Article 5 prohibits torture and cruel, inhuman or degrading treatment or punishment and establishes the imprescriptibility of torture, as well as genocide, forced disappearance, kidnapping and politically motivated homicide.

Anyone who resists or disobeys a war ship, or military aircraft or any other ship or aircraft that is seeking to prevent or prosecute the acts set forth in the previous article and is authorized to do so, and which bears clear signs of and is identifiable as a ship or aircraft of the Spanish State, shall be liable to a term of imprisonment of one to three years.

Moreover, it invites them to provide viable employment or other livelihood opportunities for youth, particularly for young women at risk, especially in regions prone to trafficking.

The draft resolution was clearly politically motivated, a plot and a fabrication, and had nothing to do with human rights.

The 31 landlocked developing countries fall within the second group and continue to face difficulties in their efforts to profit from trade opportunities and harness global markets for economic development and growth.

In September 2011, UN-Women and WFP signed a joint statement of action on empowering rural women’s associations and small-scale businesses to break the intergenerational cycle of hunger; improving livelihood opportunities for women; advocating for gender equality; supporting the safety of women and girls in volatile situations; and enhancing women’s control of food-security reserves.

The combination of a lack of proper training, the introduction of a profit motive into situations which are prone to human rights violations, and the often questionable prospect that such contractors will be subject to judicial and parliamentary accountability mechanisms are all elements that should be considered by Member States to ensure that those actors are accountable.

The Food and Agriculture Organization of the United Nations (FAO) assisted more than 10,000 households in the West Bank and Gaza during the reporting period in order to maximize and safeguard the use of their assets and resources and to expand their livelihood opportunities.

(d) Limit forced evictions to exceptional circumstances, ensure that all relevant due process guarantees are respected and provide the evicted with adequate compensation and alternative housing and livelihood opportunities.

The United Nations West African Administrative Conference is held every quarter among the 3 missions in West Africa (UNOCI, UNMIL and UNIOSIL) to seek further opportunities for regional cooperation and share best practices.

It is the call to provide young people with access to livelihood and to employment, to promote gender and minority equality, and to confront the human rights abuses that so often drive and deepen poverty.

Early recovery and reconstruction measures that help facilitate returns or settlement elsewhere, in particular also livelihood programmes, must also be strengthened with a view to enhancing the coping capacity of communities.

To ensure refugees maintained access to assistance and services, UNHCR introduced new measures, including more strongly involving refugee communities in the day-to-day running of the camps; enhancing communication with different groups among the refugee population; providing training, mentoring and capacity building for refugee workers and volunteers; monitoring the health of the refugee population; improving water and sanitation facilities; and exploring livelihood possibilities for refugee youth by enhancing their skills and work experience.

The strategy pursued included the wider distribution of information about career opportunities at ESCAP in order to attract potential candidates worldwide, in particular from unrepresented and underrepresented member States, to target specific areas of expertise and to promote a better gender balance.

This recommendation is in part based on an extensive assessment conducted by OHCHR, entitled “Eviction and resettlement in Cambodia: human costs, impacts and solutions,” which examines several examples of evictions and relocation, both positive and negative, and analyses their impacts on the living conditions of the affected families with regard to access to housing, water, education and health care, and on the opportunity to generate income and recreate a livelihood.
