in dignity and prosperity.

The Committee is furthermore concerned over the lack of adequate programmes for rehabilitation of children who have been victims of antipersonnel mines.

Hence, Algeria welcomes the announcement made today by the Secretary-General and the three sponsors of the resolution on the Middle East adopted at the 1995 NPT Review and Extension Conference, in consultation with the States of the region, of the appointment of Mr. Jaakko Laajava as facilitator and of Finland as the host country for the 2012 conference on the establishment in the Middle East of a zone free of nuclear and all other weapons of mass destruction, in accordance with the action plan adopted at the 2010 NPT Review Conference.

Amended Council Regulation (EC) No. 329/2007 prohibits the direct or indirect provision to the Democratic People’s Republic of Korea of technical or financial assistance related to the supply, manufacture, maintenance or use of weapons or of items, materials, equipment, goods and technologies which could contribute to nuclear-related, ballistic missile-related or other weapons of mass destruction-related programmes.

The United States curtails trade with the Democratic People’s Republic of Korea and imposes all sorts of economic sanctions on such accusations that the Democratic People’s Republic of Korea threatens regional stability, does not cooperate with the United States in its anti-terrorism efforts and engages in proliferation of weapons of mass destruction, and that the Democratic People’s Republic of Korea is a communist State, a non-market economy, etc. (United States Congressional Research Service Report, 25 April 2011).

Other ISP activities include life skills training for teachers and students to induce behaviour change with regard to hygiene, nutrition, health, conflict prevention and management, and handling of anti-personnel mines; establishing or revitalizing school management committees; and building or rehabilitating school infrastructure in Kolda and Ziguinchor to support the relief and peacebuilding process.

While that Convention absolutely prohibited the use of anti-personnel landmines, amended Protocol II covered all types of landmine, as well as booby traps and other similar devices.

Pursuant to the Nairobi Action Plan, many of these visits targeted the few remaining signatories that have not yet ratified the Convention and States not parties “that continue to use, produce, or possess large stockpiles of anti-personnel mines, or otherwise warrant special concern for humanitarian reasons.

The States Parties have noted that unchanging numbers of retained mines, particularly when there is no expression of intent to use them for permitted purposes, may be considered by some to undermine the obligation to destroy stockpiled anti-personnel mines.

It is also a great pleasure to be here on this auspicious day, a day when so many high-level representatives have travelled to Geneva to address the Conference, and a day which coincidentally is the twelfth anniversary of the entry into force of the Anti-Personnel Mine Ban Convention.

Accordingly, they urge the Secretary General and the sponsors of the 1995 resolution, in consultation with the States of the region, to commence immediately necessary preparations to convene a conference in 2012, to be attended by all States of the Middle East, on the establishment of a Middle East zone free of nuclear weapons and all other weapons of mass destruction.

They include the proliferation of weapons of mass destruction, the illicit trade in and proliferation of small arms and light weapons, and drug and human trafficking, as well as the use of sexual violence as a weapon of war.

Cuba had been subjected to five decades of continuous hostility on the part of a military super-Power, so it was not in a position to renounce the use of MOTAPMs, but it would continue to support efforts to eliminate the indiscriminate and irresponsible use of anti-personnel mines while balancing humanitarian considerations with national security.

Under the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction, known as the Ottawa Convention, States parties are obliged to clear anti-personnel mines in mined areas within 10 years of the Convention’s entry into force, unless an extension is granted under the Convention.

An October 2001 Memorandum by the Attorney General reversed a previous approach whereby public bodies had been asked to exercise their discretion to disclose documents, and a Department of Justice Memorandum of March 2002 imposed further restrictions in relation to documents on weapons of mass destruction or that could otherwise threaten national security or public order.

The Government of Iraq views the Security Council’s concern with disarmament and non-proliferation and, in particular, the convening of the Security Council summit that was held in September 2009 and the consequent undertaking to work towards a nuclear-weapon-free world, as an effective means of enhancing international arrangements aimed at making an early and united stand against the challenge posed by the proliferation of weapons of mass destruction and preventing such weapons from falling into the hands of non-Government parties.
